00:00It was just a matter of minutes that he got up to my chest.

00:09We were sure people were going to get washed away.

00:12The Kentucky National Guard saying 400 people have been rescued by helicopter.

00:16One mother says she used the cord from her vacuum cleaner to tie herself to her two children,

00:22hoping it would help keep them alive and in the worst case, their bodies would be found together.

00:26We had a totally new floodplain after this flood.

00:32It was like a war zone.

00:33Our people deserve better than this.

00:36Eastern Kentucky saw the worst of Mother Nature, but the world saw the best of Team Kentucky.

00:42This is something the likes of which we have never seen, which means we need a response that is the same.

00:48I never thought it was truly going to get better, but I'm able to stand here today and say it didn't get better.

00:53So this could be the event that wiped us out, or it could be a catalyst to making some real change.
