00:33Washington alleges state-backed hackers have stolen more than $3 billion in digital assets over the past three years to fund North Korea's nuclear programs.
00:44The sanctions come as U.S. President Donald Trump signals interest in reviving talks with Kim Jong-un,
00:49saying last month that the door remains open for future dialogue.
00:53So far, Kim has rejected any engagement with Washington or Seoul.
