01:48Local authorities have, in some cases, issued a shelter-in-place order, and the situation remains fluid.
01:57All Canadians in affected regions should heed the direction of local authorities and travel only when it is safe to

02:07As of 7 o'clock this morning, 26,305 Canadians in Mexico have registered with Global Affairs Canada.
02:19That is an increase of nearly 8,000 from the same time yesterday.
02:26Registration is voluntary.
02:29We know that the actual number of Canadians in Mexico is likely much higher.
02:34In the last 24 hours, Canada's Emergency Watch and Response Centre has received 440 calls from Canadians who are seeking
02:46information about flights and travel advisories.
02:50Global Affairs Canada is adding additional surge personnel to handle the increased call volume.

09:10As you have seen, I issued two statements yesterday.
09:14In addition to that, we have our call centre highly active.
09:20We are receiving thousands, 8,000 in particular, registrations.
09:26So I want to vociferously underline that our system is working well.
09:33And where there are kinks, we are addressing them, and it is functioning well at this time.
09:38Do you believe that President Scheinbaum has the situation under control?
09:41I am concerned with the safety and security of Canadians first and foremost.

09:57he indicated that the situation should stabilise in the coming days,
10:02and that this was a targeted operation which will not continue.

10:20I was not provided with any indication that this particular operation would be taking place.
10:28And on my understanding, I believe that the government of Canada was not provided with indication that it was going
10:38to occur.
10:39Can you prepare plans in the eventuality where the situation could deteriorate in the coming days?
10:45And at which moment will you also be able to contact the people who have been registered a few days?

14:28alert that volatility may continue and to align the travel advice with that of our peers. In addition,
14:36we have received
14:38440 calls. Three of those calls
14:42involve consular cases. Two of those are injuries that are non-life threatening.
14:49One of those is in regards to requests for financial assistance.
14:54That's the status of the assistance that we are providing
14:58to Canadians at that time and we have not at this time and we have not been requested
15:03by the Mexican government to assist in any way shape or form.
15:07Are you considering
15:08recreation flights?
15:09Are you considering sending in planes?
15:11Not at this time.
15:12What about the use of the military? I know that's sometimes lined up weeks in advance.

15:17Do you believe the government should have been given a heads-up given the vast number of Canadians that are
15:22down there?
15:22It is always helpful for us to know more in order to support Canadians and so I appreciated having the
15:32call as soon as possible yesterday with my counterpart
15:37Minister De La Fuente. We have been in communication including this morning and we are staying in very close touch.
15:44You will recall that I personally have visited Mexico in the last six months in order to continue that our
15:54bilateral ties with Mexico remain strong and Minister LeBlanc just returned with a trade mission from Mexico in the past
16:04few days.

17:14That type of support begins with providing accurate information about the situation on the ground.
17:23On social media there is an attempt to provide information that doesn't always reflect the true security situation on the
17:41ground. That is also concerning in terms of misinformation and disinformation that individuals may be absorbing.
17:51Another reason that I wanted to come today to speak with you is to provide accurate information to Canadians in
18:01order for them to make decisions relating to their travel and their security interests. We are doing whatever we can
18:14to support Canadians in need. That is why we are encouraging everyone to register with us.
18:22The fact that we have had 8,000 Canadians register in the last 24 hours should provide you with a
18:34sense of the way in which Canadians are usefully relying on Global Affairs Canada. We want to hear from Canadians.
18:44We want to hear from Canadians. And I similarly want to hear from my Member of Parliament counterparts. Some of

20:04Thank you for that question. Of course, the security situation at home and abroad in terms of Canadians is of
20:20extreme concern and priority for us as a Government of Canada.
20:25When I was in India in October, for example, I repeatedly raised issues relating to domestic rule of law concerns,
20:36security concerns, and transnational repression.
20:41This is the basic necessity for the Minister of Foreign Affairs to ensure that the safety and security interests of
20:52Canadians is protected.
20:54So the answer to your question is yes. That is always at the forefront of our minds.
20:59In addition, at this moment in time, we are ensuring that we diversify trade relationships. That has meant signing 12
21:12trade agreements over the last six months over four continents.
21:18But the priority sequence is to ensure that the safety and security and rule of law concerns of Canadians are
21:26advanced at all times.
