01:16First of all, Serbs, they have always been pro-Republican-Orienten,
01:24speaking about United States elections,
01:27because we believe that we suffered a lot
01:31from Democratic administration in 1999,
01:36and even after that.
01:39And that's why people very much welcomed President Trump's victory.
01:45And it's very obvious that he has a very large scale of popularity in my country.
01:55At the same time, Russia has been a traditional ally of Serbia
02:03for not many decades, but for centuries.
02:07And that's another reason.
02:09Speaking about European leader,
02:11people are still very rational,
02:14and they think that EU path is the best way
02:19and the best path for Serbia in the future.
02:23But speaking about the leaders,
02:25yeah, I believe that people in my country,
02:26they do respect the President Kosta,
02:33Ursula von der Leyen as a commissioner leader,
02:37particularly because of different behavior
02:43comparing to all the others,
02:45because she was visiting twice or even three times,
02:49not only Belgrade, but the other areas,
02:52southern part of Serbia, which is a very rare case.
02:55That's what our people really respect.
02:58I cannot make comparison in popularity,
03:02but if you ask people,
03:03there is a still majority of people
03:06that would like to join the European Union.
03:10Do you fear that Serbia becomes another Turkey,
03:15dwelling in the European waiting room forever?
03:19Serbia didn't open any single chapter,
03:22any single cluster in the last three and a half years.
03:26It very much coincides with the fact
03:29that at that time, war in Ukraine started.
03:34And we were the only country
03:37that did not impose sanctions against Russia,
03:40although we have always been very supportive
03:42to territorial integrity of Ukraine,
03:45to UN Charter, to UN resolutions.
03:48And we have always been condemning
03:51an incursion and everything
03:54that was going on on Ukrainian territory,
03:57but it was not enough.
03:59At the same time,
04:00I believe that we have to consider all the remarks,
04:07all the demands from the European Union.
04:09We need to change the level of our enthusiasm,
04:13the level of our energy,
04:14to understand what we were doing in a wrong way
04:18and to go much faster.
04:21Just to say a few words to your people here.
04:25When you say Serbia,
04:26it means, comparing to Western Balkans,
04:30it is almost 55% of overall Western Balkans export to EU.
04:36Serbia is regarding that issue
04:38bigger than all the others altogether.
04:39Speaking about FDI attraction,
04:43last three years,
04:44Serbia was more than 60% of overall
04:46in attracting foreign direct investments
04:49than all the others in the Western Balkans.
04:53Much bigger.
04:55And at the same time,
04:58yes, I know that we are facing thousands of doubts
05:03from different member states
05:05because of our relationship with Beijing,
05:08with Moscow.
05:10I cannot,
05:11and I'm not going to justify myself
05:13for talking with someone.
05:16I think it's really stupid
05:17and I'm not a pupil in an elementary school
05:19to tell you the truth.
05:21I believe that everybody should talk to each other
05:24and I think it's very healing
05:28and it doesn't mean that I agree with someone
05:30if I speak to someone.
05:32There's a lot to unpack here of what you said.
05:35We'll come to that in a minute.
05:36But first,
05:38when you travel across Europe,
05:42meeting people,
05:43meeting your counterparts,
05:45how would you rate the support
05:48and the excitement
05:49within the European Union
05:51for a Serbian membership?
05:55It's different.
05:57When I speak to Southerners,
06:01there is much bigger support.
06:03I'm going to meet President Macron in a few days again.
06:08I believe that we have had so far
06:09French support,
06:11Italian support.
06:12I was meeting Giorgio Meloni several times
06:14in the last 12 months.
06:16It's pretty much the same with
06:18Spaniards,
06:19Portuguese,
06:21Greek
06:21and the others.
06:23It's a bit different
06:25when we go to
06:26Benelux countries
06:27and it's a bit different
06:30when we speak to Baltic countries
06:31and Scandinavian countries.
06:33I will have
06:34German Minister of Foreign Affairs
06:36very soon in Belgrade
06:37in a few days.
06:39I have spoken recently
06:40to Chancellor Merz.
06:42We had some good talks
06:43and I hope that
06:43we'll be able to
06:45hosting him soon
06:46in Belgrade,
06:47which means January,
06:47February next year.
06:48When you were in China
06:51earlier this year,
06:52you told a Chinese interviewer
06:55that you didn't sleep
06:56the entire night
06:58before your talks
06:59with President Xi
07:00the next day.
07:02I wonder,
07:04do you experience
07:04the same sleeplessness
07:06before a day of talks
07:07with Ursula von der Leyen?
07:08Do you want to see this?
07:15I'm not a witty person at all.
07:18I believe that I'm
07:19at least
07:21from time to time
07:22too serious
07:23and very responsible.
07:25Yes,
07:25I cannot overcome
07:26this type of jitter
07:27as never ever
07:29and I do
07:31a lot of preparations
07:32and I was doing
07:34a lot of preparations
07:34last night
07:35for my meeting
07:36with Antonio Costa
07:38and I do my best
07:39to analyze,
07:42to scrutinize everything,
07:43to learn by heart
07:45what is necessary
07:46and I'm not ashamed
07:47to say this.
07:48And from time to time
07:49I act
07:50as a student,
07:51you know,
07:52because I believe
07:52that I should be
07:55well prepared
07:55and at least
07:58not to be surprised
07:59in any kind
08:00of discussion
08:00I might have
08:01and this is
08:04not going
08:04to be changed
08:05and I believe
08:06in speaking
08:07to Chinese president
08:08it's a
08:10great opportunity
08:11for
08:11the leader
08:13small guy
08:14from a very proud
08:16country
08:17that might deliver
08:19messages
08:20that he needs
08:21and it's the same
08:22when I speak
08:23to Ursula,
08:23it's the same
08:24when I speak
08:24to Antonio.
08:26I know them
08:27and I met them
08:29more times
08:31than I was
08:33meeting presidency
08:33but that's
08:35how it goes.
08:36Let's talk about
08:37foreign policy,
08:38a topic you're
08:39at loggerheads
08:40with the
08:41European Union.
08:43You have
08:44repeatedly
08:45supported
08:46Ukraine's
08:47territorial integrity
08:48even saying
08:49that Crimea
08:49and Donbass
08:50are and will
08:51always be
08:52part of Ukraine
08:53yet you oppose
08:55the EU's
08:56anti-Russian
08:56sanctions.
08:57Why?
08:58I do not
08:58oppose.
09:00We are not
09:01an EU member
09:02state.
09:03I cannot do
09:04anything on
09:04this.
09:06I cannot
09:06influence it.
09:08But I can
09:09tell you
09:10we are not
09:14a member
09:14of the EU
09:15but nobody
09:18asked us
09:18about anything.
09:20They just
09:20tell us
09:21you have to
09:21align with it.
09:23We were
09:23under sanctions
09:24for many
09:25years
09:25and it
09:27actually
09:28harmed
09:29ordinary
09:29people.
09:30It has
09:31always been
09:32the case
09:32and it
09:33did not
09:33bring the
09:33very best
09:34result.
09:36And
09:36I have
09:39some doubts
09:40about the
09:43outcome of
09:44huge
09:46sanction packages
09:47that were
09:48imposed against
09:49Russia in
09:50the last
09:50three and a
09:51half or
09:52four years
09:52or whatever.
09:54But we
09:57had no
09:57influence on
09:58that.
09:58Speaking about
10:00Ukrainian
10:00territorial
10:02integrity,
10:03it means that
10:04we observe
10:05UN
10:06charter,
10:09UN
10:09resolutions
10:10and all
10:12the values
10:13of
10:14international
10:14public
10:15law.
10:16That's how
10:16it goes.
10:17That's the
10:18way we
10:18protect our
10:19territorial
10:19integrity.
10:21And also
10:21it's easy
10:22to rebook,
10:24it's easy
10:25to
10:25scold
10:27small
10:29countries
10:29like Serbia
10:30which are
10:31not a
10:31member of
10:31the club
10:32because you
10:33have a
10:34usual
10:34suspect,
10:35you have
10:35always a
10:36good
10:36culprit
10:36for
10:37everything.
10:39And even
10:39commissioner
10:40was saying
10:41it's not
10:42fair,
10:42it's not
10:43good,
10:43it's not
10:43nice if
10:44he goes
10:44to Moscow.
10:46Had to
10:46go,
10:47had to
10:47take care
10:48of vital
10:51issues for
10:52my people
10:52and for
10:53my country.
10:54That was
10:55of an
10:55utmost
10:55super
10:56interest of
10:57my people
10:58and of
10:58my country.
10:59But I
11:00didn't hear
11:00that she
11:01was mentioning
11:02or anybody
11:03else was
11:03mentioning
11:04many other
11:05European
11:05leaders.
11:06And I'm
11:06not speaking
11:07about
11:07Viktor Orban.
11:09Many other
11:09European leaders
11:10that were
11:10speaking to
11:11Putin in
11:11the meantime.
11:13And I
11:14went there
11:14after three
11:15years of
11:16war,
11:16not before
11:17that,
11:18and I
11:19wanted to
11:20discuss our
11:20bilateral
11:21issues.
11:22Did not
11:22interfere into
11:23this big
11:25war agenda,
11:27big issues
11:27because I
11:28know my
11:29place,
11:29I know
11:30the place
11:30of my
11:31country.
11:31and I
11:32think it's
11:32a very
11:32fair
11:33response.
11:34And as
11:35you can
11:36see,
11:37I say
11:38what I
11:38think to
11:38you here,
11:39I say
11:40the same
11:40in my
11:40country,
11:41I say
11:41it
11:42everywhere.
11:42You
11:43said last
11:44week in
11:44an interview
11:45with a
11:45German
11:46media outlet
11:47that Serbia
11:48was ready
11:48to sell
11:49ammunition
11:49to EU
11:50countries,
11:51even if
11:52Ukraine
11:52received it.
11:53We were
11:53discussing that
11:54five years
11:55ago.
11:55We were
11:56discussing that
11:57five and
11:57four and
11:58three years
11:58ago.
11:59And I
11:59was saying
12:00to them
12:00the following.
12:02Here's the
12:02story.
12:04We are
12:05able to
12:05produce,
12:06let's
12:06say,
12:08155 to
12:10160,000
12:11of different
12:13type of
12:14shells.
12:15Motor
12:15shells,
12:1560 millimeters,
12:1680,
12:1881,
12:1982 millimeters,
12:20both Soviet
12:20NATO calibres,
12:22120 millimeters,
12:22from all
12:24howitzer
12:25shells,
12:27155,
12:28152,
12:30tank,
12:31rocket
12:31artillery shells,
12:33122,
12:34128,
12:35whatever
12:35millimeters,
12:37which is
12:37still
12:38equal or
12:41a bit more
12:41than France.
12:43And I
12:43said to
12:43them,
12:44we have
12:4530,000
12:46people
12:47that are
12:49dependent
12:49on our
12:52ability
12:53to sell
12:54this
12:54ammunition
12:55to
12:55someone.
12:56Now it's
12:57a good
12:57market.
12:58Whatever we
12:58produce,
12:59we can
12:59sell it.
13:00But when
13:01we sell
13:01it,
13:02then we
13:02got,
13:03but no
13:04one mentioned
13:04that here,
13:05because it
13:06didn't fit
13:07to their
13:07story,
13:08we got
13:09two
13:10very strong
13:12statements
13:13from Russian
13:14foreign
13:14intelligence
13:15against
13:15Serbia and
13:15myself,
13:17because they
13:18found some
13:19shells,
13:19on Ukrainian
13:20side.
13:21Is that
13:22why it
13:22halted the
13:22exports in
13:23June?
13:24That was
13:24one of the
13:25reasons,
13:25because we
13:25didn't want
13:26to arm
13:28up any
13:29war infections.
13:31But now
13:33we have a
13:34problem,
13:35because we
13:36need to sell
13:37it to
13:37someone,
13:38and we'll
13:39sell it to
13:40whomever we
13:41can in
13:43order to
13:43earn some
13:44money,
13:44but we'll
13:44try to
13:45take care
13:46and not
13:48to see
13:48that
13:49ammunition
13:49in that
13:51war zone.
13:53But it
13:55happens from
13:55time to
13:55time.
13:57At the
13:57end,
13:57we'll have
13:58to pay
14:01our workers.
14:03Okay.
14:04So we've
14:05heard...
14:05Tell me,
14:06is there
14:06something that
14:07is not
14:07rational?
14:09No,
14:09no,
14:09absolutely.
14:10I'm not
14:10saying you're
14:10irrational,
14:11but I just
14:11wonder,
14:12what is the
14:12change of
14:13heart?
14:13when in
14:13June you
14:14ban the
14:15exports and
14:16now you're
14:17saying we're
14:18ready to...
14:19It's not a
14:19change.
14:20We need to
14:21survive.
14:21I'm not saying
14:22that we are
14:22going to give
14:23it to Russians
14:24or to
14:24Ukrainians.
14:25I say that we
14:26need to sell
14:26it to someone
14:27in the world.
14:28Okay.
14:28Speaking of
14:29survival,
14:30your country
14:30was once seen
14:31as a front
14:31runner in
14:33the race of
14:33EU membership.
14:34Before the
14:35war in
14:36Ukraine.
14:36Before the
14:36war in
14:36Ukraine.
14:37But now the
14:37EU commission
14:39is saying
14:39there's a
14:40backsliding of
14:41the rule of
14:42law in
14:43Serbia.
14:43Insufficient
14:44reform and
14:45no detectable
14:46progress.
14:48Now my
14:48question is,
14:49is the EU
14:49too harsh
14:50on Serbia?
14:53I would
14:54like to say
14:55that, but I
14:56promised myself
14:57not to do
14:58it.
15:00Yes.
15:02I do my
15:02best to keep
15:03my word.
15:05They asked
15:05me to change
15:07my narrative,
15:08otherwise I
15:08would say
15:09so.
15:10But I'm
15:12not going
15:12to do
15:12it.
15:13It means
15:13that now
15:14let me
15:15use this
15:16great,
15:18even
15:18Euronews
15:19bureaucratic
15:19language.
15:21And you
15:22can see
15:22that I'm
15:23still able
15:27to learn
15:27it.
15:28Serbia is
15:29very much
15:30committed
15:31to its
15:32EU path
15:33and will
15:34take it
15:34in a very
15:35serious and
15:36responsible
15:37way.
15:37All the
15:38remarks,
15:38all the
15:39demands
15:40from EU
15:43partners
15:44and
15:45considering
15:46it will
15:47change our
15:48attitudes and
15:48our stances
15:49on different
15:50issues and
15:51will improve
15:52our behavior
15:54in the future
15:54and we hope
15:56that European
15:56Union will
15:57notice it.
15:58Thank you
15:58very much.
15:59EU
16:03commissioner
16:04of course
16:04said that
16:05Serbia has
16:07too much
16:08presidential
16:08power and
16:09that everything
16:10about
16:13enlargement
16:13is done by
16:14the president
16:15and that's
16:15bad.
16:17What do you
16:17say?
16:17What do you
16:18say to
16:18that?
16:18Fully
16:18agree with
16:19her.
16:23See?
16:23Learned a
16:24lesson.
16:26Okay.
16:28Good news
16:29is I'm not
16:30going to be
16:30the president
16:31within a
16:34year and
16:34month.
16:3513 months.
16:37That's a good
16:37news.
16:38Then some
16:39other people
16:39will do it.
16:40Okay.
16:41I'm going to
16:42talk one
16:42question if I
16:43may sir
16:44about the
16:45domestic
16:45situation.
16:46We've been
16:47seeing protests
16:48for a year
16:49now.
16:50We've been
16:50seeing protests
16:52for 11
16:53years in
16:54Serbia.
16:56All right.
16:56Following the
16:57Novi Sad
16:58catastrophe.
16:59My question
17:00is are you
17:02worried that
17:03things might
17:04get out of
17:05hand?
17:05That there is
17:06an escalation
17:07of the
17:07protests?
17:08And also
17:09if I may.
17:11Do you
17:12think that
17:12the country
17:12is changing
17:13faster than
17:15you have
17:15thought?
17:17Our
17:18country,
17:19I'm amazed
17:20with the
17:21changes that
17:22we provided.
17:24You,
17:24dear Stefan,
17:25come to
17:25Belgrade.
17:26You wouldn't
17:27recognize the
17:28city, not
17:29from your own
17:30experience, but
17:31not even from
17:32the photos
17:33you've seen.
17:35Each time,
17:36let's say,
17:37my friend
17:37Mario David is
17:38coming to
17:38Belgrade.
17:39he has to
17:41realize and
17:42to acknowledge
17:43that he
17:45hasn't seen
17:45such a big
17:46improvement and
17:49changes almost
17:51in any other
17:52country, not
17:53only in our
17:54region.
17:56According to
17:57IMF
17:58anticipation,
18:00Serbia is going
18:00to have the
18:01biggest growth
18:02rate almost in
18:04an entire
18:04Europe in the
18:05next four
18:05years.
18:05speaking about
18:08protests, I
18:09was facing
18:09protests since
18:10I became the
18:11prime minister
18:12in 2014.
18:13Before that, I
18:13was deputy
18:14prime minister
18:14for two
18:15years.
18:17Since then, we
18:17had maybe
18:18altogether six
18:19months without
18:20protests, but
18:22even having in
18:24mind all this
18:25stuff, we were
18:26progressing well
18:27with good growth
18:28rates.
18:28also need to
18:31tell you one
18:32thing.
18:32When I became
18:33the prime
18:33minister, public
18:34debt, just to
18:35see how
18:36disciplined we
18:36were, public
18:37debt to GDP
18:38ratio in
18:39Serbia was
18:4079%.
18:41Now it's
18:4243%, twice
18:44less than
18:45average European
18:46public debt to
18:47GDP ratio.
18:48and for
18:50the first
18:50time in our
18:51history, and
18:52the only
18:52country in
18:53an entire
18:53region, we
18:55got an
18:55investment grade
18:56from Fitch, and
18:58we are getting
18:58it from
18:58Standard as
18:59well, and I
19:00believe within
19:00six months
19:01from Moody's
19:02as well.
19:03It speaks for
19:04itself.
19:05Speaking about
19:05the report, you
19:06see everything
19:08about economy
19:09and fiscal
19:10and financial
19:13stability, great
19:15grades, great
19:17marks, which is
19:18of an utmost
19:18important for
19:19the people, for
19:20the citizens.
19:21And I really
19:23mean, I'll put
19:24my jokes aside, I
19:26really mean that
19:27we need many
19:28things to do
19:30regarding rule
19:31of law, and
19:32we're ready to
19:33participate in that
19:34process, or at
19:34least to be
19:35helpful to the
19:35government.
19:37And I think
19:37that Serbia has
19:38long legs, and
19:41that we can
19:42overtake all the
19:44frontrunners of
19:45today, and that
19:47we can join
19:47European Union,
19:48relatively soon.
19:49Alexander
19:49Vucic, president
19:50of Serbia, thank
19:51you so much for
19:52coming on the
19:52show today.
19:53Thanks a lot.
19:53Thank you.
