00:00In the last election, we made a promise to the youth of Andhra Pradesh that we will create 20 lakh jobs.
00:08And from the day this government came into power, we are working with a singular agenda to deliver on that promise.
00:14To all the entrepreneurs here, I have spoken to you multiple times.
00:18I have made a commitment that once you agree to invest in Andhra Pradesh, it is no longer your project, it is our project.
00:25And together, we will deliver and create history.
00:30In the past, we spoke about ease of doing business.
00:36Now Andhra Pradesh stands as a testimony for speed of doing business.
00:42I will give you a few examples on how we are working.
00:46All of you know that Google is making an investment north of 15 billion dollars here in Vishakapatnam.
00:56It all started with them coming here.
00:58We did a confidential lunch.
01:04And then I personally drove them, showed them where the land will be allotted.
01:09A month later, it was followed by my visit to their office.
01:14Then a month after, their leadership came and met our Honorable Chief Minister, Sri Chandra Bab Naidugaru.
01:20Again after that, in Davos, we followed up the meeting.
01:27We coordinated with the Honorable Prime Minister, Sri Narendra Modi ji, with the Honorable Finance Minister, Nirmala Sita Ramangaru, Ashwini Vaishnav ji, who is our IT Minister in Government of India.
01:39And then in 13 months, we made an announcement.
01:44And by the end of this month, we are going to lay foundation stone for Google Project here in Vishakapatnam.
01:51The second project we are particularly proud about is the Asilar Mittal project that is coming in Anka Palli.
02:01This project started with merely a Zoom call between Aditya Mittal and myself.
02:07Aditya and I know each other.
02:12We go a long way.
02:13I reached out to him and I said, I hear that you are looking at investing in India.
02:18Please come invest in Andhra Pradesh.
02:19He had three specific asks from us.
02:24Two of them had to do with Andhra Pradesh government.
02:27One of it had to do with Government of India.
02:29Our Honorable Chief Minister, Chandra Bab Naidugaru, met the Honorable Prime Minister, Narendra Modi ji, twice, just for Asilar Mittal project, to get a slurry pipeline from NMDC.
02:40We got it done and soon we are going to lay foundation stone for Asilar Mittal.
02:44And it is going to be India's largest steel plant coming south of Vishakapatnam.
02:51All of you would have heard, TCS is coming, Cognizant is coming, Infosys is already here.
03:00They have expanded substantively.
03:03Soon you will hear more good news coming from them and few other IT jains of India here to Vishakapatnam.
03:11And as a government, we believe in decentralized development.
03:14We believe that all regions of Andhra Pradesh should equally develop.
03:18We believe in the power of clusterization.
03:21That is why automotive manufacturing is in Anantapur.
03:24Electronics manufacturing is in Chittur and Kadapa district.
03:27Renewable energy is in Karnol.
03:30Drone city is coming up in Karnol district.
03:32Nellore already manufactures 50% of air conditioners of India.
03:36And thanks to our understanding, we have also signed an agreement with LG, Daikon and Bluestar.
03:43Bluestar, 70% of India's air conditioning is going to be manufactured in Nellore district.
03:50Few other companies are also coming.
03:53Today in Delhi, this morning, I had a meeting with a glass manufacturer.
03:57And we agreed that we will build India's glass city in Nellore district.
04:01Prakasam is not to be left behind.
04:04It is going to be the compressed biogas district of India.
04:08Krishna Guntur already has Amravati.
04:11We are bringing South Asia's first 150-qubit quantum computer in January.
04:20And building the entire quantum ecosystem in these two districts.
04:23East-West Godavari is already number one in aqua.
04:26We intend to do even better there.
04:28Portland economy is going to get developed in the East-West Godavari districts.
04:33And coming to North Andhra, all of you know, Pharma hub, chemical hub.
04:37We have already medical devices manufacturing up here.
04:41Now the data city, IT hub.
04:43We are building one steel city.
04:45Soon you will hear the second steel city is going to come here in Vijayanagara district.
04:50So as a government, we are close to building 20 clusters across various sectors
04:54where we believe in vertical and horizontal integration.
04:59A tight-knit ecosystem that will ensure that your businesses here not only succeed but also thrive.
05:07Vishakapatnam as a city is very close to our heart.
05:10And there is a reason for it.
05:11In 2019, whilst the entire state voted in a certain direction, people of Vishakapatnam stood by us.
05:26And we owe you a lot.
05:29We owe you a lot.
05:30That is why we are able to do this kind of development.
05:36And in the last election, you did not even give me the satisfaction of winning my constituency in Mangal Giri with 91,000 majority.
05:46I have complained that two people were sitting on the desk.
05:48One of it is our very own Pallas Yunusgaru.
05:56So when the scrolling was coming and that, you know, my majority was 91,000.
05:59I was super excited.
06:00I am like, yep, highest.
06:03I have created record.
06:04No.
06:05My secretary came and told me, boss, no chance.
06:09Pallas Yunusgaru beat you.
06:11He said, chalo.
06:13At least I am number two.
06:15So I went to collect my certificate.
06:17You know, they give you a certificate that you won.
06:20I went to collect it.
06:22And I was walking down the stage and I was going to meet the press.
06:26Then my PR came and said, boss, sorry.
06:28I said, what happened?
06:29He said, now you are number three.
06:31I said, who beat me?
06:33Beam League.
06:34Hanta Sina Saragaru beat you.
06:40Just before elections, I had a bet with Bharat here.
06:43I said, Guntur MP majority will be higher than you.
06:48He said, let us see.
06:50But even in Andhra Pradesh, the highest majority for MP is to Shri Bharat.
06:55So needless to say, you have broken all records and Vishaka Bhatnam will continue to hold all records.
07:06But next time, give me a little bit of chance in Mangaligiri.
07:11Saying that, end of the day, Vishaka Bhatnam is the city of future.
07:14This is, you are going to be Andhra Pradesh's powerhouse.
07:19We intend to create a $1 trillion ecosystem in the Vishaka Bhatnam economic corridor.
07:27We are seeing the challenges of other cities that they are going through.
07:31So with a lot of vision, we have hired expertise out of Singapore to design this economic corridor.
07:38We are already working on water, power, road infrastructure.
07:43How do we connect airport better, the new airport better, of course, to the city of Vishaka Bhatnam?
07:48And how do we ensure that the entire ecosystem here not only succeeds but thrives beyond the political establishment?
08:00So as you know, 50% of the legislatures who won this election are first-timers.
08:0517 out of the 25 ministers in the Honorable Chief Minister's Cabinet are first-timers.
08:11So we have a lot of energy, a lot of passion to make Andhra Pradesh number one across any sector.
08:18And we want to lead from the front.
08:22And a lot of people ask me, why you should invest in Andhra Pradesh?
08:27And I give them only three reasons.
08:29One is speed of doing business.
08:31And I am sure all the entrepreneurs here and the leadership on the dais can vouch for the speed at which we are working on delivering results.
08:39The second reason is proven leadership.
08:43We have Honorable Chief Minister Narachandra Babanayagaru who built Hyderabad,
08:47who built Hyderabad, who has created a vibrant ecosystem that is thriving today.
08:53And again, God has been kind.
08:56People of Andhra Pradesh have blessed him to recreate that legacy,
08:59to create a city that is better than Hyderabad.
09:03And that leadership will drive.
09:05That is the second reason.
09:07Third reason.
09:08Quite a few states in India have double-engine Sarkar.
09:11Double-engine Sarkar is the NDA government, of course, in center and also in the state.
09:18But only one state has double-engine bullet-trained Sarkar.
09:22That is the state of Andhra Pradesh.
09:24Whatever the Honorable Prime Minister Narendra Modi ji thinks about bringing in reforms,
09:31today the state of Andhra Pradesh is leading those reforms from the front.
09:35That is why the Prime Minister loves to give us a challenge and we readily accept it.
09:40And the latest challenge was Yogandhra.
09:42You know, the Prime Minister's office called me and they said,
09:48before the Yohgandhra even, there was a stampede in Karnataka.
09:52And they said, are you sure?
09:54Three lakh people, are you sure that there will be no problem?
09:58I said, this is Vishakapatnam, sir.
10:02Three lakhs is a very small number.
10:04We will do better.
10:05I know you went through a lot of trouble because traffic restrictions were there.
10:10The Honorable Prime Minister was coming.
10:12But the love and affection you showed us.
10:15You never went to media and complained.
10:17You said, PM, sir, is coming.
10:19Three lakh people with a lot of discipline.
10:22You came, you performed yoga.
10:25And we are now today part of Gini's Books of World Record.
10:29And we also have stolen the heart of our Honorable Prime Minister,
10:33see Narendra Modi ji.
10:36All of us know Namo is Narendra Modi.
10:40Not anymore.
10:41Namo is Naidu and Modi ji.
10:44So that is the double-engine bullet train sarkar that Andhra Pradesh has.
10:50To all the youngsters here, future is ours.
10:55India will be number one economy in the world, no second thoughts.
10:59But all of us here should have hunger in our belly.
11:03Hunger to excel.
11:05Hunger to conquer the world.
11:07Look at all the great software tech companies across the world.
11:12If not number one, number two leadership in the world today is led by Indians.
11:16We have that power.
11:18We have really good curriculum.
11:23We have to do even more.
11:24But one thing I request all of you is that hunger is what will drive us.
11:29So please ensure that hunger will never be quenched.
11:33And we work exceptionally hard.
11:34And to the IT industry here, a lot of changes are coming our way.
11:41A lot of changes are coming.
11:43So we have to embrace with open arms the companies that are coming here to invest.
11:48All of you are our brand ambassadors.
11:51All of you should talk about Vishak Kapatnam, the kind of ecosystem we are working hard to build here.
11:57And definitely, in the next three end of years, we will ensure that five lakh youngsters of Andhra Pradesh
12:05will work here in Vishak Kapatnam in the IT sector.
12:10That means close to 1.5 million jobs.
12:14We have to create a pipeline of 1.5 million jobs.
12:18As a lot of the leaders have just stated, we are also lucky to have an IT secretary, Baskar sir, working with us.
12:26He brings a lot of passion, a lot of energy.
12:30But I still have a complaint on him.
12:33So Honorable Chief Minister ranks us on our performance, which is clearing of files.
12:40And I am never in the top three, because Baskar ji sends files at 1 in the morning.
12:44And 1 in the morning, I will be sleeping.
12:49So by the time I wake up, brush, get ready, it is around 8 o'clock.
12:53So already, seven hours would have lapsed.
12:56So that is my complaint on Baskar ji.
12:58The entire IT ecosystem here knows how hard we are working for you.
13:03We intend to create history.
13:06You know, all the youngsters who have come to this event have heard of the transformation that Hyderabad has gone through.
13:13But they are lucky, they are going to witness the transformation here in Vishakhapatnam.
13:18What took Hyderabad 30 years, we are going to do it in 10 years here in Vishakhapatnam.
13:24And we are going to create history.
13:26And we are lucky to be part of that history.
13:30As all of you know, we have a partnership summit happening here in Vishakhapatnam.
13:36A lot of ministers from across the world are coming and gracing us.
13:41Piyush Goelji is also here in attendance.
13:43Of course, our homegrown boy, Mocha Minister of Civilization, Ramohan Naidu, is also going to be here.
13:50But I know that all of you still have complained on him.
13:52I will convey to him.
13:54He needs to connect Vishakhapatnam more to all the other cities.
13:59But please wait till our new airport opens.
14:02Because unfortunately, this is a naval, fortunately or unfortunately, this is a naval airport.
14:06They have our restrictions.
14:08So once, which is June 2026, which is not far away,
14:13once Bogapuram airport launches, definitely Bogapuram will be connected to the world.
14:18I know all of you have requested to connect it to Dubai, to Singapore.
14:22Rest assured, we will connect it.
14:24And we will make Bogapuram a gateway to North Andhra.
14:28No second thoughts about it.
14:30So in this partnership summit, a lot of MOUs are going to be inked.
14:35But what is more exciting is also the conversations that such summits open.
14:39Please understand that to bring an investment to Andhra Pradesh, there is a lot of hard work that goes in.
14:47A lot of persistence, perseverance that is required.
14:51And these are summits that open such doors.
14:55And you will see a lot more investments coming to Vishakhapatnam and to Andhra Pradesh.
14:59In the last 16 months, we have attracted $120 billion worth of investments.
15:07This is more than the investments we have attracted in the last 10 years of Andhra Pradesh's history.
15:14So there is a lot of energy, a lot of tailwind for us here.
15:18We are going to do more.
15:20As a government, we are not going to sleep till we attract $1 trillion worth of investment
15:25to the great state of Andhra Pradesh.
15:28And I request all the youngsters here to make Andhra Pradesh proud, to make India proud,
15:33and to lead from the front.
15:35So thank you very much for giving me this wonderful opportunity.
15:38I look forward to meeting all of you in the partnership ahead.

16:01While other people have been given targets to complete their building in 12 months,
16:06we are giving you 24 months because I understand that these are high-rise buildings.

16:18We are going to monitor your construction.
16:21And if you don't deliver your targets, I will be here chasing you.
