00:38The House Justice Committee continues its hearing on impeachment complaints against Vice President Sara Duterte on Tuesday, March 3.
00:44The two remaining complaints against her undergo a substance test.
00:48Mamamayang Liberal Representative Laila de Lima says Duterte committed culpable violation of the Constitution through her alleged anomalous disbursement of
00:56confidential funds.
00:57She cites numerous pieces of evidence such as the notice of this allowance issued by the COA to the OVP.
01:02Deputy Minority Leader Bong Suntai insists the ND only establishes potential administrative liability, not necessarily criminal conduct that amounts to
01:10an impeachable offense.
01:11But De Lima counters this, saying Duterte was accountable for hundreds of millions of pesos as no disbursement was made
01:18without her approval.
01:19The other allegation was related to Duterte's alleged corruption and bribery of employees in the Education Department when she headed
01:26the agency.
01:27Also included were the Vice President's threats against President Ferdinand Marcos Jr. and First Lady Lisa Araneta Marcos.
01:33The panel is set to hold a vote on the sufficiency of substance of the complaints Wednesday, March 4.
01:39If either of the two petitions passes the substance test, Duterte will be formally notified of the allegations and will
01:45be given an opportunity to comment.
01:49After holding public consultations nationwide, the House Committee on Suffrage passes an anti-political dynasty bill,
01:55largely similar to the version filed by Speaker Bo GD and Majority Leader Sandro Marcos. Critics described that measure as
02:02weak.
02:02The substitute bill further softened the proposal by limiting the ban to relatives within the second degree of consanguinity instead
02:09of the original fourth degree.
02:11The approved bill defines a political dynasty as a family relationship between an incumbent elected official and any relative within
02:18the second degree of consanguinity or affinity,
02:20but the ban applies only within the same territory or level of government.
02:24It bars relatives of national elective officials from holding other national elective posts.
02:29It prevents relatives from running for the same congressional office in a legislative district at the same time.
02:34It prohibits relatives of provincial elective officials from holding other elective posts in the same provincial government.
02:40It bars relatives of municipal or city elective officials from holding other elective posts in the same municipal or city
02:46government.
02:46And it prohibits barangay elective officials from holding other elective posts in the same barangay.
02:53President Ferdinand Marcos Jr. advises Filipinos in countries affected by the conflict in the Middle East
02:58to shelter in place and follow the host government's advice.
03:02Over 1,000 Filipinos working there will have to wait until flights and land travel resume
03:07before they can be repatriated.
03:09Marcos says reports from the ground and talks with parties involved in the conflict show
03:13it is too dangerous to send planes to evacuate Filipinos from the Gulf
03:17or transport them by land to safer countries.
03:19The president cites a recent incident in which three U.S. fighter jets were accidentally shot down over Kuwait.
03:26Although the crew members ejected safely, he says the incident underscores the risk of mistakes in an active conflict zone.
03:32He adds land evacuation is also not an option for now due to the continuing strikes.

04:31One of the cardinals who elected Pope Leo XIV was found carrying a cell phone, creating a massive security breach
04:37at the last conclave.
04:38The book The Election of Pope Leo XIV claims security officials detected the signal of an active mobile connection as
04:45clerics were preparing to take their first vote.
04:47Cardinals taking part in a conclave vowed not to communicate with the outside world and to surrender phones and all
04:53communication devices.
04:54The book is written by two long-time Vatican correspondents.
04:57It does not name the cardinal or suggest he had any motive for keeping his phone, saying the moment left
05:03him, quote, disoriented and distressed.
05:05The book also reveals that on the first vote in the conclave on May 7, then U.S. Cardinal Robert
05:10Prevost already received between 20 to 30 votes, an unusually large number.
05:15Philippine Cardinal Luis Antonio Tagle, who was also seen as a favorite going into the election, received fewer than 10
05:20votes in the conclave.
05:22On the fourth ballot in the afternoon of May 8, Prevost won with 108 votes.
05:26The Vatican Press Office did not respond to a request for comment about the new book.
