00:00The landmark judgment by the Honourable Supreme Court of India has cleared there regarding the jurisdiction of the Governor, Pisa Vidi, elected Chief Minister.
00:15The Court has unequivocally declared that the Governor is not a rubber stamp.
00:23The Court has decided that no timeline can be set for the Governor in exercising his authority in respect of giving assent to the bills.
00:37It is particularly of happiness to the West Bengal Rajpavan that a practice that started here three years back has received the endorsement of the Honourable Supreme Court of India.
00:54That is the dialogue with the Government and the Legislative Assembly.
01:00Here in Bengal, to be exact, there are three files, four files, which are pending with the State Government in the process of dialogue with the Government.
01:17Certain clarifications have been sought from the Government.
01:22Once that is received, the dialogue process is complete and I will be able to take a decision in giving assent to those files.
01:30The rest of the files are pending with the President of India because they involve certain aspects which have got an old India relevance and also legal and constitutional implications which are sent to the Honourable President of India.
01:44One, three files are pending with the Government, there is no file which is pending in the Rajpavan for the time being.
02:01And there is also something very important about this doctrine.
02:06Good fences make good neighbours.
02:08There is a Lakshman Rekha which is made by the Constitution of India which is binding on the Governor as well as the Electoral Chief Minister.
02:19Once that is respected, it is good, the President of the Supreme Court order, I would say, a stitch in time saves nine.
02:27That is the message which the Honourable Supreme Court has given to the entire India.
