Senate to do away with 'alien' provisions in 2026 budget, Lacson says

The Senate will no longer allow “alien” provisions to be included in the proposed P6.793-trillion national budget for 2026. 00:00The last time we met with the SP and I think Senator Kiko and Senator Bam,

00:07meron kami ka-uusap who offered, mga civilian who offered to help us scrutinize yung budget.

00:14Meron silang mga resource persons na nag-offer ng assistance.

00:19So we welcome and maraming kaming na-discussed doon.

00:24Number one, aalisin talaga namin yung unprogrammed fund.

00:30Ang program of appropriations, matitira lang yung sa foreign assistance.

00:35Of course, yung special purpose, yung contingent, yung mga quick reaction,

00:40hindi naman pwedeng alisin yun kasi paano ko mayroong calamity.

00:44Second, yung full transparency.

00:48Na-discuss na namin ito and we agreed with the Senate President,

00:53Senator Gatselian, na hanggang sa BICAM, fully transparent.

00:57Hindi pa lang niya raw na-figure out how to go about it.

01:01But ang initial step is, hindi na po pwedeng mayroong alien na papasok doon sa disagreeing provisions.

01:09We will limit, for easier monitoring pati,

01:12we'll just limit ourselves to putting up a matrix,

01:17o kaya ay juxtapose lang yung House version against the Senate version,

01:22and we will confine or limit ourselves to synchronize,

01:27to reconcile the disagreeing provisions.

01:30Hindi na po pwede yung wala naman sa House version,

01:32wala naman sa Senate version, papasukan natin ang kung anong version.

01:37Wala na yun.

01:38Kasi that's the real intent or purpose of the bicameral conference,

01:43especially sa budget.

01:45Reconcile the disagreeing provisions.

01:48So at least along that line,

01:50nagkakasundo kami,

01:51and that's a good step

01:53para talagang maging transparent

01:56yung pagpasa natin ng budget,

02:00all the way to the BICAM,

02:02all the way to the Enrolled Bill.
