00:00In other topics, in the United Nations headquarters, Samuel Moncada, permanent representative
00:05of Venezuela in this organization, rejected on Thursday the reiterated bias statements
00:11offered by the United Nations spokesperson regarding the military presence of U.S. military
00:16vessels in the Caribbean.
00:17Let's listen.
00:18We are here at the United Nations where we have just handed a letter to the Secretary
00:22General rejecting the continued bias comments of his spokesperson on the ongoing U.S. military
00:29buildup of our costs.
00:32Given the lack of actions from the Secretary General to address this issue, which we have
00:36raised multiple times with him by private means, we are now making this denunciation public
00:44in the hope that this prevailing pattern be terminated once for all.
00:50I will now read the letter that was delivered to the Secretary General on this subject on
00:55which we await a formal response.
00:57Here is the letter.
00:59Distinguished Secretary General, once again, I am compelled to address Your Excellency in
01:05the opportunity of referring to comments made on November 12, 2025 by Mr. Stephan Dujarric,
01:13spokesperson to the Secretary General during his daily press briefing.
01:18In that regard, I would like to convey our profound dismay and categorical rejection at what now
01:24seems to be a recurrent issue, namely the biased remarks from your spokesperson when it comes
01:30to addressing questions concerning the escalating situation of the coast of Venezuela, resulting
01:36from a U.S. military buildup in the Caribbean and the perpetration of extrajudicial killings in
01:42international waters.
01:44In his later remarks, yet again, your spokesperson called for the situation to be de-escalated,
01:53a call that was surprisingly made equally to both the United States of America and the Bolivarian
01:59Republic of Venezuela.
02:00This is a grave misrepresentation of the facts and an immoral equivalence between the aggressor
02:08and the victim.
02:09I extensively addressed this very issue during our last bilateral meeting on August 28, 2025.
02:16At that time, you indicated that the comments made by your spokesperson may have been response
02:24to a question that caught him off guard, reason why he had provided a standard diplomatic response.
02:33Since then, two additional episodes of the same nature have been registered.
02:39We cannot but conclude that this is no longer an oversight, but a clearly assumed position by
02:44the Secretariat, in disregard for the concerns that then expressed.
02:50Excellency, it is not the Bolivarian Republic of Venezuela the one conducting hostile actions,
02:57provocative and intimidatory maneuvers, and a few miles from the territory of the United
03:02States of America with B-1 bombers flying directly towards U.S. airspace.
03:09It is not the Bolivarian Republic of Venezuela the one deploying large numbers of
03:14small fishermen boats, a few miles from the territory of the United States of America.
03:22It is not the Bolivarian Republic of Venezuela the one deploying the world's largest aircraft
03:28carrier a few miles from the territory of the United States of America.
03:34It is not the Bolivarian Republic of Venezuela the one that has conducted almost 20 air strikes
03:41on small fishermen boats, a few miles from the territory of the United States of America,
03:46in which over 70 civilians have been subjected to extrajudicial killings, which is a technical
03:53term for murder.
03:55It is not the Bolivarian Republic of Venezuela the one that poses a threat to the territorial
04:00integrity and political independence of the United States of America or any other sovereign
04:06nation.
04:08The defensive and sovereign decision of the Bolivarian Republic of Venezuela to conduct military exercises
04:14within its own territory in response to explicit and imminent foreign threat, it is a legitimate
04:21right of any states under the Charter of the United Nations.
04:26These actions of self-preservation can in no way be equated with those of an offensive nature
04:33as currently executed by the United States of America.
04:37Excellency, it is evident it is not the Bolivarian Republic of Venezuela the one escalating the
04:43situation on the ground in any possible manner.
04:47Hence, the question to both you and your spokesperson would be, why to continue pushing a discourse
04:55that is baseless, that has no connection whatsoever with facts on the ground, and that only serves
05:02to the narrative of a war-mongering regime.
05:06This false parity only ends up endorsing the ongoing U.S. aggression against our nation, as
05:13it strives to fabricate a conflict while, at the same time, questions the precautionary
05:18defence measures taken by our government within our borders in line with our inherent right of
05:25self-defence, pursuant to Article 51 of the UN Charter.
05:31The conduct of your spokesperson attests to a clear pattern in which he ignores the root cause
05:37generating tensions on the ground.
05:40The unlawful and coercive actions of the Government of the United States of America as part of an
05:46exercise aimed at destroying our Republican form of government and imposing a puppet regime.
05:55This conduct amounts to a violation of both the letter and spirit of Article 100 of the
06:01UN Charter, dangerously abandoning the neutrality, impartiality and rigour expected of an international
06:09official.
06:10By refusing to identify the aggressor and instead issuing vague symmetrical calls for de-escalation,
06:18your spokesperson is failing in his duty to uphold the principles enshrined in the Charter
06:23of the United Nations, particularly the one referring to the prohibition on the threat
06:29of use of force against the territorial integrity and political independence of any State as contained
06:35in Article 2.4.
06:38Considering the foregoing and while respectfully reiterating the arguments shared in our previous
06:44letters, I demand that your office take immediate and public action to 1. set the record straight
06:52by unambiguously identifying the source of the escalation and condemning the provocative
06:58U.S. military deployment in the Caribbean off the coast of Venezuela.

07:04Call upon the Government of the United States of America to immediately withdraw its military
07:09assets from the region, to seize its threats of force and its judicial killing policies against
07:15the Bolivarian Republic of Venezuela, and to pursue diplomacy and cooperation as the only
07:22viable means to redress any issue of contention.

07:29Ensure that future statements from the spokesperson office are impartial, grounded in international
07:35law, and do not equate the victim of aggression with the aggressor.
07:40I thank you for your attention to this important issue
07:44that goes to the core of preserving the very integrity,
07:48neutrality and independence of the United Nations
07:51as an international organization.
