00:00What was put in there, there were many items that were clearly unacceptable to Ukraine.

00:06It was my first reaction when I read it, limiting them to 600,000 troops,

00:11saying that you can't, you know, any number of, I don't need to go through it.

00:16But it's changed now.

00:17They're now 19 points, but they haven't been passed by President Putin.

00:22And until you get the Russian leader at the table in a formal negotiating process,

00:28almost nothing can be done that is going to actually be able to be finalized.
