00:20We have come to recognize that excessive justice begins long before a case reaches a courtroom and continues long after a case concludes.
00:31It begins when a citizen knows his rights. It grows when he believes that his voice matters.
00:38It strengthens when institutions respond with sensitivity. And it endures when communities become capable of protecting themselves against exploitation.
00:51The empowerment camp organized today is a shining example of this broadened vision.
00:59Legal awareness, welfare facilitation, grievance redressal, identity assistance, social and legal counseling and direct interaction with beneficiaries.
01:10When all of this converges on a single platform, the result is not merely a program, but a movement.
01:20It is a movement that seeks to transform governance from a distant structure into an accessible presence.
01:28It is a movement that places the beneficiaries, not the institution, at the center of its functioning.
01:35And it is this movement that reaffirms that the true measures of justice lies not in judgments delivered, but in lives improved.
01:47I had the opportunity to observe this short film presented by legal aid clinics earlier today.
01:54It was both thought-provoking and inspiring.
01:58And additionally, I think it was also weeping. At least I have yet seen that.

02:06What struck me most was the clarity with which the film portrays the struggles, vulnerabilities and aspirations of ordinary citizens.
02:17Visual storytelling possesses a rare ability to reveal truths that often remain obscure.
02:24In a language of policy and law, it brings forth emotion, empathy and urgency.
02:31It makes us reflect not only on the challenges that individuals face, but also on the responsibility that the institutions must hold.
02:41I commend the young minds whose sensitivity and creativity were reflected in the film.
02:48And I hope their efforts will encourage many more to engage with legal awareness in meaningful ways.
02:55I am also deeply heartened by the participation of the district administration and the various departments in this program.
03:03Welfare schemes, no matter how well conceived, achieve their purpose only when the intended beneficiaries are able to assist them without fear, confusion or delay.

03:24The presence of multiple welfare stalls today, from social society to healthcare, from identity documents to livelihood support, demonstrates a recognition that human life cannot be compatible.
03:40A person in distress does not need isolated support, they need integrated solutions.
03:46Such collaboration between judicial administration and civil institutions create an ecosystem where justice is not the responsibility of a single institution, but the collective pursuit of the entire state.
