00:00Este es el nuevo formato de 12 minutos con Cristian Mitzkovsky, el primer ministro de Norte de Macedonia.
00:17Gracias por estar aquí.
00:19Gracias por la invitación, por supuesto.
00:20Usted es un candidato muy experiente, si lo puedo decir.
00:26El país la aplicación en marzo de 2004.
00:31Prácticamente empezamos esta jornada más de dos décadas hace, dos décadas y medio, 25 años hace.
00:4025 años hace, nos aprobamos un acuerdo de estabilidad y asociación con la Unión Europea.
00:48En la Unión, nos hemos convertido un país candidato desde 2005, junto con la Unión Europea.
00:54Nosotros recibimos el primer reporte positivo para iniciar las negociaciones en 2009, junto con la Unión Europea.
01:03Y, afortunadamente, estamos en el mismo lugar donde estuvimos 25 años hace, debido a algunas razones artificiales.
01:11No debido a los criterios de Copenhagen, no debido a cumplir algunos objetivos, pero debido a algunos disputos artificiales.
01:21Como si fueran nuestro texto nacionalista, nuestro nombre del pueblo, nuestro nombre, nuestro nombre, nuestro nombre del CLI here.
01:28Constitution this, change of Constitution that.
01:31Again, there is
01:32another hurdle, another
01:34constraint imposed in front of us
01:36for changing of Constitution, so
01:38it's not about
01:39fulfilling recommendations
01:42and Copenhagen. You're calling them
01:44artificial. How does it make
01:46you feel knowing that for over two decades
01:48officially in the candidate status
01:50yet again there is more and more
01:52roadblocks?
01:54We do believe that our
01:56future is in European Union.
01:58We are a part of the European
02:00continent and we do believe
02:02that integration
02:04of Western Balkans in EU
02:06means added value for EU
02:08itself and this
02:10means reunification
02:12on a sort of way
02:14of European continent
02:16and I do think that
02:18the future of my country and
02:20the future of my nation, Macedonians,
02:22is within
02:24European Union and therefore
02:25despite all those
02:27humiliations
02:28and disappointments and
02:30despite the current
02:31frustration which is inside
02:33of our citizens, we do share
02:36the same values.
02:37Let's talk a little more in
02:39detail about some of those.
02:41Right after finding an
02:43arrangement with Greece
02:44you then faced
02:45a veto from Bulgaria
02:47and this is the current
02:49situation.
02:50This issue of unanimity and
02:52then the vetoes obviously is a very
02:54important conversation
02:55and do you know exactly
02:57how long
02:58it can take?
02:59We know what
03:00unanimity means
03:01for us
03:02and
03:03what type of
03:05sacrifice
03:06we've
03:07did in the past
03:08but nevertheless
03:10this is a past.
03:11I would like to
03:12I would like to
03:13talk about
03:14the current situation.
03:16When there was a
03:18press agreement on the table
03:20and when
03:21this name issue
03:23was on the table
03:24a lot of people
03:26from all over the world
03:28came into our capital
03:30in Skopje
03:30trying to convince us
03:32that look
03:32you are the frontrunners
03:34in the region
03:35you are far
03:37far ahead
03:38compared with the other
03:38countries from the
03:39Western Balkans
03:40immediately when you will
03:42provide solution
03:43for this dispute
03:44then
03:44probably
03:45immediately
03:46you've become
03:47a member of NATO
03:48and
03:49it takes probably
03:50it will take probably
03:51four or five years
03:52and you will become
03:54a member of EU.
03:54Those four or five years
03:56expired two years ago
03:57and
03:58we are
03:59at the same place
04:00where we were
04:01two and a half decades ago.
04:03Why?
04:03Because now
04:04a new hurdle
04:05new constraint
04:06is in front of us
04:08again
04:08change of
04:09a constitution.
04:11We need to add
04:12into the preambula
04:14of our constitution
04:16which is a
04:16descriptive part
04:18of our constitution
04:19a part
04:21of
04:22Bulgarian
04:23people
04:24which are
04:25living
04:25in our country
04:26and according to
04:27the last census data
04:28we are talking about
04:29a couple of hundred people
04:31we are not talking about
04:32millions
04:33we are not talking about
04:34hundreds of thousand people
04:35we are talking about
04:36literally
04:37a couple of hundred people
04:39which declared
04:40during the last
04:42census
04:43that
04:44their
04:44mother tongue
04:45is
04:45Bulgarian language
04:46but however
04:48citizens of my country
04:50full of frustration
04:51are asking me
04:53okay
04:53Prime Minister
04:54what is now
04:55what is now
04:56the problem
04:57why we need to
04:58change our
05:00constitution again
05:01okay
05:03if we do this
05:05this will be
05:06the last one
05:07or probably
05:08there will be
05:09some additional
05:09in the future
05:10why we need to
05:13bring
05:13couple of hundred
05:15citizens of our country
05:17into our constitution
05:18we are talking about
05:21violation of someone
05:23human rights
05:23who we are
05:25politicians to judge
05:26whether someone
05:27rights being violated
05:28or not
05:29we can only
05:30misuse that issue
05:32the real institution
05:33which is judging
05:35whether someone
05:36rights being violated
05:37or not
05:37is in Strasbourg
05:38and what
05:39European Court
05:41for Human Rights
05:41says
05:42during the last
05:45couple of years
05:4514 times
05:48in a favor of
05:49Macedonian community
05:51in Bulgaria
05:52and zero times
05:53in a favor of
05:55Bulgarian community
05:56in my country
05:57so
05:59then there is
06:00another question
06:01additional question
06:02why we should
06:03change our
06:03constitution then
06:04why we are not
06:07talking about
06:08Macedonian community
06:09in Bulgaria
06:10what about
06:10their human rights
06:11what about
06:13their human rights
06:15because they are
06:16not allowed
06:17to register
06:18non-governmental
06:20organization
06:20we are not talking
06:21about change
06:22of
06:22Bulgarian
06:24constitution
06:24we are not
06:24talking about
06:25a sort of
06:26reciprocity
06:27we are talking
06:28about
06:29registering
06:30non-governmental
06:31organization
06:32and what we are
06:32saying
06:33okay
06:33previous
06:35the best
06:36corruptive
06:36government
06:37in Europe
06:38accepted
06:39that deal
06:40to change
06:41constitution
06:42suspending
06:42the parliament
06:43in my country
06:45suspending
06:46the voice
06:47of the parliament
06:48in my country
06:48and they are now
06:50in the history
06:50there is a new
06:52government
06:53and this new
06:53government
06:53is saying
06:54okay
06:54those guys
06:57those ladies
06:59and gentlemen
06:59accepted
07:00but what about
07:03international law
07:05what about
07:06resolution
07:07that is protecting
07:08human rights
07:10in the countries
07:11which are
07:12in the perimeter
07:14of European Union
07:15how do you
07:15communicate
07:16that
07:16specifically
07:17with this
07:18community
07:19how do you
07:20build
07:20this dialogue
07:21with them
07:22trying to
07:24convince them
07:25probably
07:25or explain
07:26it to them
07:27you mean
07:28about
07:29Bulgarian community
07:31they have
07:32all the rights
07:33our constitution
07:34is
07:35dead like
07:35they have
07:37literally
07:37all the rights
07:38practically
07:39they are a part
07:41of our institutions
07:42but okay
07:43again
07:44I'm saying
07:44okay
07:45they are in
07:46we are out
07:47this is a bit
07:48of bullying
07:48okay
07:49we would like
07:50to see
07:50ourselves
07:51on the table
07:52in Brussels
07:53and
07:54what is now
07:55the price
07:56and whether
07:56this is the last
07:57price that we
07:58should pay
07:58this is the real
08:00question
08:01how do you see
08:02the other EU
08:02membership hopefuls
08:04the candidate
08:05countries
08:05who are facing
08:07quite similar
08:08obstacles
08:09on their path
08:10what would be
08:10some kind of
08:11piece of advice
08:12that you could
08:13share with your
08:14experience
08:14again given that
08:15you had to
08:16overcome
08:16first one
08:17veto
08:17then the second
08:18one
08:18veto
08:19and then as
08:19you said
08:19who knows
08:21which one
08:22might come
08:23next
08:23I can't
08:24remember
08:25similar
08:27case
08:28maybe in the
08:28past that
08:29was a
08:30dispute between
08:31Slovenia and
08:31Croatia
08:31in the meantime
08:34there is a
08:35certain veto
08:36happening now
08:36with the
08:37candidate countries
08:37as we've heard
08:38with the
08:38president of
08:39Ukraine
08:39I'm talking
08:40about the
08:40past
08:40about the
08:41current
08:41situation
08:42I'm not
08:42surprised
08:43I'm not
08:44surprised that
08:45the similar
08:46situation will
08:46occur in the
08:47future
08:47because if
08:49someone is
08:50witnessing that
08:51this veto
08:52tool works
08:53then we
08:55should apply
08:56the same
08:56recipe
08:57why not
08:58because if
08:59someone dares
09:00to bully
09:01someone else
09:02who wants to
09:03join the
09:03club
09:04why the
09:05other should
09:05be silent
09:06this is not
09:07normal
09:07if we are
09:09accepting that
09:11principle
09:12once
09:12then this
09:13principle will
09:14destroy all
09:15the values
09:16developed by
09:17the
09:18Gasperi Schumann
09:19and Adonauer
09:19when this
09:20organization was
09:22developed
09:22so the
09:24European Union
09:25itself should
09:26ask themselves
09:27what we are
09:28doing
09:29what we are
09:31doing with
09:31this unanimity
09:32and is it
09:34according to the
09:35principles and
09:36values based on
09:38which we've been
09:39developed
09:40and in this
09:41current situation
09:42my final
09:43question to
09:43you would be
09:44how is it
09:45how disappointing
09:46it is for
09:47average Macedonians
09:49to as you say
09:50for over two
09:50decades to be
09:51these are
09:52generations
09:53we've been
09:53waiting for over
09:54two decades
09:55and yet
09:56facing these
09:57roadblocks
09:57are they losing
09:59the motivation
09:59to join the
10:00European Union
10:01no definitely
10:01the support
10:02is the highest
10:03in the region
10:03maybe or
10:04among the
10:05highest in
10:05the region
10:05I'm working
10:06as a professor
10:07and teaching
10:08mechatronics
10:09for me it
10:10was in my
10:11previous life
10:12now I'm the
10:13now I'm the
10:14prime minister
10:15for almost
10:15a year and a
10:16half
10:16but I was
10:18very sorry
10:19when I was
10:20witnessing how
10:21my students
10:22are willing
10:24to depart
10:25from the
10:25country
10:25why because
10:26simply
10:26they were
10:28missing hope
10:29they felt
10:30hopeless
10:31and
10:32most of
10:34them
10:34are living
10:36now in the
10:37in the
10:37European
10:38countries
10:38in the EU
10:39countries
10:39when I was
10:42elected as
10:42a prime
10:43minister
10:43I said
10:43okay
10:44this is a
10:45hurdle
10:45probably
10:46there will
10:47be a lot
10:47of challenges
10:48in front
10:49of us
10:49until the
10:50very end
10:50this is
10:52the destiny
10:53of the
10:53small nations
10:54the big ones
10:55are doing
10:55what they
10:56can
10:56and the
10:56small ones
10:57are doing
10:57what they
10:57must
10:58unfortunately
10:59we are
10:59small
11:00but let's
11:02do our
11:02homework
11:02let's finish
11:03our homework
11:04let's create
11:05a good
11:05environment
11:06let's bring
11:07back home
11:08youngsters
11:08and let's
11:09develop
11:09something
11:10that will
11:10be good
11:12for them
11:12and let's
11:14deliver
11:14homework
11:15that will
11:16impress
11:17EU
11:17and maybe
11:18then
11:19someone from
11:19EU will say
11:20enough is
11:21enough
11:21let's do
11:22something
11:23for them
11:23otherwise
11:24this is
11:26damaging
11:26our values
11:28and practically
11:29this does not
11:31have a future
11:32and that's
11:33why I do
11:34believe that
11:35we need to
11:36finish our
11:36homework
11:37and we are
11:38delivering
11:38since we were
11:40elected as a
11:41government
11:41thank you very
11:42much
11:42we'll have to
11:43wrap it up
11:43here
11:43thank you
11:44for this
11:44experience
11:45and for
11:45sharing it
11:46with us
11:47here
11:47for the
11:47enlargement
11:48talks
11:48that was
11:4812 minutes
11:49with
11:50Prime Minister
11:50of North
11:51Macedonia
11:51Ristian
11:52Mitzkovski
11:52thank you
11:53thank you
11:53for the
11:53invitation
