Cebu City Mayor Nestor Archival defends his decision to proceed with the Sinulog festivities despite ongoing search and rescue operations in the collapsed landfill. In an interview with _The Manila Times_ during the Sinulog Festival Queen coronation night, Archival said the city was balancing the joy and prayer of Sinulog with the grief caused by the tragedy, stressing unity and prayer amid loss and danger.
