00:11Gerard construction. The first project is a P220.86 million concrete road in Adams, Ilocos Norte.
00:18The Commission on Audit says the project showed concrete scaling and surface deterioration.
00:23It was reported as completed on April 30, 2019, but during an inspection on July 11,
00:282024, auditors found it had not been turned over. The second project is a P101.27 million
00:35bridge and road project in Dumalneg. It was described in the COA report as currently
00:40unpassable by most vehicles except motorcycles. It was also listed as completed on April 30,
00:462019, but was found unusable during a COA inspection on July 18, 2024. Auditors also flagged inconsistencies
00:54in documentation. While St. Gerard was listed on the contracts as part of a joint venture with
01:00Viking Construction and Supplies, the Diskaya firm did not appear in the DPWH Ilocos Norte 1st District
01:06Engineering Office project and Contract Management application.
