Brazilian President Luiz Inacio Lula da Silva urged nations to unite and form collective negotiating blocs rather than deal individually with U.S. tariffs. Speaking in New Delhi, he emphasized fair treatment for all countries and warned against economic pressure that could deepen global divisions. Drawing on his trade union background, Lula framed cooperation as a stronger response to protectionist policies.

He also stressed that the world should avoid a new Cold War and reject interference in sovereign affairs. During his India visit, Lula attended the AI Impact Summit and held talks with Prime Minister Narendra Modi, highlighting Brazil’s push for balanced trade, multilateralism, and diplomatic engagement.

00:00And we were surprised with the impact of the imposed tariffs.
00:04What I want to talk with Trump is the relationship between Brazil and the U.S.
00:07If we would not allow any more is that our critical minerals and our rare earth would be exploited,
00:14as the iron ore was exploited for so many years.
00:17I also would like to say to President Trump that we don't want a new Cold War.
00:22Actually, the agenda that I want to discuss with the North American president is broader than just critical minerals.
00:31We have diplomatic relations with the U.S. for more than 200 years.
00:37It's a very sound and solid relationship.
00:39And we were surprised with the impact of the imposed tariffs because it was done in a way that was
00:47an army.
00:49Because it was something – you can't just imagine that you would receive such a news through the Twitter,
00:55a country to put tariffs against another country.
00:59Before that, the ministers of industry and commerce, they would make a meeting to put the tariffs.
01:04And this was through the Twitter.
01:06So we were very cautious.
01:07And you know that very well.
01:08I have in my mind the idea not to make any decisions.
01:12When I got fever around 39 degrees, we have to wait for the fever to go down.
01:17And then you make a decision.
01:18And I think that we made the right decisions vis-à-vis the tariff issues.
01:23And some things were lowered by the government, the U.S. government themselves.
01:28And now they made another decision of the Supreme Court going against what President Trump was doing.
01:35Of course, I cannot judge the Supreme Court's rulings of another country.
01:39And even less from being from another country.
01:43But what I want to talk with Trump is the relationship between Brazil and the U.S.
01:47We're the two largest democracies of the Americas.
01:50We are two men of 80 years of age, so we cannot play around with democracy.
01:58We have to take this very seriously.
02:00On the phone call, I told President Trump, we have to shake hands, look eye to eye, person
02:06in person, and to discuss what is best for the U.S. and Brazil.
02:10And there's no veto.
02:12There's nothing forbidden in terms of issues around the negotiation table.
02:18We'll put everything on the table.
02:19If we want to fight organized crime, we can fight organized crime.
02:23If we should build partnerships with Brazil, if we can explore and exploit critical minerals,
02:30if the processing happens in Brazil, we can talk.
02:32What we will not allow anymore is that our critical minerals and our rare earth would be exploited
02:39as the iron ore was exploited for so many years.
02:42And we should just dig a hole and then we would just sell it abroad.
02:46No, we want to transform, process it in Brazil.
02:50So that's why we want to create a National Council of Mineral Policies subordinated to the
02:55President's office so that we can take this more seriously in dealing with this new wealth
03:04that is being presented in this moment of transition, of energy transition that the world is so much
03:10in need.
03:11So my agenda with President Trump is a very long agenda.
03:16It's a big agenda.
03:17On my side, I'm going to discuss trade.
03:19I'm going to discuss partnerships with the universities.
03:23I'm going to discuss about the people of Brazil that live in the U.S., the immigrants.
03:30And I'll discuss any matter that he may wish to do, and even investment.
03:35And it's been a long time that we haven't had investment from the U.S. and Brazil.
03:39I don't know what's his agenda, but I hope that after this meeting in Washington,
03:44we can guarantee that we started to get a very civilized relation once again that is highly
03:53respectful from each country and that we are not going to talk anymore.
03:59And we'll always talk on the phone when there's some need for Brazil and U.S. to talk.
04:03And I also would like to say to President Trump that we don't want a new Cold War.
04:09We do not want to have interference in any other country.
04:13We want to have equal relations with all countries.
04:17We want to treat all countries in equal conditions and receive from them the same treatment in
04:23equal quotations and equalitarian treatment.
