00:00Samantala, habang papalapit ang aging society sa bansa,
00:04isang panukala pong pinalalakas ng gobyerno para sa Universal Social Pension,
00:08para sa mga senior citizen, kung saan hindi ito nakasangguni sa kontribusyon sa SSS o GSIS.
00:15Yan ang report ni Denise Osorio.
00:20Habang dumarami ang senior citizens, mas marami rin mga nagtatanda ang tuloy ang pagtatrabaho,
00:26kahit dapat retired at nagpapahinga na.
00:29Pero patuloy na lumalakas ang panukala para sa Universal Social Pension,
00:34na isang regular na tulong na hindi nakadepende sa kontribusyon sa SSS o GSIS,
00:40lalo na para sa mga seniors na galing sa informal work.
00:43A significant portion of our older persons are still part of the labor force,
00:49meaning they are either employed or looking for employment.
00:52And there is indication that they're doing this because they don't have enough pension.
00:56Ayon pa kay Undersecretary Bersales, may mga panukalang 1,000 hanggang 1,500 kada buwan para sa seniors.
01:05Pero ang malaking usapan ay paano itong mapupunduhan at ipapatupad ng maayos.
01:11Ayon naman sa Social Protection, Inclusion, and Gender Inequality,
01:15ang existing social pension program ng Pilipinas ay may taunang budget na nasa halos 60 billion pesos.
01:22At kung gagawing universal ang 1,000 pesos kada buwan,
01:26maaaring mangailangan ng karagdagang halos 120 billion pesos kada taon,
01:31depende sa coverage at eligibility design.
01:34Kadalas ang pinupunduhan ang universal pension bilang public service o sa general revenues ng gobyerno.
01:41The universal social pension is a pay-as-you-go pension, right?
01:45So people of working age pay their taxes.
01:48Those taxes are used to finance the pensions of older people.
01:52So it comes from general taxation, from income tax, from sales taxes, from other taxes.
01:58Hindi lang anya ito para sa mga seniors ngayon.
02:01Sa universal design, nababawasan ang bigat sa mga pamilyang hirap na hirap ng magsustento sa matatanda,
02:07habang may sarili rin binubuhay na anak.
02:09The state will have stepped in on an equal basis.

02:20That's why we need a strong universal social pension.
02:25It should be in place in every country.
02:27Pero malinaw din anya na hindi sapat ang pera lang.
02:30Kailangan ng whole-of-government approach mula sa iba't-ibang kagawaran,
02:35tulad ng DSWD para sa delivery at social protection systems,
02:39DepDev para sa development planning,
02:41DOH para sa health access,
02:43at mga LGUs para sa on-the-ground reach.
02:46Pinag-uusapan din ang phased rollout,
02:49tulad ng pansamantalang mas mataas na age eligibility,
02:52tulad ng 70 years old at unting ibababa ng 65 years old,
02:56para mas kayang i-budget ng pamahalaan at mas madaling maayos ang sistema.
03:01Git naman ng United Nations Economic and Social Commission for Asia and the Pacific Social Development Division.
03:07Hindi iisang programa lang ang kailangan pairalin,
03:10dahil kailangan sabay ang development planning,
03:14health, at age-friendly communities.
03:16And I'm going back here to the global guiding document on population aging,
03:20which is called Madrid International Plan of Action Aging.
03:23It identifies three priorities,
03:25population and development,
03:27health,
03:28and environments,
03:29friendly environments,
03:31age-friendly environments.
03:32So I think that's, you know,
03:34these are the key priorities for every country.
03:36Habang papalapit ang Pilipinas sa aging society,
03:40mas kailangang ligtas,
03:41mas suportado,
03:42at mas makatao ang pagtanda ng ating mga kababayan.
03:46Base sa Philippine Statistics Authority,
03:48kasalukuyang nasa 113.5 to 113.7 million ang populasyon noong 2025,
03:55at humigit kumulang 11 million o 9.6 percent dito ay senior citizens.
04:01Aabot ito sa 10.76 percent ng total population pagsapit ng 2030.
