00:01Euroclear, the custodian of the immobilized Russian assets, has criticized the reparations
00:05loan for Ukraine as fragile, unpredictable, and risky.

00:22Euroclear, the main custodian of immobilized Russian assets, said the European Union's
00:27proposal for a reparations loan for Ukraine is fragile and could trigger an exodus of
00:32foreign investors away from the eurozone.
00:36The warning came as German Chancellor Friedrich Merz met with Belgian Prime Minister Bart De
00:42Weyver and European Commission President Ursula von der Leyen in Brussels in a bid to unblock
00:47the loan.
00:50Euroclear is based in Brussels, making Belgium the cardinal vote in the debate on funding
00:54Ukraine ahead of a crucial summit on December 18th.
01:00Euroclear and Belgium have opposed the plan to channel the immobilized Russian assets into
01:05a zero-interest line of credit for Ukraine over fears of retaliation from Russia.
01:11De Weyver has repeatedly invoked the risks that Euroclear faces and has said he will not be
01:17pressured into accepting the plan, which has put him in a minority around the European Council
01:22of leaders, most of whom are favourable to the reparations loan.
01:30The European Commission imposed a 120 million euros fine on Elon Musk's Platform X on Friday,
01:37the first penalty under the Digital Services Act.
01:41At the center of the probe was the blue checkmark, which previously signaled official accounts,
01:46but is now sold for 7 euros a month, confusing users on account authenticity.
01:51Ex, previously known as Twitter, also failed to meet transparency obligations for advertising,
01:58lacking an updated register that could expose users to election-related scams.
02:03The Commission criticized Ex for not providing research with data on views and likes as required.
02:09The fine breaks down to 45 million euros for checkmarks, 40 million euros for researcher data,
02:14and 35 million euros for ads.
02:18The fine is well below the maximum 6% of global turnover, unlike previous larger fines on Apple and Meta.
02:25Two other probes into illegal content and algorithms are ongoing.
02:29A record 48 teams will take part in next year's World Cup, set to kick off in Mexico City in June.
