00:03I think it is such a tremendous idea
00:07at a time when free-trade is on the back foot
00:11that we've got something like CPTPP there
00:15and expanding and moving forward.
00:17I have always believed.
00:19I began Britain's negotiation over that
00:22And I always saw it as a strategic counterbalance to China.
00:26Currently CPTPP's about 16% of global GDP,
00:29if you see accession of countries like Indonesia
00:32maybe even UAE
00:34the sort of things being talked about
00:37but you can easily see CPTPP
00:39having a bigger share of global GDP than China
00:43and therefore being quite an effective counterweight
00:46if you're going to have that
00:48and you're going to have a club
00:50an organisation like that
00:52then it needs to be open to those
00:55who fulfil all the criteria for membership
00:58and I think that if it's designed to be a counterbalance
01:02to Chinese influence
01:03then you can't allow China to determine its membership
