00:46Today, as we witness the delivery of the world's first methanol-dual-fueled Kamsarmax bulk carrier,
00:54the Kamsarmax vessel SC443, we mark a historic milestone for Philippine shipbuilding.
01:02This achievement sends a clear message to the whole world.
01:06The Philippines is ready to lead in the global transition towards low-carbon and sustainable maritime transport.
01:13This occasion not only celebrates the launching of a vessel,
01:18it is also a celebration of progress and of innovation.
01:22And above all, we celebrate the Filipino capacity to rise to the challenge of a rapidly changing world.
01:29This accomplishment stands as an example of what can be achieved through strong international partnerships.
01:36The collaboration between Japan and the Philippines, between the Tsunishi Group and the Aboitees Group,
01:43brings together advanced ship design, skilled Filipino labor, and a robust domestic manufacturing base.
02:08While this project is a product of bilateral cooperation,
02:14it is also, and very importantly, a showcase of Filipino craftmanship, ingenuity, and competitiveness.
02:22It proves once again that what is made in the Philippines can stand shoulder to shoulder with the best of anywhere in the world.
02:32The Kamsar Max vessel, SC443, is designed to significantly reduce emissions of carbon dioxide, nitrogen oxide, and sulfur oxides.
02:42It places the Philippines firmly on the map as a future ready maritime manufacturing hub,
02:50aligned with international maritime organization decarbonization targets, and global sustainability standards.
03:13As of November 2025, we have over 130 registered shipyards nationwide,
03:20employing over 11,000 workers, 70% of whom are skilled professionals, such as welders and fitters.
03:28In 2024, we constructed 484 vessels, from fishing boats to passenger and cargo ships.
03:38This only shows that this industry continues to be vibrant, dynamic, and is growing.
03:44This administration also remains fully committed to strengthening the shipbuilding and ship repair industry
03:50by enhancing its competitiveness, sustainability, and strategic capacity.
