00:00welcome to newsroom tokyo i'm yamasawa arena and i'm yamaguchi hiroaki here are the headlines
00:12the u.s president holds phone talks with his counterparts in china and japan
00:18amid a diplomatic row between the two countries an international conference on endangered species
00:25is considering stricter regulations on the ill trade as japan urges other nations to oppose the
00:32move and we have a report from mexico where immigrants and asylum seekers have been left
00:38stranded by hardline u.s border policies a strong earthquake has struck western japan
00:46air and ground travel were not disrupted and nuclear power plants in the region are reporting
00:53no abnormalities weather officials also say there is no threat of tsunami
00:59the japan meteorological agency says the magnitude 5.8 quake hit kumamoto prefecture at around 6 p.m
01:10it had an intensity of upper five on the japanese seven point scale in the hardest hit area the
01:19nuclear regulation authority and electric power companies reported no issues at the ikata nuclear
01:26power plant in ehime prefecture the genkai nuclear power plant in saga prefecture and the sendai nuclear
01:34power plant in kagoshima prefecture they also said that no changes have been detected at monitoring posts
01:42that measure radiation levels in the surrounding areas at the plants the region was hit by two powerful
01:50quakes in 2016 over a three-day period causing extensive damage and leaving 276 people dead
01:59u.s president donald trump has held back-to-back phone talks with the leaders of china and japan amid a diplomatic
02:08row between the countries china's foreign ministry says president xi jinping used the conversation to
02:15stress his country's firm stance on the taiwan issue the ministry says she outlined beijing's principled
02:23position on taiwan and said its return to china is an integral part of the post-war international order
02:31she reportedly said china and the u.s had fought shoulder to shoulder against fascism and militarism and that it
02:38was important for them to jointly safeguard the victory of world war ii the ministry says trump
02:44told xi the u.s understands the importance of the taiwan issue to china trump posted online that they
02:52discussed various issues including ukraine and russia fentanyl and farm products but he did not
02:58specifically mention whether taiwan came up he says they will visit each other's countries next year
03:05on tuesday japanese prime minister takaichi sanae said she too had spoken by phone with trump
03:11following his conversation with xi president trump briefed me on the recent state of relations between
03:20the u.s and china including the summit talks on the phone held last night she says they exchanged opinions on
03:30a wide range of issues including strengthening the japan u.s alliance and the situation facing the indo-pacific
03:37region beijing has continues to turn up the pressure on tokyo over takaichi's comments from earlier this
03:43month she told the diet that a possible taiwan emergency involving the use of force could be a
03:49survival threatening situation for japan an opposition lawmaker pressed takaichi's government to explain
03:59its current stance on how it would view a so-called taiwan emergency involving the issue in the use of
04:06force the government's response is that its stance has not changed the statement came at a cabinet meeting
04:16on tuesday it says the government comprehensively determines whether any given situation constitutes
04:23the threat to japan's survival it adds that it bases this on all available information and the specific
04:31circumstances of each individual case the statement also says takaichi has clearly and repeatedly explained
04:41that what she said does not change the japanese government's existing position it says peace and
04:48stability across the taiwan strait are important not only for japan's security but also for the stability
04:56of the international community it adds japan maintains that it expects the taiwan issue to be resolved
05:03peacefully through dialogue the row over takaichi's taiwan comments has reached the united nations
05:12tokyo has sent a letter to the un secretary general in response to an earlier one from beijing
05:19antonio guterres received the letter last friday from china's permanent representative to the un
05:25it refers to takaichi's comments as quote the first time japan has expressed ambitions to intervene
05:32militarily in the taiwan question the letter also says it was the first time japan has issued a threat
05:39of force against china on monday japan's permanent representative yamazaki kazuyuki presented a letter of
05:46rebuttal to guterres it states that china's claims appear to be inconsistent with the facts and unsubstantiated
05:55it goes on to say it is erroneous to assert that japan would exercise the right of self-defense
06:01even in the absence of an armed attack and it reiterates japan's stance of expecting that issues
06:08concerning taiwan will be resolved peacefully through dialogue japan is asking guterres to
06:14circulate the letter to all un member states as an official document of the general assembly
06:19for more on this earlier our colleague takao minori spoke with nhk world's yoshida mayu in beijing
06:33mayu china has taken its anger all the way to the united nations
06:36this issue doesn't look like it'll be resolved anytime soon
06:40probably not minori i think it will take some time to repair bilateral ties and it's hard to see how
06:49all these developments at the un will affect that right now the prospects for dialogue are slim
06:55especially between the two countries leaders and here in china the media's criticism of prime minister
07:01takaichi doesn't stop state-run broadcasters continuously air stories attacking her people's
07:08smartphones are flooded with japan related alerts social media networks carry a stream of illustrations
07:14and videos too well mayu china suggests more measures against japan are on the table unless takaichi
07:22retracts her remarks now what does that entail after all hasn't it already spilled into areas far from
07:28politics yes you're right events involving japanese companies and concerts by japanese artists are being
07:36postponed and canceled one after another this aligns with china's one party system where political position largely
07:43influence many other things clouds even loom over events that don't get shelved a major sucker match kicks off on
07:51tuesday in china between a japanese club and a local team but japan's consulate is warning about potential trouble
07:58what about on the individual level are people in china viewing japan in a negative way right now
08:09well public sentiment has certainly dived but some people's views aren't as harsh as others the jet
08:16the chinese government's attempt to discourage travel to japan is one example group tours are being
08:22canceled but some individuals say they still plan to visit also there are currently no major
08:28signs of japanese chinese people boycotting japanese products like we've seen in the past in fact a
08:35japanese restaurant i went to this weekend was packed a chinese acquaintance told me nowadays many people
08:41have been to japan and they are starting to keep politics separate from their personal views that said
08:47this diplomatic storm is not over the course of bilateral ties remain uncertain
09:02with tensions rising between tokyo and beijing what are the economic implications we're joined by
09:09yanaka murray from our business team so murray how might the friction on the diplomatic side affect companies
09:17well we asked an expert for you let's take a look the former chairman of the japanese chamber of
09:23commerce and industry in china warns the commercial impact of the row may persist for some time
09:30he says concerted efforts to promote exchange are needed to improve the situation
09:37hirai yasteru spent 18 years in china working for a major japanese trading house
09:43nhk asked him about the rift over japanese prime minister takaichi's comments on taiwan
09:50at the group of 20 summit last weekend takaichi reportedly had no contact with chinese premier li chang
09:57i think the taiwan issue is serious on a whole different level because china regards it as
10:08a core interest for now china is trying to discourage tourism and travel to japan if this extends to
10:14people-to-people exchanges in the business field there will be an impact and if the flow of money and
10:20information comes to a halt it will be a major blow to business activities okay you know cut
10:25it would you want to do it would you want to do it would you want to do it i don't want us
10:29hirai thinks it's inevitable the issue will be prolonged because there appears to be no good
10:34diplomatic opportunity to mend relations
10:40from the chinese point of view there will be no change in their response unless japan acts in a way that
10:46china wants hirai stressed that what's important now is to remain fully committed to trying to promote
10:56exchanges next japan has launched an initiative to cut wasteful government spending a new office will
11:05review subsidies tax breaks and projects that may be less efficient in achieving policy goals
11:11the office was set up in the cabinet secretariat on tuesday it will start by evaluating projects to be
11:19included in the fiscal 2026 budget the scheme is widely seen as a japanese version of america's
11:27department of government efficiency doge was created by president trump to cut public spending
11:35but finance minister katayama satsuki who will oversee the review
11:39stressed that it differs from doge in that it is not aimed at overhauling government organizations
11:48as prime minister takaichi often says in order to maintain the sustainability of japan's finances
11:55it is very important to show the public how we are constantly working on these things at the
12:00country's political and administrative centers katayama said people are very interested in seeing waste
12:08reduced and may be asked to voice their opinions via social media also in japan energy giant impacts is
12:17joining the global race to decarbonize with a bet on what's called blue hydrogen the firm has launched
12:24a test plant that produces the power source from natural gas without releasing carbon dioxide
12:30the test facility is located in niigata prefecture co2 generated during the production process will be
12:39captured and stored in an underground reservoir to reduce emissions into the atmosphere hydrogen produced
12:46this way is called blue hydrogen it's considered a non-polluting next generation energy source because it doesn't emit
12:53co2 when burned impacts plans to use the hydrogen to generate electricity on site and produce ammonia
13:02the company says the project is the first in japan to integrate the entire process from production to
13:08utilization of blue hydrogen now to the markets tokyo's nikai average managed to end in the positive thanks to
13:18firms that announced strong earnings despite a near 10 percent plummet from index heavyweight softbank group
13:25the firm is a major investor in chat gpt operator openai its stock took a beating after the new version
13:33of google's competing ai model gemini received high praise now to a chat gpt challenger in china
13:42alibaba's app quen drew more than 10 million downloads and that helped the firm's stock jump for
13:48a second day the shares gained over two percent ahead of the firm's earnings report when investors
13:54tend to be cautious this helped to push up the hang sing in hong kong by seven tenths of a percent
14:01also in china the shanghai composite gained nine tenths of a percent that's after president xi had a
14:07phone conversation with u.s president trump who described the call as very good and their country's
14:13relationship as extremely strong on social media and that's the biz for this tuesday
14:22delegates at an international conference on endangered species are discussing
14:26eels they put forward a proposal to enact further regulations japan a major consumer of eels is urging other
14:35countries to oppose the plan the conference began monday in uzbekistan european eels are already subject
14:45to restrictions with countries needing a permit to export them in june the european union and others
14:53propose that the same restriction be applied to all species including japanese and american eels
15:00japan is against the proposal japanese eels are thoroughly controlled and there is no threat of
15:09extinction because a sufficient amount is secured as a resource japan's fisheries agency says about 70
15:19percent of eel eaten in the country is imported it says if trading japanese eel were regulated imports would
15:28store and prices could surge the proposal is expected to be put to a vote on thursday and would require at least
15:37a two-thirds majority of those present at the session
15:44the proposal is prompting concern that the delicacy may become unaffordable for many diners
15:50the city of nagoya is known for hitsumabushi or rice topped with grilled eel at one restaurant the dish
15:59commands prices of up to 5 000 yen or around 30 dollars this eel is grilled well and so delicious
16:11if prices go up i will probably come here less frequently
16:14the restaurant mainly uses ill locally farmed in aichi prefecture when needed it also buys
16:23eel from china that meets its quality requirements so regulations that push up the prices of imports
16:31could impact the restaurant's bottom line
16:35restaurant manager nakanishi masaki says he is bracing for a potential change
16:41for a potential change i had heard about the possibility of regulation
16:49now i need to think about how to prepare eel eel dishes are irreplaceable for japanese people
16:56i want to help preserve the culinary tradition
17:01nakanishi says he'd like to take steps to protect eel stocks while also keeping his customers satisfied
17:08now a growing number of countries are debating restrictions on youth access to social media
17:16rosalinda bavalia in our bangkok studio has more
17:21malaysia is the latest country to announce plans to bar children under 16 from social media it says the
17:27measure is designed to protect young people from online harms the government aims to implement the measure
17:33next year communications minister fab milfatsi said on sunday that children would be banned from
17:39creating accounts on social media platforms he said one option under consideration is forcing people to
17:46submit a passport or other form of identification as part of the age verification process malaysia already
17:54requires big social media and messaging service providers to get a license as part of measures
18:00against online crime and other cyber problems licensed platforms must implement age verification
18:08and content safety measures malaysia's move follows a decision by australia to deactivate social media
18:15accounts for children under 16 on december 10th businesses from across the world are touting their wares
18:23at an international trade fair in the indian capital new delhi they're eager to make inroads

19:12large market for dry food as well the event runs through thursday the death of legendary bollywood actor

20:46and that wraps up our bulletin i'm rosalind double valia in bangkok
20:52u.s president trump has pursued uh excuse me u.s president trump has pursued a hardline immigration
20:59policy since taking office in january and the effects are clear to see at the southern border with mexico
21:06where crossings including those made illegally have plummeted many immigrants and asylum seekers from
21:13central and south america are now stranded on the other side of that border there are thought to be
21:20tens or even hundreds of thousands of them currently living in mexico and the reality they face is far from
21:28easy in mexico city shacks press up right beside a railway line
21:42the people here had hoped to start new lives in the u.s but they now find themselves in limbo
21:48mexico some of these children's educations have also been put on hold mexico's authorities are now
21:58wrestling with how to support all those stranded in the country
22:01this shelter was set up by the local government
22:14meals are provided three times a day in principle people can stay for up to three months during that
22:21time they must make a difficult decision whether to find accommodation in mexico or return to the country of
22:29origin 29 year old jasmine del valle came here from venezuela she's staying in the shelter with her husband
22:39and two young children venezuela's economy has collapsed roughly 80 percent of its population is in monetary
22:48poverty the security situation is also unstable and one in four people have fled abroad
22:56i left venezuela for economic reasons i wanted to give my children a better future
23:08del valle spent five months traveling over land by bus and unfit before reaching mexico she then entered
23:16the u.s illegally but was detained by authorities and sent back her family now lives hand to mouth
23:23her husband makes a little money working as a car window washer and bay laborer with trump back in
23:30the white house she feels their future has been foreclosed
23:37it's tough now that president trump is in office the moment he won the election i gave up
23:43we only brought enough money to get us this far we can't return to venezuela right away
23:48we're facing an unprecedented situation people are having to rethink their whole life plan and decide
23:59whether to return to their country of origin or settle permanently in mexico
24:07a non-profit organization providing assistance to people fleeing their countries says about 3 000 have
24:15suffered sexual abuse on their way to the u.s border and some have fallen victim to abduction and robbery
24:23it highlights the need for the international community to come up with effective measures
24:27to protect society's most vulnerable members
24:30now it's time for a look at world weather with our meteorologist jonathan oh hello we had a system
24:49that moved across japan as we went through tuesday and helped to bring some wet weather in places like
24:56tokyo but a good portion of japan seeing some of that wet weather now as the low moves off toward
25:01the east we'll see conditions well drying up a bit it looks like that we'll see a chance of rain up into
25:07the north into saporo by friday with some snow in the forecast heading into saturday but look at the
25:12temperatures here generally mid maybe upper teens into tokyo and osaka low 20s as we go through the rest
25:19of this week so it looks like we're going to be seeing temperatures that are going to be a little bit
25:23slightly on the warmer side with partly cloudy skies as a part of the forecast very different
25:28story though down toward the southern plains of the united states we had a system that rolled on
25:32through triggering a lot of strong thunderstorms i want to show you some video coming out of texas
25:38where according to one local media source what more than 100 homes were damaged after severe storms
25:44hit the greater houston area monday the national weather service confirmed at least one tornado
25:48in harris county and teams were scheduled to survey a possible second twister on tuesday in addition to
25:56tornado fears thousands of residents had to deal with power outages now not only was the greater
26:02houston area impacted up into the dallas fort worth international airport area according to a flight
26:07tracking site more than a thousand flights going in and out of that airport were delayed and a hundred
26:11flights canceled now we're looking at the system pushing toward the east and impacting the southeastern
26:17portion of the united states and so we'll still be looking out for some really unstable weather
26:21extending from places like mississippi up toward the ohio river valley another low toward the north
26:26of the upper plains helping to bring in some really snowy weather not only into north south dakota and
26:31minnesota but also into places like winnipeg looking at some snow with a high of two degrees below
26:37freezing as we go through tuesday showers into chicago into toronto and denver chile with a high of only eight
