06:33I rise today in support of the continuing appropriations, agriculture, legislative branch, military construction and veterans affairs and extension act of 2026.
06:44History reminds us, Mr. Speaker, that shutdowns never change the outcome.
06:49The only cost is paid by the American people.
06:53Over the last 43 days, the facts did not shift.
06:57The votes required did not shift.
06:59The path forward did not change.
07:02The only thing that did move was the level of pain Democrats inflicted on the nation.
07:08For six.
07:09For six.
07:10For six.
07:11For six.
07:12And food assistance lapsed.
07:13Airports in chaos.
07:14The communities bracing as programs that they rely on were stalled or stopped altogether.
07:25And with yesterday being Veterans Day, we especially reflect on the impact of this shutdown on those who served our nation past and present.
07:34Our military families were left wondering if they would be paid.
07:38Thanks to President Trump, they were.
07:40Yet this is not how the greatest nation in the world should function.
07:44Today, that changes.
07:46The legislation before us reopens the government, restores critical services and puts an end to the needless hardship Democrats have inflicted on the country.
07:56This bill supports our troops.
07:58It pays federal workers.
08:00It fully funds SNAP benefits until September 30th of next year.
08:05It compensates our air traffic controllers right before a busy holiday season.
08:11In fact, it takes a holistic approach in ensuring federal services and programs are operational.
08:17In the simplest terms, we're putting the government back to work for our people.
08:22The bill is fundamentally the same responsible approach House Republicans offered on September 19th, but with an important addition.
08:31Three full year appropriations bills for FY26.
08:35These bipartisan, bicameral, full year appropriations bills cover the military construction and veterans affairs, legislative branch, and agricultural, rural development, and food and drug administration divisions.
08:51Once passed, we will have full year funding in place for many of our most crucial programs.
08:57Military construction needs will be met for a full year, as will medical programs for our nation's veterans.
09:04The legislative branch will be properly resourced, including critical funding enhancements for the Capitol Police and for member security.
09:12And agriculture, food, and nutrition programs like WIC and SNAP will be fully funded to help vulnerable people in need.
09:20Importantly, this legislation delivers member-driven community project funding in both the military construction and agricultural division,
09:29which will direct resources back into the hands of the communities we represent.
09:35This was a top priority for the Appropriations Committee, and we achieved it while holding overall spending levels in check.
09:42It's responsible appropriations progress like this that causes me to reflect on an important message
09:49to our friends and the Democratic leadership.
09:52My sincere apologies to minority leaders Jeffries and Schumer,
09:56but after today, you will no longer get to hold the government hostage,
10:01and you will not get to force a rushed, pork-filled Christmas omnibus at the end of the year.
10:07Republicans have actively restored a responsible line-by-line process.
10:12Over the next few months, we will continue this work and efforts through regular order.
10:18This Article I advancement is an accomplishment that every member of this chamber can be proud of, regardless of party.
10:25Yet some still need to decide what they stand for today.
10:29So to my colleagues on the other side of the aisle, do you want the leverage or do you want to legislate?
10:36Do you treat Americans as collateral damage or as constituents?
10:41And do you answer to your caucus or your country?
10:44For Republicans, the answer has been clear for the last 43 days.
10:49We have and we will continue to put Americans first.
10:53Democrats can join us.
10:54They have an opportunity to make the responsible choice to reopen our government
10:59and pass three official full-year appropriations bills.
11:04Eight Senate Democrats saw a reason and did exactly that.
11:07I hope House Democrats do the same.
11:10True courage is taking responsible action for the nation, even when politics makes it inconvenient.
11:17Let's reopen the government and get back to work.

11:42I rise in opposition to this bill that does nothing, not one thing, to address the Republican healthcare crisis amid a cost-of-living crisis.
11:52More than 20 million Americans will have to pay double, even triple their monthly insurance premiums, in just a matter of weeks.
12:00And this bill leaves families without even a glimmer of hope that their costs might go down.
12:06Energy prices are up.
12:08Grocery prices are up.
12:09Housing costs are up.
12:10When two-thirds of American workers are living paycheck to paycheck, you can understand why the most important issue on their minds is affordability.
12:21What does President Trump say?
12:23And I quote, affordability is a con job, end quote.
12:27How out of touch can you be?
12:29Mr. President, start to listen to the American people, not your millionaire, billionaire friends.
12:35President Trump and my Republican colleagues refused to address this issue.
12:39They continued to avoid it.
12:41They were so intent on avoiding it that they shut down the government instead of dealing with it.
12:47Speaker Johnson has indicated that he will not deal with it.
12:51He has shown no interest in holding a vote on extending the healthcare subsidies, which would prevent monthly costs from soaring.
12:59Republicans have tried to say they will deal with this problem their own way.
13:04But they have no plan.
13:07They are trying to repeal the Affordable Care Act, as they have been trying to do unsuccessfully for 15 years.
13:17However, they are poised to succeed, which is why it is so important for this continuing resolution to fail.
13:26President Trump and Republicans, their plan is to drive up prices for everybody, compounding the cost of living crisis.
13:37More than 2 million Americans are expected to lose their health insurance next year because it has simply become too expensive.
13:47There are more than 50 pages of healthcare provisions in this bill.
13:52Not one of them stops costs from skyrocketing at the beginning of next year.
13:58Not one of them offers relief to American families being squeezed tighter and tighter by the Republican crisis.
14:09There is one group of people, however, who will receive some relief thanks to this bill.
14:14United States senators who may have participated in an insurrection.
14:20Snuck into this bill at the 11th hour by Senate Republicans is a provision to pay out at least a million dollars each to eight United States senators implicated in the January 6th insurrection.
14:37Understand, this is a corrupt precedent.
14:42This is where members can profit from their own votes.
14:48It's the fleecing of the American people, which they get and understand.
14:55At the same time, this bill excludes a provision that will order a plaque to be hung that honors the police officers
15:05who put their lives on the line to defend our democracy from that same insurrection.
