00:10arrested members of a far-left, anti-government, domestic terror cell
00:15who self-identify as the Turtle Island Liberation Front.
00:19The individuals were arrested on Friday, December 12,
00:22when the group attempted to construct and detonate IEDs out in the desert.
00:27The charges we are announcing today stem from the defendants and their co-conspirators' detailed
00:33coordinated plot to bomb multiple U.S. companies on New Year's Eve.
00:39Thankfully, that plot has now been foiled thanks to the hard work of the FBI and the Department of Justice.
00:47The four defendants are Audrey Carroll, 30 years old.

00:53Audrey Carroll, 30 years old, Zachary Aaron Page, 32, Dante Gaffield, 24, and Tina Lay, 41,
01:01each from the Los Angeles area.
01:04Each is charged with conspiracy and possession of an unregistered destructive device
01:09in violation of Title 26, United States Code Section 5861D.
01:14We intend to file additional charges in the coming weeks as we finish reviewing the evidence.
01:21The defendants are all radical anti-government members of the Turtle Island Liberation Front,
01:27which, according to their own social media, is an anti-capitalist, anti-government movement
01:33that calls for their associates to rise up and fight back against capitalism.
01:38One of the leaders of the organization, defendant Audrey Carroll, helped organize an even more radical
01:43faction of the group called the Order of the Black Lotus.
01:48Each of the defendants charged today was also a member of the Order of the Black Lotus.
01:53In November 2025, defendant Carroll created a detailed bombing plot
01:58to use explosive devices to attack five or more locations
02:02across Southern California on this upcoming New Year's Eve.
02:07Carroll and her co-defendant, Zachary Page, led the effort to obtain and build the bombs
02:13and to recruit others to join in their plot.
02:17Carroll's bomb plot was explicit.
02:19It included a step-by-step instructions to build IEDs
02:23or improvised explosive devices and listed multiple targets
02:27across Orange County and Los Angeles.
02:30Carroll also made clear her desires.
02:32She said, quote,
02:33What we are doing will be considered a terrorist act.
02:37Carroll and Page also discussed plans for follow-up attacks after their bombings,
02:41which included plans to target ICE agents and vehicles with pipe bombs.
02:47Last Friday, December 12th, the defendants took a significant step to carry out their plans.
02:52They traveled to the remote campsite, which you're going to see some video of, in the desert,
02:57and they began unloading their bomb-making materials to assemble and test the bombs.
03:02They had everything they needed to make an operational bomb at that location,
03:06and they were subsequently arrested by the FBI before they could build a functional explosive device.
03:14Shortly after the defendants were taken into custody, the FBI executed multiple search warrants,
03:19including at the defendants' Southern California residents and other locations throughout the country.
03:25I'll highlight some of the items found during those searches over the weekend.
03:29For example, in Carroll's residence, law enforcement found multiple posters and materials
03:33associated with Turtle Island Liberation Front, including posters stating, quote,
03:38Death to America, Long live Turtle Island and Palestine, and, quote,
03:44Death to ICE, Turtle Island Liberation Front.
03:48In Page's residence, law enforcement found a copy of the detailed bomb attack plan.
03:53The four defendants arrested will make their initial appearance this afternoon
03:57at the federal court in downtown Los Angeles.
04:00They are each considered innocent until proven guilty.
04:03The subject arrested envisioned planting backpacks with improvised explosive devices
04:09to be detonated at multiple locations in Southern California, targeting U.S. companies.
04:16These bombs were to blow up at the same time on midnight this New Year's Eve.
04:21The plan stated that the IEDs would be complex pipe bombs.
04:25It included instructions on how to manufacture the bombs
04:28and contained guidance on how to avoid leaving evidence behind that could be traced back to them.
04:35Our investigation uncovered evidence in that the group would test the explosives in the desert.
04:40In recent days, the alleged co-conspirators discussed plans to travel to the desert on the 12th
04:46to detonate the explosives.
04:47Knowingless, the FBI's JTTF and the FBI Los Angeles Field Office staged multiple SWAT teams,
04:56special agent bomb technicians, our evidence response team,
05:00along with the FBI's elite hostage rescue team in the desert to disrupt this plan before any harm could occur.
05:08They had precursor chemicals there, and they were going to create these bombs in the desert.
05:18What they are starting to do is put their chemicals and wares and the components out on the table there.
05:25Yeah, we're not naming the victim companies, but I'll generally describe them as logistic centers.
05:30You can think of, like, Amazon-type logistic centers,
05:34but we're not naming the specific companies at this time.
