00:31A major concern highlighted is the systematic culture of mass promotion in diploma mills, where learners are knowingly allowed to proceed to a higher grade level, despite the absence of mastery of required competencies.

00:51The report also pointed out over 60 teachers are mentoring and lecturing outside their fields of specialization or majors.
