01:27but hopefully this reclassification, which, by the way,
01:31polls at 82 percent will help many of those patients
01:35live a far better life.
01:37I want to emphasize that the order I am about to sign
01:42is not the legalization or it doesn't legalize marijuana
01:48in any way, shape, or form,
01:51and in no way sanctions its use as a recreational drug.
01:54It has nothing to do with it.
01:56Just as the prescription painkillers may have legitimate uses,
02:00but can also do irreversible damage and never,
02:05you know, if you look at some of the damage
02:07that can be caused, wrecked lives.
02:10And if it's abused, it's never safe
02:13to use powerful controlled substances in recreational manners.
02:16And especially in this case, if you take a look,
02:21illegal and unregulated drugs, very, very bad thing.
02:25So I've always told my children,
02:27don't take drugs, no drinking, no smoking,
02:30and just stay away from drugs.
02:32At the same time, the facts compel the federal government
02:35to recognize that marijuana can be legitimate
02:39in terms of medical applications when carefully administered.
02:43In some cases, this may include the use as a substitute
02:46for addictive and potentially lethal opioid painkillers.
02:50And they cause tremendous problems.
02:53This can do it in a much lesser way,
02:55can make people feel much better
02:59that are living through tremendous pain and problems.
03:03Forty states and multiple U.S. territories
03:05have already recognized the use of medical marijuana.
03:10This reclassification order will make it far easier
03:13to conduct marijuana-related medical research,
03:15allowing us to study benefits, potential dangers,
03:19and future treatment.
