00:00Ukraine's President Volodymyr Zelensky says he is ready to work with the U.S. on their vision for ending the war with Russia after receiving a draft of the proposed new peace plan.
00:11A fire broke out at the United Nations Climate Summit in Brazil, prompting evacuations and disrupting climate talks.
00:20The European Union and the Indo-Pacific region have gathered in Brussels. For the Philippines, this is an opportunity to strengthen maritime cooperation.
00:30Ukrainian President Volodymyr Zelensky has received a draft of a proposed new peace plan from the U.S., calling it the American side's assessment, which could help reinvigorate diplomacy.
00:44Zelensky's office confirmed this in a statement on Thursday, saying there are plans to discuss diplomatic opportunities with U.S. President Donald Trump in the coming days.
00:55The announcement comes after reports of a secret peace plan negotiated between the U.S. and Russia, which did not include Ukraine or any of its European allies.
01:07U.S. media reported that the 28-point plan includes calls for Kyiv to give up areas of the Donbass in eastern Ukraine that it still controls,
01:18significantly cut the size of its armed forces, and surrender many of its weapons.
01:24In his nightly address, Zelensky said Ukraine needs worthy peace that must respect the dignity of the Ukrainian people.
01:33Responding to the development, EU leaders struck a defiant tone on Thursday, saying any peace plan must consult Ukraine.
01:42The European Union is pushing back against a 28-point plan approved by U.S. President Donald Trump early on Thursday to end the war in Ukraine.
01:55The plan, first reported by U.S. media outlet Axios, is set to include terms that would be highly disadvantageous for Ukraine,
02:05such as the complete surrender of the eastern Donbass region.
02:09The plan has yet to be presented to the Russian and Ukrainian sides and has reportedly not involved Europe in its formulation.
02:15The EU's foreign policy chief, Kaya Callas, speaking as she hosted European foreign ministers for a summit in Brussels,
02:23denounced the idea, claiming that a just agreement must be reached.
02:27What we as Europeans have always supported is a long-lasting and just peace, and we welcome any efforts to achieve that.
02:39Of course, for any plan to work, it needs Ukrainians and Europeans on board, so this is very clear.
02:46Also, we have to understand that in this war, there is one aggressor and one victim, so we haven't heard of any concessions on the Russian side.
02:57The sentiment was echoed by the French top diplomat.
03:01Discussions should start with a ceasefire on the contact line that allow for negotiation on the question of territories,
03:09on the question of security guarantees.
03:11Budapest, however, who has always endorsed a highly critical view of Ukraine, remained the outlier.
03:30So if Brussels and the leadership here in Brussels was normal, then they have immediately should have stopped the payments to Ukraine,
03:40and they immediately should have demanded for a financial clearance.
03:46Are we crazy? So there's a war mafia, a corrupt system working in Ukraine?
03:52The meeting in Brussels is aimed at exploring ways to further support Ukraine amid its ongoing war with Russia.
03:59Foreign ministers held discussions on the European Commission's plan to support Kiev's military with 135 billion euros
04:07to cover its needs for 2026 and 2027.
04:18Strapped into a Fennec military helicopter, we lift off over the Orléans-Bressy airbase in central France.
04:25Euronews was granted exclusive access on board this light and highly manoeuvrable aircraft,
04:34one of the key tools France now relies on for anti-drone operations across Europe.
04:40But the Fennec is just one piece of Tyrannis, France's major high-intensity military exercise.
04:47Over the course of three weeks, the Air Force trains for scenarios shaped by today's increasingly tense geopolitical climate.
04:54Taranis 2025, what we anima, it's really fidèles to the devise of the Brigade Aérienne d'Assauts and Projections,
05:02it's to combat and save.
05:04Combat, I'm going to talk about helicopter, of course.
05:10It's going to be to depose the commandos, to recover the commandos.
05:13It's going to be to act in the air to ensure the sovereignty of the state in its space aérien.
05:18It's going to be to save, it's going to be to recover people on the ground, to treuillet, etc.
05:24So that's what we're going to demonstrate today.
05:25Down below, the roar of the A400M transport plane punches through the clouds.
05:32The Orléans-Bressy airbase hosts almost the entire French A400M fleet.
05:3824 aircraft capable of evacuations, humanitarian drops and heavy transport.
05:44To keep these crews mission-ready, Taranis pushes them onto improvised runways,
05:52including this brand-new gravel strip inaugurated for the exercise.
05:58In total, 250 personnel and 20 aircraft from France and Greece are mobilized,
06:05all with one single objective, to strengthen tactical expertise ahead of potential high-intensity conflict.
06:12The Taranis exercise will wrap up on November 27,
06:17marking the 80 years of France's military air transport command.
06:26A fire broke out at the United Nations Climate Summit in Belém in Brazil,
06:31prompting evacuations and disrupting climate talks.
06:35The summit organizer said everyone was evacuated safely,
06:39but reported that the blue zone had been shut down temporarily to complete the necessary safety checks.
06:46The disruption came at a critical moment,
06:49as negotiators were struggling to reach a consensus on certain key topics.
06:54Just before the fire broke out,
06:56UN Secretary-General Antonio Guterres had urged countries
07:00to show willingness and flexibility to deliver concrete results.
07:03I think this is not the moment to talk about the possible failure of the COP.
07:10It is the moment to guarantee that that failure doesn't occur.
07:14And so, I am perfectly convinced that a compromise is possible,
07:20that to take into account, as I mentioned,
07:23the legitimate concerns of adaptation and the legitimate concerns of mitigation.
07:28The local fire service said the cause of the fire was believed to be an electrical device,
07:33likely a microwave.
07:35Thirteen people were treated on site for smoke inhalation.
07:39The blue zone has since been reopened and continued operations late on Thursday.
07:43The European Union and the Indo-Pacific region have gathered for a meeting in Brussels.
07:54This fourth ministerial forum is focusing on the themes of resilience, prosperity and security.
08:00For some participants, such as the Philippine Secretary of Foreign Affairs,
08:04the event is an opportunity to strengthen maritime cooperation
08:07in the face of Beijing's claim in the South China Sea.
08:10The EU has been very supportive in its statements.
08:16Secondly, there's also been a lot of support through the visits of the member EU countries,
08:28frigates that pass the South China Sea.
08:32And this gives a lot of impetus on the relations and the principle of the navigational aspects
08:46of the challenges that we have in the South China Sea.
08:50Manila and Beijing have accused each other of being responsible for several maritime confrontations
08:55and other incidents in the region in recent months.
08:58Chinese authorities claim certain waters in the region,
09:02even though an international court has ruled against them.
09:05The Philippines has therefore welcomed the participation of some EU member states
09:09in maritime exercises as observers.
09:15Israeli strikes in Gaza's southern city of Khan Yunis early on Thursday
09:19killed five people, raising the death toll from airstrikes in the territory
09:24since the previous evening to 33.
09:27The strikes, according to local health officials,
09:29have been some of the deadliest since 10 October
09:32when a U.S. brokered ceasefire came into force.
09:36Local authorities have reported more than 300 deaths since it began.
09:41Officials at Nasser Hospital in Khan Yuni said
09:43they received the bodies of 17 people in total,
09:47including five women and five children,
09:50following four Israeli airstrikes targeting tents sheltering displaced people.
09:56In Gaza City, two airstrikes on a building killed 16 people,
10:01including seven children and three women, local officials said.
10:06The renewed escalation came after Israel said its soldiers had come under fire in Khan Yunis on Wednesday.
10:14Israel said no soldiers were killed, but they responded with strikes.
10:18Hamas condemned the strikes, calling them a shocking massacre,
10:23and denied firing against Israeli troops.
10:31The Christmas market in the German city of Magdeburg
10:34officially reopened on Thursday,
10:36nearly a year after a tragic car ramming attack claimed the lives of six people.
10:41More than 140 merchants opened their stalls,
10:44selling candles, woolen hats, mulled wine, and other Christmas treats.
10:50German media outlets reported that this year,
10:53the market also comes equipped with a Ferris wheel.
10:56The market also reopens with a heavily beefed-up security apparatus
10:59to prevent tragic incidents like that of last year from reoccurring.
11:04Local authorities and federal agencies reportedly invested
11:07upwards of €250,000 in new security systems,
11:11including concrete blocks, to prevent cars from entering the market.
11:15Five women and a young boy died last year
11:18after a Saudi man rammed a rented vehicle
11:20into a crowd of market-goers on December 20th.
11:2451-year-old Talib Al-Abd al-Muhsin was charged with six counts of murder
11:28and 338 counts of attempted murder.
11:31His trial started last week at the Magdeburg State Court
11:35and is scheduled to run through to march.
11:38If convicted, Abdel Al-Muhsin faces life imprisonment.
