00:27The Bureau of Customs has launched a new Electronic Certificate of Payment System, or ECP, a digital platform designed to
00:34speed up the processing of imported motor vehicles and strengthen verification before they can be registered with the Land Transportation
00:41Office.
00:42The BOC says it forms part of its modernization drive and is meant to close long-existing gaps that have
00:48been exploited in the entry of vehicles into the country.

00:57According to the BOC, the system now provides end-to-end visibility from customs processing to registration with the LTO.
01:05It also creates an audit trail making it possible to trace who handled each document at every stage of the

01:11With the system now digital, the agency says accountability should be stronger, as each transaction can be tracked and each
01:18processor identified.
01:20Officials say it should also be harder for questionable documents to suit through, as digital checks must first be cleared
01:27before an entry can move to the next step.
