00:20complainants accused the officials of interfering in the preparation of the project's terms of
00:24reference and technical specifications to allegedly match the design of a preferred supplier.
00:29This undermines the integrity of the competitive bidding process. They also allege that Herbosa
00:35and his aides intervened even though procurement rules require the end-user or implementing unit
00:39to prepare the technical specifications. DOH spokesperson Albert Domingo says the agency
00:44has yet to receive any official complaints from the Ombudsman.
