00:03Thank you, Mr. President, Excellencies.
00:06The United States military presence and operations in the Southern Caribbean,
00:11off the coast of Venezuela, have increased since this Council has discussed the situation on 10th of October,
00:17further heightening tensions between the two countries.
00:20The United States described its military deployment as part of a, quote,
00:24non-international armed conflict, end quote, against drug cartels and drug trafficking,
00:31invoking Article 51 of the Charter of the United Nations.
00:35President Donald Trump has stated that he is going to use the full power of the United States
00:40to take on and eradicate these drug cartels, no matter where they are operating from.
00:47The Venezuelan government, including its permanent representative,
00:51has described the measures by the United States as a serious threat to international peace and security.
00:57Most recently, in a letter dated 16 December and addressed to the President of the Security Council,
01:03the Minister of Foreign Affairs of Venezuela asserted that the United States is violating the principle
01:09prohibiting the threat or use of force in international relations.
01:13Mr. President, U.S. strikes on vessels alleged to be illegally carrying drugs in the Southern Caribbean Sea
01:22and the Eastern Pacific have continued.
01:25According to United States authorities, 105 individuals have been killed in these strikes since 2 September.
01:32Officials have stated that the strikes have taken place in international waters
01:37or in the Southcom area of responsibility.
01:40The exact locations of these incidents have not been disclosed.
01:46In a statement on 31st October, the High Commissioner for Human Rights
01:50said that the airstrikes by the United States of America on boats in the Caribbean and the Pacific,
01:56allegedly linked to drug trafficking, violate international human rights law.
02:01The High Commissioner added that countering illicit trafficking of drugs across international border
02:07is, as has long been agreed among states, a law enforcement matter,
02:12governed by the careful limits on lethal forces set out in international human rights law.
02:18He called for prompt, independent, and transparent investigations.
02:23Mr. President, in late November, President Nicolas Maduro and President Trump held the telephone conversation.
02:29On 24th November, the United States designation of the Cartel de los Soles
02:35as a foreign terrorist organization entered into force under U.S. law.
02:40Subsequently, the United States imposed additional measures against organizations and individuals
02:47it alleges are linked to these activities.
02:50On 29th November, President Trump declared that the airspace above and around Venezuela
02:57should be considered closed in its entirety.
03:01This followed an alert issued by the U.S. Federal Aviation Administration a few days earlier,
03:06warning major airlines of a potentially hazardous situation when flying over Venezuela.
03:12Since then, most international airlines have suspended or canceled flights to and from the country.
03:21Venezuelan authorities have described this as an attempt to impose an air blockade.
03:27The International Civil Aviation Organization issued a statement on 1st of December recalling that,
03:34and I quote,
03:35Article 1 of the 1944 Convention of International Civil Aviation recognizes that every state has complete
03:43and exclusive sovereignty of the airspace above its territory, end of quote.
03:49The statement further noted, and I quote,
03:53Any state can issue any information to its own operators regarding risks for flights over or in proximity
04:01of any geographic zones, including of another state, end of quote.
04:08On 10th December, tensions increased further when President Trump announced that the United States
04:14had seized an oil tanker off the coast of Venezuela,
04:18stating that the government of Venezuela was using oil to finance criminal activities.
04:24He also declared that, and I quote,
04:26The Venezuelan regime has been designated a foreign terrorist organization,
04:31under the United States law,
04:33and ordered the total and complete blockade of all sanctioned oil tankers going into and out of Venezuela,
04:40end of quote.
04:42Subsequently, the United States authorities imposed sanctions on six shipping companies
04:49operating in Venezuela's oil sector,
04:52and six vessels allegedly associated with these companies,
04:56which the U.S. claims have engaged in deceptive and unsafe shipping practices.
05:04Venezuelan authorities described these actions as a unilateral naval blockade.
05:10In identical letters dated 17 December and addressed to the Secretary General
05:14and the President of Security Council,
05:17the permanent representative of Venezuela stated that the U.S. actions violate Venezuela's national sovereignty,
05:23territorial integrity, and political independence.
05:27The letter further asserted that the naval blockade imposed unilaterally constitutes a violation of international law.
05:35In recent days, reports indicate that the Venezuelan Navy has been escorting ships departing its ports with petroleum products.
05:45On 20 December, the United States interdicted another tanker off the coast of Venezuela that was transporting oil from Venezuela.
05:56According to the United States announcement,
05:58the vessel was suspected of carrying oil subject to sanction under U.S. laws.
06:02On 20 December, the U.S. Coast Guard pursued a third oil tanker off the coast of Venezuela.
06:12Reportedly, the ship did not submit to porting during the attempted interdiction
06:17and continued sailing away from the Caribbean Sea.
06:21U.S. actions have received support from some regional allies,
06:25but other member states within and beyond the region have voiced concern over the militarization of the southern Caribbean
06:34and stressed the importance of respecting national sovereignty and international law.
06:39Several member states have a court called for de-escalation and dialogue to address ongoing tensions.
06:44Mr. President, excellencies, in September, citing external threats,
06:52President Maduro enacted a decree expanding the government's emergency powers.
06:58Public life has become further militarized,
07:01while Venezuelans continue to face serious human rights concerns and socioeconomic challenges.
07:08The U.N. Human Rights Office reported coercive enlistment into the Bolivarian militia,
07:13including adolescents and older persons.
07:17The High Commissioner has also reported on sweeping restrictions on freedom of expression and peaceful assembly,
07:24arbitrary detention and enforced disappearances,
07:27as well as acute social and economic strain.
07:31He called for an immediate end of enforced disappearances,
07:35incommunicado detention and unauthorized transfers of detainees to unknown locations.
07:39The High Commissioner further reiterated the disproportionate impact of broad sectoral sanctions
07:46on Venezuela's most vulnerable populations,
07:49noting that these measures also hindered the work of human rights and humanitarian organizations.
07:55He called for the sanctions to be reassessed and lifted.
08:01Venezuela's economy was already extremely fragile,
08:04with soaring inflation, currency instability, and widespread income erosion.
08:09Millions are unable to meet basic needs.
08:13Recent air and maritime restrictions, along with reduced exports,
08:17risk further constraining the government's fiscal ability to deliver basic public services.
08:22As the humanitarian situation deteriorates,
08:27the United Nations and its partners continue to work and deliver assistance in support of the Venezuelan people,
08:34including through recent financial allocations of the United Nations Central Emergency Response Fund
08:39and the Venezuelan Humanitarian Fund.
08:42Mr. President, on 17th of December, at his request,
08:48President Maduro held a telephone conversation with the Secretary General.
08:53The Secretary General reaffirmed the United Nations position on the need for member states
08:58to respect international law, particularly the United Nations Charter,
09:03exercise restraint and de-escalate tensions to preserve regional stability.
09:08The Secretary General stands ready to support all efforts at diplomatic engagements,
09:15including the exercise of his good offices, if both parties so requested.
09:21He welcomes initiatives by member states, offers for mediation, and proposals for peaceful solutions.
09:30Dialogue is the only viable path toward lasting peace and preventing further instability and human suffering.
