00:00This will build the ecosystem for domestic production of biologics and biosimilars.
00:07The strategy will include a biopharma-focused network with three new national institutes of pharmaceutical education and research,
00:17popularly known as NIPERS, and upgrading seven existing ones.
00:22It will also create a network of thousand accredited India clinical trials sites.
00:30We propose to strengthen the central drug standard control organization to meet global standards
00:36and approval timeframes through a dedicated scientific review cadre and specialists.
00:48India's semiconductor mission, 1.0 expanded India's semiconductor sector capabilities.
00:55Building on this, we will launch ISM 2.0 to produce equipment and materials, design full-stack Indian IP, and fortify supply chains.
01:07We will also focus on industry-led research and training centers to develop technology and skilled workforce.
01:13The electronics components manufacturing scheme, launched in April 2025, with an outlay of 22,919 crores,
01:25already has investment commitments at double the targets.
01:29We propose to increase the outlay to 40,000 crores to capitalize on this momentum.
01:37A scheme for rare earth permanent magnets was launched in 2025, November.
01:50We now propose to support the mineral-rich states of Odisha, Kerala, Andhra Pradesh, and Tamil Nadu to establish dedicated rare earth corridors to promote mining, processing, research, and manufacturing.
02:08To enhance domestic chemical production and reduction in import dependency, and reduce import dependency,
02:17we will launch a scheme to support states in establishing three dedicated chemical parks through challenge route on a cluster-based plug-and-play model.

02:53High-tech tool rooms will be established by central public sector enterprises at two locations as digitally-enabled automated service bureaus

03:19will be introduced to strengthen domestic manufacturing of high-value and technologically advanced CIE.

03:34or firefighting equipment in multiplexes, large or small,
03:40and to tunnel-boring equipments for building metros and high-altitude roads.
03:49I also propose a scheme for container manufacturing to create a globally competitive container manufacturing ecosystem
03:56with a budgetary allocation of 10,000 crores over a five-year period.
04:03For the labor-intensive textile sector,
04:06I propose an integrated program with five sub-parts.
04:13One, the National Fiber Scheme for Self-Reliance in Natural Fibers,
04:18such as silk, wool, and jute,
04:21man-made fibers,
04:23and new-age fibers.
04:25Textile expansion and employment scheme
04:28to modernize traditional clusters
04:30with capital support for machinery,
04:34technology upgradation,
04:35and common testing and certification centers.
04:39Three, the National Handloom and Handicraft Program
04:43to integrate and strengthen existing schemes
04:47and ensure targeted support
04:50for weavers and artisans.
04:54TexEcho Initiative
04:56to promote globally competitive and sustainable textiles
05:00and apparels.
05:02Samarth 2.0
05:03to modernize and upgrade
05:07the textile skilling ecosystem
05:09through collaboration
05:10with industry and academic institutions.
05:13Further, I propose to set up
05:20a Meghar textile...

05:25in challenge mode.
05:28They can also focus on bringing value addition
05:30to technical textiles.
05:33I propose to launch
05:35the Mahatma Gandhi Gram Swaraj Initiative
05:38to strengthen Kadi, Handloom, and Handicrafts.
05:44This will help
05:46in global market linkage and branding.
05:50It will streamline and support
05:52training, skilling, quality of process,
05:54and production.
05:56This will benefit our weavers,
05:58village industries,
06:00one-district, one-product,
06:02ODOP Initiative,
06:03and also our rural youth.
06:08India has the potential
06:12to emerge as a global hub
06:14for high-quality,
06:16affordable sports goods.
06:18I propose a dedicated initiative
06:20for sports goods
06:22that will promote manufacturing,
06:24research,
06:25and innovation
06:26in equipment design
06:27as well as material sciences.
06:34Rejuvenation of legacy industrial clusters.
06:37I propose to introduce a scheme
06:40to revive 200 legacy industrial clusters
06:44to improve their cost competitiveness
06:46and efficiency
06:48through infrastructure
06:49and technology upgradation.
06:56Creating champion SMEs
06:58and supporting micro-enterprises.
07:02Recognizing MSMEs
07:05as a vital engine of growth,
07:07I propose a three-pronged approach
07:09to help them grow as champions.
07:12Equity support.
07:14I propose to introduce
07:15a dedicated 10,000 crores SME growth fund
07:20to create future champions,
07:25incentivizing enterprises,
07:27enterprises based on select criteria.
07:31I also propose to top up
07:34the self-reliant India fund
07:37set up in 2021
07:39with 2,000 crores
07:42to continue support
07:43to micro-enterprises
07:45and maintain their access
07:47to risk capital.
07:50Liquidity support.
07:52With treads,
07:53more than 7 lakh crores
07:55has been made available
07:56to MSMEs.
07:57To leverage its full potential,
08:01I propose four measures.
08:03One, mandate treads
08:05as the transaction settlement platform
08:07for all purchases
08:09from MSMEs by CPSEs.
