00:00Two impeachment complaints against Vice President Sara Duterte passed a crucial second preliminary test at the House of Representatives.
00:08The House Justice Committee votes 54 to 1 to declare the two active complaints sufficient in substance.
00:14Quezon City Congressman Bong Suntay is the lone no vote.
00:18In declaring both complaints sufficient in substance, the committee determined that the document cited constitutional grounds for impeachment that are
00:25supported by factual allegations.
00:28Filipinos are now a step closer to seeing a public hearing that will examine witnesses and evidence in the impeachment
00:34proceedings against Duterte.
00:36The Justice Committee will send Duterte copies of the complaints and give her 10 session days to respond.
00:41If she does not file an answer, she will be deemed to have denied the allegations.
00:45Both sides will then exchange pleadings before the panel decides if a public hearing is needed.
00:50The committee has 60 session days from the start of proceedings on February 23 to rule on the impeachment bid.
