00:11na ginawaran ng International Maritime Organization o IMO
00:15sa 135th session nito sa London.
00:18At ngayon, live po natin kasama sa studio si Rear Admiral Mitzi Silva Campo
00:23at Commodore Christine Pauline Berganio-Diciano.
00:26Maganda umaga, ma'am, and welcome po sa Rise and Shine, Pilipinas.
00:31Ma'am, first of all, congratulations po.
00:33Gano'n na po kayo katagal sa servisyo?
00:36Ako po ay tatlong dekada na or 30 years in the service.
00:40I started my career in the armed forces of the Philippines
00:44prior to my transfer to the Philippine Coast Guard.
00:48Ako naman po, we will be turning 25 years in the Coast Guard service next year
00:52and we're the first class po of homegrown na na-train po ng Philippine Coast Guard na mga kababaihan.
01:00Well, sa mga nanonood po natin mga kababaihan, ano,
01:04mahirap bang pumasok sa PCG kung ikaw ay babae?
01:09In my experience, 30 years ago,
01:15it's very hard to defy the stigma that women cannot make it in the military service.
01:21You can feel that when you enter the room,
01:24you can hear the whisper like,
01:25ay, ang hindi niya,
01:27or palaging naka-heals,
01:28or baka mabuntis yan.
01:30Pag nabuntis, aalis sa service.
01:32But all those things I considered as a challenge for me to continue.
01:38I reshaped a program and systems in the Coast Guard
01:42and I worked so hard.
01:46So, the question,
01:49can she do it now?
01:50I can say,
01:51she can do it.
01:53As what I've expressed earlier,
01:56kami po yung landmark na class ng kauna-unahang babae po sa Coast Guard.
02:01So, if it was an uncharted water for us,
02:05it was also the same for the male counterparts
02:07and senior officers that we have back then.
02:09But again, sabi ko nga po,
02:11when we had our experiences,
02:12wala naman pong pinagkaiba
02:13in terms po of the physical rigors nung time na yun.
02:17We just had with us our best attitude po,
02:21best foot forward,
02:22and really realizing that ito na po yun.
02:26Ito yung pagkakataon for us to really
02:28put a mark also on what law enforcement is all about.
02:33And given that chance,
02:34we took all the opportunities po
02:36for us to be able to do what we intended to do.
02:40So, fast forward po,
02:41ngayon when we had,
02:43in 2001 po,
02:44we are merely 0.01% ng mga kababayan po sa Coast Guard.
02:48Now, we are taking on our non-traditional roles po
02:52and we are 16% po dito sa Philippine Coast Guard
02:56as of the moment.
02:58So, times have been changing.
03:01The policies have been really adaptive and inclusive for us.
03:05Okay.
03:05Admiral, send niyo pong datos.
03:07Nasa ilam na po ang kababayihan ngayon sa Maritime Service?
03:11Sa Philippine Coast Guard,
03:12as mentioned by Christine,
03:14we are 16.6%
03:17and 30% are women.
03:21So, more or less around 4,000 to 5,000 women all in all,
03:26in our statistics.
03:27Well, sinabi ni Commodore kanina,
03:28wala naman difference, ano?
03:30Pero, gayon paman,
03:31it's a male-dominated,
03:33itong PCG, no?
03:35So, during the time na nagtatraining kayo,
03:38ano ba yung mga challenges?
03:40Of course, sir, no?
03:41We have our monthly period,
03:43but the rigors of the training
03:45redefines po yung physiological ng katawan.
03:50Hindi po kami dinadatnan,
03:51and there was really a rapid change in our physique po.
03:57So, we just had to adapt.
03:59Again, sir, sabi,
04:00laging tinuturo sa amin,
04:01attitude, attitude, attitude.

04:28Ano po yung pinakamahalagang pagbabago na naipaglaban nito?
04:31As a pioneering woman,
04:34one of the pioneering women in the Philippine Coast Guard,
04:37we made sure that the provisions on gender sensitivity
04:40is included in the PCG law.
04:44So, it's in Section 4, RA 9993,
04:47that all policies, plannings, and programs
04:50should be gender-sensitive,
04:52especially in training,
04:54and all opportunities for women
04:58are being included in that.
05:02And also,
05:02Pantay.
05:03Pantay.
05:03Yung lahat ng oportunidad,
05:05hindi lang for kilalaki,
05:06ito lang yung mapapromote,
05:07parang ganun po.
05:08And currently,
05:10we have the National Action Plan
05:13for Women, Peace, and Security
05:14in the Philippine Coast Guard.
05:16We have a program from 2025 until 2030.
05:20I presented that
05:21in the Philippine Women, Peace, and Security Forum
05:26in last October in PICC.
05:30And that is the program that we are,
05:33the Philippine Coast Guard,
05:35is now following.
05:37That's nice.
05:38Ito naman, para kay Commodore Christine,
05:41Ma'am, you've been advocating
05:43women empowerment across Southeast Asia.
05:46Ano na po ba yung pinaka-memorable experience mo
05:49working with women leaders
05:51sa iba't iba pang bansa
05:53o sa ASEAN region?
05:55So, we started in 2019, sir.
05:58This was the first women police
06:00and law enforcement gathering po
06:02from 10 countries.
06:04Tapos, 200 po ang nirequest
06:05during that time.
06:07Moving forward with that,
06:08we've been working po
06:09with the women in maritime
06:11law enforcement dialogue
06:12with five ASEAN countries.
06:15So, dati po,
06:15wala pong nagbabarkong babae
06:17sa ibang bansa.
06:18But because of the best practices
06:20that the Philippine Coast Guard
06:22is putting out there,
06:24nagsasalita na po
06:25ang mga kababaihan
06:25sa strategic decision-making processes.
06:29For example,
06:30meron na pong kauna-unahang
06:31boat captain sa Fiji,
06:34meron na pong nagsasalita
06:36from Vietnam Coast Guard
06:37about their policies.
06:39We have been growing
06:40so many advancements na po
06:42sa mga kababaihan.
06:43In fact, madami na pong
06:45nag-uusap at nagtutulong-tulong
06:48ng mga kababaihan
06:49in terms of regional diplomacy po
06:51because of this
06:52initiatives.
06:55And we move forward po dito
06:57sa how it's strengthened
06:59these regional best practices
07:01po dito sa Philippine Coast Guard.
07:03When we launched this year po
07:05yung Kamare series,
07:07we will be,
07:08we have also launched
07:09just a week ago
07:10yung Kamare series po.
07:12So these are really dissecting po
07:14yung nuisance,
07:15yung mga pinagdadaanan po
07:16ng both babae at kalalakihan po
07:19sa aming paglilingkod.

07:58Before I answer your question,

08:02my experience last week
08:04with the Women in Maritime Security
08:06hosted by Australia.
08:08It is composed of five countries
08:11from Australia, Brunei, Malaysia,
08:14Indonesia, and Philippines.
08:16I was invited as their guest speaker
08:19to share the National Action Plan
08:22for Women, Peace, and Security
08:23in the Philippine Coast Guard
08:25because among the security forces,
08:29it is only the Coast Guard
08:30now has the Women, Peace, and Security agenda.
08:34And also, I am the Philippine
08:37head of delegation
08:39in women maritime law enforcement dialogues
08:43among five countries
08:44as mentioned by Christine
08:45since 2020 until 2024.
08:49And I look up the Philippine Coast Guard
08:51as their model.
08:52In fact,
08:53the very first one star
08:57in MMEA,
08:59Malaysian Maritime Enforcement Agency,
09:02thanked us
09:03being their inspiration.
09:05And it also opens a gateway
09:07for the women in MMEA
09:10to also have the women in leadership
09:13in their organization.

09:33growing and capacitating our organization
09:36by including policies on diversity,
09:39inclusivity, equity,
09:41and in fact,
09:41we're pushing for justice.

10:29consistencies and discipline
