00:07As you know, I had an excellent phone call with President Putin.
00:09It lasted for over two hours.
00:12We discussed a lot of points.
00:14And I do think we're getting a lot closer, maybe very close.
00:19The President and I just spoke to the European leaders.
00:24They were President Emmanuel Macron of France,
00:28President Alexander Stubb of the Republic of Finland,
00:33President Karol Noraki of the Republic of Poland,
00:39Prime Minister Jonas Gahr Storr of the Kingdom of Norway,
00:44Prime Minister Giorgia Maloney of the Italian Republic,
00:50Prime Minister Keir Starmer of the United Kingdom of Britain
00:55and Northern Ireland, Chancellor Frederick Mertz,
01:01the Federal Republic of Germany,
01:04Secretary General Mark Rutte,
01:07the North Atlantic Treaty Organization NATO,
01:11President Ursula van der Leyen of the European Commission.
01:16We spoke to all of those great leaders.
01:19They're all great leaders.
01:21And we had a great talk with them after we were completed.
01:25We thought it was appropriate to speak with them.
01:28And our meeting was excellent.
01:30We covered, somebody would say, 95 percent.
01:33I don't know what percent.
01:34But we have made a lot of progress on ending that war,
01:38which is really certainly the most deadly war since World War II,
01:43probably the biggest war since World War II.
01:46And I want to thank Steve Whitcoff, who's here.
01:49And I'd like to thank Jared, who's here someplace.

02:23We've had discussions on just about every subject,
02:28and that includes with President Putin before.
02:31And we went into great detail, and we likewise went into great detail today.
02:37And it was an honor to have you at Mar-a-Lago and have lunch.

03:13First of all, I would like to thank President Trump for a great meeting
03:18in this amazing place, in his home in Mar-a-Lago.
03:21And we had really great discussions on all the topics,
03:25and we appreciate the progress that was made by American and Ukrainian teams
03:30in these recent weeks.
03:32Special thanks to Steve Witkoff and Jared Kushner, and thank you for their engagement
03:39and full commitment, and also to our team.
03:42And first of all, to Rostemo Merriman, General Gnatov, and to all our teams.
03:47And we discussed all the aspects of the peace framework, which includes,
03:52and we have great achievements, 20-point peace plan 90 percent agreed,
03:56and U.S.-Ukraine security guarantees 100 percent agreed.
04:00U.S.-Europe.-Ukraine security guarantees almost agreed.
04:04Military dimension 100 percent agreed.
04:06Prosperity plan being finalized, and we also discussed the sequencing of the following actions.
04:13And we agreed that security guarantees is a key milestone in achieving lasting peace,
04:20and our teams will continue working on all aspects.
04:24We also had a joint productive call with European leaders, like President Trump said already,
04:29and a lot of leaders, including NATO and the EU.
04:32And we agreed that our teams will meet in upcoming weeks to finalize all discussed matters,
04:39and we agreed with President Trump that he will host us, and maybe in Washington,
04:44European leaders, and Ukrainian delegation.
04:48Yes, in January, and Ukraine is ready for peace.
04:51And once again, we would like to thank President Trump for a warm welcome and substantial discussion.

05:02Mr. President, we've heard some digits from President Zelensky, 90 percent, 100 percent.
05:06The U.S.-Ukraine security guarantees, what number are we at right now?
05:12Well, I think we're — look, you know, you can say 95 percent, but I don't like to say percentages.
05:17I just think we're doing very well.
05:19We're very — we could be very close.
05:21There are one or two very thorny issues, very tough issues.
05:25But I think we're doing very well.
05:26We've made a lot of progress today, but really, we've made it over the last month.
05:30This is not a one-day process deal.
05:32This is very complicated stuff.
05:33But I think when the President says 95, I think, you know, it could be close to 95 percent.
05:39Yeah.

05:40The Press Presser, Mr. President, have you agreed on the so-called free trade zone
05:44on Donbass?
05:46How to separate the — how to separate the sites, how to make the separation line?
05:51Who will be responsible for the — The word agreed is too strong.
05:54I would say not agreed, but we're getting closer to an agreement on that.
05:58And that's a big issue, certainly.
06:00That's one of the big issues.
06:01And I think we're closer than we were.
06:04Probably one — it's unresolved, but it's getting a lot closer.
06:08That's a very tough issue, but one that I think will get resolved.

06:14The Press Presser, we are receiving some mixed signals coming from Moscow,
06:17even after you spoke with President Putin.
06:20Can you assure us that you have received written or any formal response from them?
06:24Well, what was the issue?
06:25You have to tell me.
06:25What did they say?
06:26The Press Presser, they are telling that Ukraine has to give up Donbass?
06:31Just a very recent statement coming out of —
06:33Well, that's what they've been asking for.
06:35And, you know, there's a dispute about that.
06:38So they're going to have to iron that out.
06:40That's an issue they have to iron out.
06:42It's — but I think it's moving in the right direction.
06:46The Press Presser, if they reject or delay the solution or peace agreement that you try to achieve —
06:52If it — if something doesn't happen?

07:15Are you prepared to see it as a free economic or demilitarized zone?

07:20We spoke about 20 points planned, and I'm happy that, really,
07:23our teams are very close to results.
07:26And I agree with President Trump that our teams work not one day, not one week,
07:33more than one month, beginning from Geneva, then two meetings in Miami,
07:37then we had Berlin, and now we have Mar-a-Lago.
07:40So this is a very difficult question.
07:43You know our position, so it's — I mean, we have to respect our law and our people,
07:48and we respect the territory which we control.
07:51And, of course, our attitude is very clear.
07:55That's why President Trump said this is a very tough question.
07:58And, of course, we have with Russians different positions on it.
08:01And have you discussed referendum about —
08:03When we speak about referendum, we spoke that it's one of the key.
08:08We can have referendum on any kind of points of this plan.
08:12I said that we can use referendum, like, for the plan, or we cannot use referendum.
08:18It's one of the key.
08:19We can use — I mean, this possibility of parliament to vote according to the law or to have referendum.
08:25It doesn't matter. It's — I mean, this referendum — if the plan will be very difficult for our society,
08:30very difficult, of course, our society has to choose and has to vote,
08:35because it's their land — the land not of one person.
08:39It's the land of our nation for a lot of generous generations.
08:42Mr. President Trump, they'll probably have to get their plan approved by parliament or by referendum of the people.
08:48You would think that they want — I know they had a poll that it's 91 percent in favor of ending this war.
08:54So they want to end it, like everybody wants.
08:56Russia wants it ended. Everybody wants it ended.
08:58So — and we want it ended.
09:00I want it ended because I don't want to see so many people dying.
09:03We're losing, you know, massive numbers of people.
09:06The biggest, by far, since World War II.
09:09So we want to see it ended, absolutely.
09:11President Trump, you said at the top that you were — you plan to speak again tomorrow.
09:15Is that correct?
09:15President Trump, I might. I mean, it depends on what happens tomorrow.
09:20If there's an additional something to add, otherwise there's no reason to.
09:23We're in the process. Jared and Steve are working very hard to get something done.
09:29And if there's something that comes up, I'd speak.
09:32But otherwise, I don't think there's any reason to.
09:34It could be.
09:34The President Trump, in your mind, sir, what are — what are the thorniest issues still unresolved after the —
09:38President Trump, I think the land you're talking about.
09:41Some of that land has been taken.
09:43Some of that land is maybe up for grabs.
09:47But it may be taken over the next period of a number of months.
09:52And you're better off making a deal now.
09:54Look, let me tell you, they have been very brave.
09:56They fought very hard and continue to fight very hard and do tremendous damage.
10:02But Russia would like to see it ended.
10:06Ukraine would like to see it.
10:07And I think it's time to end.
10:09And a lot of very brave people — a lot of people that are dead right now, unfortunately.
10:14Because I've said — and nobody's disputed it — that if the election weren't rigged and stolen,
10:202020, you wouldn't have had this war.
10:22It would have never happened.
10:23And it didn't happen for four years.
10:24Never was even thought to happen.
10:28And I spoke with President Putin.
10:30I got along with him very well, despite the Russia, Russia, Russia hoax,
10:33which was a total hoax.
10:35He used to say, what is going on over there?
10:37But it was a total hoax, as he knew and as I knew.
10:41But I spoke to him.
10:42And we'd talk about Ukraine.
10:44I've said it before.
10:45It was the apple of his eye.
10:47But he wasn't going to do anything about it.
10:48He didn't do anything about it until I was gone.
10:51And then a lot of really bad statements were made by people — by a lot of people,
10:57I guess — but by a certain president that we had, who — who was a disaster.
11:02Mr. President, do you anticipate going to Ukraine if you can get to an agreement?
11:08And I know you said earlier —
11:09I have no problem with doing it.
11:11You know, I have no problem with doing it.
11:12And we don't anticipate it.
11:15Would like to get the deal done and not necessarily have to go.
11:19I've offered to go and speak to their parliament.
11:22And, you know, if that would help — I don't know if that would help.
11:24I think it would probably help.
11:26But I don't even know if that's —
11:27You're welcome.

11:30So I'm not sure that it would be really necessary.
11:32But if it would help save 25,000 lives a month, or whatever it may be,
11:38I would certainly be willing to do that.

11:55When what?
11:55The Parisian nuclear plant.
11:57Yeah, we discussed that at length today.
12:01As you know, it's in pretty good shape.
12:03It can start up immediately — almost immediately.
12:06And it's one of the things I discussed with President Putin.
12:10And they were talking about the nuclear plant.
12:12That's probably the biggest in the world — just about the biggest — anywhere in the world.
12:17Can you believe that?
12:18And President Putin is actually working with Ukraine on getting it open.
12:23He's been very good in that sense.
12:25He wants to see that open.
12:28And he hasn't hit it with missiles, hasn't hit it with anything.
12:32It's a big danger to do that for everybody.
12:35But they're working together to try and get it — it can — it can open very quickly.
12:39It's in pretty good shape.
12:40And the people there have been there for years.
12:43The people there running it.
12:44You know, they have 5,000 people in that plant.
12:46Can you believe it?
12:47I learned that today.
12:485,000 people.
12:49It's the biggest plant of its kind in the world.
12:51And they're working together to get it open.
12:54They could maybe get it open quickly.
12:57That's a big step when he's not bombing that plant.
13:00It's a big step.
13:01Mr. President, you — in the readout from the — from Moscow,
13:05they talked about the creation of some working groups that would be set.
13:09Can you tell us about what those working groups would entail?
13:12And also, if you wouldn't mind, what is the message that you will give to
13:16Putin when you speak to him after your meeting?
13:19The President Trump So the working group
13:20is going to be composed of Steve — Steve Woodcoff, Jared Kushner,
13:25General Raisin Kain, Marco Rubio,
13:28and a few other people that we're going to be putting onto it.
13:34I think Pete Hegseth should be in that working group.
13:37He knows the territory very well.
13:39He's been fantastic at what he's doing.
13:42And they may add one or two people.
13:43And likewise, Ukraine is going to have some very good people
13:46that were at lunch today that enjoyed the lunch today a lot —
13:49more than they thought, right?
13:51But do you want to say who may be on your working group?
13:54Yeah, we — now, as I said, that we work with Steve and Jared.
14:00We worked — and worked our Russel Momerov,
14:03and also Deputy Minister Gislitz, and also General Gnatov.
14:09And they will continue work in this group.
14:13And, of course, if we will go further — and I hope that really we will have decisions in January,
14:18as I said, about all these documents — six documents.
14:21And, of course, we will continue work on this.
14:25So they know what to do.
14:27Yes.
14:27And that working group, by the way, importantly,
14:30will also then be working with Russia.
14:33Okay?
14:34Because to work with ourselves doesn't really solve much of a problem.
14:38So they'll be working with Russia.
14:40Yeah, please.
14:40Mr. President, you said this morning you weren't a deadline guy.
14:43How long do you think it'll take to get this last little bit, as you say, finished?
14:46What are we talking about?
14:47So if it went really well, you know, maybe a few weeks.
14:50And if it went poorly longer, and if it went really poorly, it's not going to happen.
14:55That would be a shame.
14:56There's that chance also.
14:58You know, it's possible it doesn't happen.
15:00But, you know, in a few weeks we will know one way or the other, I think.
15:05But if it went really well — but it could also go poorly.
15:11I mean, you know, we could have something where one
15:14item that you're not thinking about is a big item.
15:16That breaks it up.
15:17Look, it's been a very difficult negotiation.
15:19Very detailed.
15:21It's funny.
15:21I settled eight wars.
15:22Some were going on for 35 years.
15:26And we got them settled in a couple of days.
15:28Some of them — one was going on for 37 years.
15:31I settled in one day.
15:34But this is a very complex one.
15:35Do you want to put odds on it?
15:37What the — what the — the battle?
15:38No, I think we'll get it done.
15:40I don't want to say when, but I think we're going to get it done.

15:43Mr. President, you in the past have suggested a trilateral meeting
15:46between both Presidents Putin and Zelensky.

15:48Is that something that is also on the docket?
15:50I see that happening, sure, at the right time.
15:54I saw a very interesting President Putin today.
15:59I mean, he — he wants to see it happen.
16:02He wants to see it.
16:03He told me very strongly — I believe him.
16:06Don't forget, we went through the Russia, Russia, Russia hoax together.
16:10And he'd call me.
16:11I'd call him.
16:11I'd say, can you believe the stuff that they're making up?
16:14And it turned out we were right.
16:15They made it all up.
16:16And despite that, we didn't get into wars or we didn't get into problems.
16:20But we weren't able to trade very much or any of that, which was a shame because,
16:24you know, a lot of success could have been had by trading with Russia.
16:29They have great land, great minerals and other things.
16:33And we have things that they want very badly.
16:35But the Russia, Russia, Russia hoax, which was a terrible, made-up, fictional thing by
16:41Crooked Hillary and by Adam Shifty Schiff and bad people, sick people.
16:46They made it up.
16:47It was all a made-up hoax.
16:49But it kept us, really, from dealing with Russia.
16:51It kept Russia dealing, you know, from dealing with us.
16:54So, but despite that, we got along.
16:59And, I don't know, I think we're going to get there.

17:05Did you discuss any time, location, meeting place?
17:09Yeah, we're discussing a lot of things.
17:10No, we, look, I was on the phone with him for almost,
17:13I guess, two and a half hours, they're just telling me now.
17:15That's a long time.
17:16We discussed a lot of things.
17:18We didn't talk about the weather.
17:20We weren't talking about how, what a beautiful day it is in Palm Beach, Florida.

17:24President Trump, President Zelensky mentioned maybe a meeting with
17:27European leaders back in Washington.
17:28Would that be in the next few weeks?
17:30Well, in Washington or someplace, yeah.
17:32These leaders that I just read, these are great people.
17:35You know, they've spent a lot of money on helping Ukraine.
17:39And look, they're doing it for themselves also, meaning their country,
17:42because Ukraine's a very important country for them in particular.
17:47For us, it's very important.
17:50To me, it's the lives.
17:51You know, we're thousands and thousands of miles.
17:54We're protected by a thing called the Atlantic Ocean
17:57and lots of other places, to be honest.
18:00And they're not, you know, they're right there.
18:02But we're working together with them as we should be.
18:05But I'm doing it to save lives.
18:07You know, we're not spending any money.
18:08Biden gave $350 billion away.
18:11And the President was nice enough to give us a contract to take out rare earth and things.
18:16So we'll see how that all works out.
18:18We have a contract, but we appreciated that.
18:22It was very good.
18:24But we'll see how that works out.
18:26But if you think about it, we're going to have —
18:29I really believe we're probably, Mr. President, closer than —
18:33by far closer than ever before with both parties.
18:36We had some times when he was close and President Putin wasn't.
18:40Then when President Putin was close and he wasn't — you saw that in the White House.
18:45But I think they both want to see it happen.
18:49Mr. President, you're saying that — you've said multiple times
18:54that you want to stop the killing.
18:56And nearly a hundred American citizens died in Ukraine on the battlefield.
19:00What's your message to their families whose loved ones died fighting for Ukraine?
19:06Well, look, I mean, the message is so obvious.
19:08It's — what a shame.
19:11They died in a country — a foreign country.
19:13And some are celebrated people.
19:17They're very celebrated.
19:18But so sad that a thing like that would happen.

19:50what responsibility Russia will have for any kind of reconstruction of Ukraine post an agreement?
19:55I did.

19:57They're going to be helping.

20:00Russia wants to see Ukraine succeed.
20:02Once — it sounds a little strange, but I was explaining to the President —
20:06President Putin was very generous in his feeling toward Ukraine succeeding,
20:13including supplying energy, electricity, and other things at very low prices.
20:20So a lot of — a lot of good things came out of that call today.
20:22But they were in the works for two weeks with
20:24Steve and with Jared and Marco and everybody.
20:27Did Russia agree or did Putin agree to a ceasefire to allow a referendum to take —
20:33Not a ceasefire.
20:35And that's one of the points that we're working on right now.
20:38No, not a ceasefire.
20:40He feels that, look, you know, they're fighting to stop and then to — if they have to start again,
20:44which is a possibility.
20:46He doesn't want to be in that position.
20:47And I understand that position.
20:48The President feels strongly about that — or something.
20:54But I think we're finding ways that we can get around that.
20:57But I understand President Putin from that standpoint.
21:00You know, you have to understand the other side.
21:03And, you know, I'm on the side of peace.
21:05I'm on the side of stopping the war.
21:08So — but I think that's — that's a problem that's going to get solved.

21:12Would people who live outside of Ukrainians who fled during the war
21:17be allowed to participate in the referendum?
21:20What do you mean, people who will live?
21:22The people that left —
21:23I mean, the refugees who fled to Poland and Germany.
21:24If we speak about the people who are abroad, who are not on the territory of Ukraine,
21:29you mean that — in Poland, in Germany, we have millions of people.
21:33Yeah, they have a referendum in the same of elections,
21:36the same way how people come and vote.
21:39They have rights for this.
21:40And of course, they have to come.
21:42That's why if we will come to referendum, yes, if we will come to such decision,
21:46people who need infrastructure for this.
21:50And it's not simple.
21:51And that's why we spoke about it.
21:52It can't be in one day, very quickly.
21:55It's difficult because we need infrastructure.
21:57When you have millions of people, you have to build it in Europe,
22:00mostly in Europe for today.

22:03President Trump, I know you've signed an optimistic note here,
22:06but what happens in a few weeks if things sputter?
22:10What are you prepared to do?
