The Union Budget 2026 places India’s fast-growing creative economy firmly on the national growth agenda. Finance Minister Nirmala Sitharaman highlighted content creation, design, animation, and digital storytelling as key drivers of employment and exports, signalling a shift from viewing cultural industries as niche pursuits to recognising them as engines of the digital economy.

Giving a major boost to the Orange Economy, the Budget extends targeted support to animation, VFX, gaming, and comics, sectors projected to need nearly two million skilled professionals by 2030. A landmark initiative will set up content creator labs in 15,000 schools and 500 colleges, supported by the Indian Institute of Creative Technologies, to nurture creative talent nationwide.

00:00Orange economy, India's animation, visual effects, gaming and comics sector, AVGC sector, is a growing industry projected to require 2 million professionals by 2030.
00:15I propose to support the Indian Institute of Creative Technologies, Mumbai, in setting up AVGC content creator labs in 15,000 secondary schools all over the country and 500 colleges.
00:36Education. Our government will support states through challenge route in creating five university townships in the vicinity of major industrial and logistics corridors.
00:52These planned academic zones will host multiple universities, colleges and research institutions, skill centres and residential complexes.
