00:32并且概括了马来西亚的处境

00:34他们认为

00:352025年的马来西亚政治和三儿

00:38种族宗教和往事言论持续受到限制

00:41并且以道德或者是宗教为名

00:44对表达进行压制

00:46虽然说常民政府一再承诺改革

00:48但根据CIAJ观察

00:50马来西亚言论自由环境还是停止不前

00:53而且执法力度却不断加大

00:55其实这一份报告也点出了

00:58我国在言论自由方面一些进步

01:00倒退或者是值得关注的地方

01:03首先

01:04值得关注的进展就包括了知情权

01:07政府今年成立了一个由政府机构

01:09学者律师工会以及公民社会组成的临时委员会

01:13目前已经完成资讯自由法案的草稿

01:16预计明年提成到国会

01:18而这份草稿的目的

01:20是让公众可以获取政府掌握的信息

01:22让治理文化走向开放包容和问责

01:26第二个值得关注的进展

01:28则是和平集会的里程碑式裁决

01:30联邦法院在7月1号裁定

01:332012年和平集会法令第九之五条文违宪

01:36意味着往后不论集会主办方是否提前五天通知警方

01:41只要集会是和平展开的

01:43就不能够被控上法庭

01:45而被列为有倒退又进展的部分就是法律环境

01:49通讯与独媒体法令以及煽动法令

01:52在2025年CIJ观察到233起已限制言论自由的法律展开的调查或者是逮捕

02:00比去年是增加了23.28%

02:03其中通讯与独媒体法令最常被援引来限制言论自由

02:07并且常常和煽动法令一同使用

02:10另一项关键进展则包括上诉庭在8月裁定

02:141998年通讯与独媒体法令第233条文旧版本当中

02:19把冒犯或令人反感以及惹人厌烦

02:22视为定罪依据的条文是违反宪法的

02:26因此当庭宣布相关字眼无效

02:28不过政府决定上诉这项裁决

02:32有倒退又进展的部分还包括了媒体自由

02:35CIJ表示

02:36媒体持续面临威胁

02:38但随着马来西亚媒体理事会的成立

02:40外界依然期许这个问题能够有所缓和

02:44至于值得关注的倒退

02:50政府建议强制推行电子身份认证EKYC

02:54以及禁止16岁以下孩童使用社交媒体

02:57都显示国家对数字领域的管控范围和力度

03:51CIJ向政府提出四项关键呼吁

03:54就是要废除或大幅度来去修订压制性的法律

04:21Public can't just accept and parrot the ongoing prevailing narrative

04:27I think we need to challenge this collectively

04:30We need to break away or be told to censor ourselves

04:35on the basis of morality

04:37on the basis of claims of alleged public order

04:42All topics of national security

04:45Let's be brave and let's be critical

04:48I don't want us to spread disinformation

04:51But I really want us to challenge

04:53Why we can't speak for race, religion and loyalty

04:56I really think we the public

04:58We have a role to hold our government to account

05:03And holding this to account will require us to think and speak out

05:09Right

05:09And I guess the second call is to all our media friends

05:13Continue playing your critical role

05:15Continue reporting, challenging, pushing back against the censorship and restrictions that we are seeing

05:22And also to push back in terms or rather to look at AI hype as it is

05:30But also to work on it in a very ethical framework

05:34Right

05:35On that note, friends, freedom of expression is not just abstract rights

05:41It is really the cornerstone, the backstone of our participation

05:46We want a democratic nation

05:48So we participate

05:49We need media independence

05:51We need creativity including artistic creativity

05:54Our human dignity must always be upheld

05:58And we want accountability

06:01Not just about public accountability

06:03We want to hold our state to account

06:07We need Something to hold our state

06:09And we need to find access to the right

06:10What we do

06:11And we need to the right

06:12And we need to ask a way
