00:00警方11月28号连同吉隆坡市政厅及联邦直辖区伊斯兰宗教局等机构

00:22突击吉隆坡某健康中心并逮捕200多名男子之后

00:26房间出现多项针对警方滥权处理不当的指控

00:29包括姐妹正义联盟在内的66个国内和国际人权与非政府组织促请当局

00:35对事件中发生的人权侵害与公卫危机展开独立调查

00:40根据人权团体记录

00:42多名被扣留者在突击、逮捕与扣留期间都遭到严重不当对待

00:46他们列举的11项人权侵害行为包括

00:50违反正当程序权利以及被扣留者权利

00:53盘文问题和程序带有偏见及恐吓性质

00:56对被扣留者的管理严重适当

00:58扣留场所条件恶劣、剥夺睡眠、无法正常使用厕所

01:02在警方扣留期间缺乏足够的食物或饮用水

01:24所以, under the law, one of the basic rights that you have as a registered person

01:29is to be brought before a magistrate within 24 hours

01:32usually if the arrest is done at the night before or early morning

01:36they will be brought before the magistrate at 9am or that day

01:40but what happened was that the detainees were only brought in the evening at about 6 before the magistrate

01:46so by the time the application was heard and the decision was given

01:50it was already more than 24 hours

01:52and even at that point, once the application was rejected for the majority of them, the Malaysians

01:58the police still detained them for further questioning and for processing

02:03when they ought to have already released them because once the application was rejected

02:08there should not be any detention of those persons any longer

02:13also further than that, there were also detainments of the foreigners

02:19and despite evidence that has been given by them at the point also of their legality in Malaysia

02:26there was still an application made to hold them for investigations under the Immigration Act for illegal entry

02:32so eventually what we then saw was almost all of them, if not all, have been released

02:38there have been no charges proffered against them at this point

02:41so despite the fact that there have been no charges that have been proffered

02:45they were arrested for more than 24 hours and their basic rights were not respected

02:49so some other things that occurred was that they were not given the opportunity to speak to a lawyer

02:54or family or friend

02:56in fact, some of the family members had to go and make a police report

02:59a missing person's report

03:01before they discovered that their family member was actually being arrested for that particular case

03:07so these are very basic rights

03:09they have not been respected

03:11they have not been accorded the proper respect or followed by the authorities

03:16and I believe that the detainees and the legal representatives are looking into the matter
