00:15The senator noted that the National Labor Relations Commission, or NLRC,
00:20hears more than 30,000 cases annually, so cases involving OFWs are often delayed and backlogged.
00:26Senator Tulfo added that although the NLRC is an established institution,
00:32its mandate covers both local and overseas workers,
00:36and this is causing the number of cases it handles to further increase.
00:40The proposed new commission will serve as a special quasi-judicial body
00:45connected to the Department of Migrant Workers with the intent to have a clearer and consistent policy.
