00:00India's Semiconductor Mission 1.0 expanded India's semiconductor sector capabilities.
00:07Building on this, we will launch ISM 2.0 to produce equipment and materials,
00:14design full-stack Indian IP and fortify supply chains.
00:18We will also focus on industry-led research and training centres
00:22to develop technology and skilled workforce.
00:25The electronics components manufacturing scheme launched in April 2025
00:32with an outlay of 22,919 crores already has investment commitments at double the targets.
00:41We propose to increase the outlay to 40,000 crores to capitalise on this momentum.
00:49A scheme for rare-earth permanent magnets was launched in 2025 November.
01:02We now propose to support the mineral-rich states of Odisha, Kerala, Andhra Pradesh and Tamil Nadu
01:11to establish dedicated rare-earth corridors, to promote mining, processing, research and manufacturing.
01:21To enhance domestic chemical production and reduction import dependency
01:26and reduce import dependency, we will launch a scheme to support states
01:31in establishing three dedicated chemical parks through challenge route
01:37on a cluster-based plug-and-play model.
01:40Strong capital goods capability is a determinant of productivity and quality across different sectors.
02:02Towards building this capacity, I propose the following.
02:05High-tech tool rooms will be established by central public sector enterprises
02:11at two locations as digitally-enabled automated service bureaus
02:16that locally design, test and manufacture high-precision components at scale and at lower cost.
02:25Two, a scheme for enhancement of construction and infrastructure equipments
02:30will be introduced to strengthen domestic manufacturing of high-value and technologically advanced CIE.
02:41This can range from lifts in a multi-storeyed apartment
02:46or firefighting equipment in multiplexes, large or small,
02:52and to tunnel-boring equipments for building metros and high-altitude roads.
