00:00The man accused of carrying out the shocking daylight shooting of two National Guard members
00:23in Washington, D.C., has a past that is now drawing intense national scrutiny.
00:27Investigators say the suspect, 29-year-old Ramana Lalakanwal, once worked alongside CIA-backed
00:35military units during the U.S. war in Afghanistan, a revelation raising urgent questions about
00:40how he entered the country and what may have led to the attack.
00:43I also spoke to director of the CIA John Ratcliffe last night and Secretary of War Pete Hegseth.
00:50There is confirmation now that the subject had a relationship in Afghanistan with partner
00:55forces.
00:56We are fully investigating that aspect of his background as well, to include any known
01:01associates that are either overseas or here in the United States of America.
01:06That is what a broad-based international terrorism investigation looks like.
01:11Lalakanwal arrived in the United States in September 2021 through Operation Allies Welcome, a program
01:16created to bring Afghans who assisted the U.S. government to safety.
01:21According to CIA director John Ratcliffe, the suspect served as a member of a partner force
01:24in Kandahar working with special CIA-trained squads known as Zero Units that carried out
01:30counterterrorism missions against the Taliban.
01:33Ratcliffe confirmed the agency's ties to Lock and Wall shortly after his arrest, explaining
01:37that his work with the U.S. military had ended around the chaotic 2021 evacuation from Afghanistan.
01:44Reports from major news outlets, including the New York Times and the Washington Post, say
01:48the suspect was employed by several American agencies during the war.
01:52The shooting occurred Wednesday morning at a bus stop, where two newly sworn in National
01:56Guard members, 20-year-old Sarah Beckstrom and 24-year-old Andrew Wolfe, were ambushed.
02:02Officials say Lock and Wall drove across the country from his home in Washington state to
02:05carry out what prosecutors describe as a brazen and targeted attack.
02:09Beckstrom later died from her injuries, and Wolfe remains in critical condition.
02:15Authorities say Lock and Wall used a .357 Smith & Wesson revolver, firing multiple shots before
02:20other Guard members nearby engaged and stopped him.
02:23He is now under arrest and receiving medical treatment.
02:28The FBI has opened a terrorism investigation, executing search warrants from Washington state
02:32to San Diego as they search for a motive.
02:36People say they are also examining any overseas contacts Lock and Wall may have maintained since
02:40leaving Afghanistan.
02:42The attack has triggered political fallout in Washington.
02:45President Trump, who announced Beckstrom's death, blamed the Biden administration for what
02:49he called failures in vetting Afghan arrivals.
02:52In response, several federal agencies have paused or reviewed immigration processes for Afghan
02:56nationals, including green card and asylum approvals.
