00:11Some issues remain under the responsibility of the member states.
00:17And at the same time, such responsibility also means that every member state must ensure their decisions do not have negative consequences in other parts of the Union.
00:28And this is a general European Union principle.
00:33A residence permit is not a blank check, I would say, to move around the Union.
00:39And the European Union rules must, of course, be respected.
00:44We have clear rules there for situations that can arise in the context of a regularization scheme in a member state.
00:53For example, if someone who holds a national resident permit is found to be illegally staying in another part of the European Union,
01:02or if they apply for asylum in another part of the Union, they must go back to the member state that issued the resident permit.
01:11That's also pretty obvious and quite clear.
01:14And this is what we would expect to see now in relation also to Spain's most recently announced measures,
01:22as with all other similar initiatives of the member states.
01:27So, honorable members, turning a corner on migration policy has not been easy, I would say.
01:36It has taken place.
