00:00Inform everyone that today we had a very tragic incident that took place in East Jentia Hills
00:15where a dynamite explosion had occurred at an illegal coal mine in
00:22Minsingot Thangsko area in East Jentia Hills this happened today at around 11 a.m as per the
00:36current reports about 18 people 18 people are reported dead because of this blast
00:46one person is injured and has been shifted to the Yalong civil hospital
00:58one SDRF team and several personnels from NDRF are already at the site our police department also is
01:10at the site including IG of the eastern zone is already there at the same time officials from
01:21the mining department are also there and of course the local administration
01:29this incident has happened in a interior location it's about 25 kilometers from the headquarter
01:37takes about approximately three hours to reach from the headquarter uh very difficult terrain and it
01:43can be only accessed by four by four wheel uh from the government's side we have uh asked two of our
01:53cabinet ministers uh mr lakman rambui and uh mr vailad mikishila to go to uh the district as well as to
02:07work their way and reach the site meet the officials and have a detailed discussion and meeting
02:15and take necessary action which has to be taken and at the same time deputy commission deputy chief
02:22minister and myself have been in touch with the district administration with the departments with
02:27the police and uh we have instructed the police to take full action against those who are responsible
02:38for whatever has happened today you are aware that in the state we have already started the process of
02:47scientific mining and the same time individuals who are involved in any kind of illegal activities number
02:56one action will be taken as i said whoever is responsible for this particular incident very very
03:03strict action will be taken we will not let anybody who's involved in this let go but at the same time
03:09as i said that with the starting of scientific mining it is expected that all our miners will apply for the
03:16mining now the option is there these are things that cannot be tolerated anymore so therefore we will take
03:23action against all those who are involved and at the same time urge all who are involved in any kind
03:31of mining activity that scientific mining is now open and they should not i repeat they should not engage
03:39in any more of any kind of illegal activities which endangers life we are waiting for further report
03:47that comes in and based on that i will be in regular touch with the press i will regularly inform you i
03:54will update you about the information myself but this is the information that we have as of now
04:00uh so i thought i will share that with you
04:02coming to manipul there are two issues one is your participation in the environment secondly there are reports
04:10about the so-called split in nvp number one uh uh there if you look at the last two years manipur has
04:22really rather people of manipur have really suffered it started with the violence where hundreds and
04:29thousands of people lost their lives and many people many many people were displaced after that
04:37cities of economic hardships were faced by the people that was followed by large violence again
04:45and at the same time it was also followed by the fact that normalcy was not returning in the state
04:52and uh if you have you know been in in any way touch with in touch with any people of you know from
04:58manipul which i have been people have uh expressed that they want normalcy to return in the state they
05:05would like to see that things would come back to normal people who are being displaced can go back
05:10to their homes a livelihood can start peace can be there and slowly and steadily normalcy can return
05:17and therefore uh there was a time as i said when we also as a political party at that time had
05:24uh decided to uh you know withdraw support at that point in time and uh after we saw the president's
05:32rule after we saw things improve in terms of uh at least violence not being there peace will may
05:39take a bit more time i still maintain that that yes peace is a longer process because it involves
05:45trust it involves you know working together in this situation but at least the violence has gone down
05:51so therefore uh we also have felt as a political party at that point in time i discussed with my
05:57legislatures that um that we we should support a popular government and we should uh try to work
06:05with the people of manipul to try to bring back normalcy and that's why we decided to be part of
06:10the new government that was sworn in yesterday uh in regards to the split in the party uh you know
06:17which you are mentioning there is no split there's nothing called split npp is absolutely where it is
06:24there is no split in the party some people decided to resign from the party in the leave which happens
06:30in any political party so our identity remains and we are what we are so there is no question of any
06:36split many people have joined us some people have left us that happens in any state in any political party
06:43so that's what my stand right now is the other people have decided to come out with a political
06:48party of their own and that's independent party that has got no recognition as of now they're not in
06:54good registration so hence um it is their desire and their wish i wish them the very best but our party
07:01is uh where it is there is no split our legislatures are together our party is together and there is
07:07no split in the party as i said some people have left many have joined the rebels were mentioning that
07:12npp once formed from manipur not in i've maintained that i've i've i've i've said this openly in my
07:18speech that it was formed in uh in in manipur uh and it was a party that uh that was then almost defunct
07:28and uh in 2012 uh there was a one of the presidents i forgot his name who was hitting the party
07:37at that point the npp i contacted him um because he was a person who i knew very well because he was
07:45in ncp before and we worked together and uh when i spoke to him he said that uh you know that he is
07:55leaving the party and uh he's going to join the bjp and he said you are free to come in and join and
08:01take over the party that's when late ps sangma came in he took over the party there was a proper
08:09meeting there was a proper uh you know constitutional uh provisions were followed and the npp mrs ps sangma
08:17late ps sangma became the president of the party so we have been very clear about the history of the
08:21party but the point is now as of now as per the uh election commission's um uh documentations and
08:29all the uh registration all these things uh the npp is a recognized national party with uh konrad sama as
08:39the president of the party just received the news that honorable prime minister has um has announced
08:47uh an excretia of two lakhs so uh it is a uh it speaks volumes of uh his uh gesture and his uh concern
08:58for the families and uh on behalf of all the family members and the people are affected uh we
09:08express our gratitude to the honorable prime minister for his noble gesture in addition to that
09:15absolutely we are working on it we will we'll announce it our cabinet ministers are going
09:19tomorrow and we'll assess the situation and we'll take a call but definitely we're looking into it
09:23uh another uh uh information that i wanted to share with all of you is that uh the reports of the
09:32finance commission have been submitted and accepted by the by the government of india and as you're aware
09:41the finance commission reports uh base their devolution of taxes uh on a basis of a particular formula
09:50uh you all know that uh the taxes are normally of two kinds at the national level one is the direct
09:58taxes and one is the indirect taxes the direct taxes are basically income tax and corporate tax
10:06and the indirect taxes are mostly gst the finance commission is mandated to distribute the income tax
10:14and the corporate tax collected at the national level from all different individuals and corporations
10:21and base it on a formula and distribute that among the center the states and different requirements at
10:28the national level 41 percent of the entire collection is distributed among states
10:34and when this 41 percent is distributed horizontally among different states there's a formula that is put up
10:41in this formula we have a population geographical area income distribution population um uh fertility rate
10:54forest cover so on and so forth about six seven criterias or four five i'm sorry five criterias are there
11:02in the last finance commission the formula that was created
11:08has helped states like megalaya and the smaller states this year's formula that has been created
11:16has affected almost all the states of the northeast uh except assam and has benefited the larger states
11:24like maharashtra delangana andhra karnataka kerala gujarat mostly tamilnadu because there's a factor of
11:33uh contribution to gdp that has been introduced by the finance commission that means whichever state
11:39contributes more uh there is a weight additional weight given to that which has affected the small
11:45states so therefore every state arunachal pradesh nagaland manipur tripura all of us megalaya have been
11:53affected uh by this uh and this is why yesterday i had a meeting with the honorable finance minister and i've
12:00shared all the analysis that has been made by our team and we have told her that this is affecting
12:07the uh growth of the state the way we had been able to push things because of the devolution of the
12:12taxes of the 15 finance commission this will uh majorly affect those progress in those plans
12:19we got a positive response from uh honorable finance minister uh and she will be examining this entire
12:26process in a positive way because we understand that whatever action is to be taken is at the
12:33national level where a formula or a policy has to be made uh which will impact all states and it cannot
12:39be only megalaya specific policy and hence uh the ministry will be taking some time to assess the
12:46situation and obviously they will engage with us further uh we expect that there will be some relief
12:53but that is only going to be clear once we have a final uh proposal or a final decision from the
13:00center but as i said i just wanted to share this with all of you because it's an important aspect
13:06and detailed meeting as i said was held yesterday in delhi and we got a positive response but we're
13:12waiting for the final policy and we're hoping for the best
