00:00You know, every day in America, we lose innocent victims to violent crime.
00:05And like a thunderbolt, their lives are taken from them,
00:08and the lives of those who love them and care for them are forever changed.
00:14They didn't do anything, and they didn't ask for it,
00:17but all of a sudden, they simply leave this world, silent victims,
00:23while the rest of us watch the fight between good and evil
00:27that unfolds on streets in the United States every day.
00:33It's why I came to Washington. It's why I took this job.
00:38It's why all of us are here behind me,
00:40from the police chief to the FBI to the prosecutors to the marshals.
00:46We're all in this because of this fight.
00:49And it's why President Trump prioritized Washington to make it safe and beautiful.
00:56But it's why we're now making inroads with over 5,000 arrests
01:01and over 500 guns taken off the street.
01:04But crime is still occurring, but we're solving cases.
01:10And this day is a very special day for everyone who's standing behind me.
01:16Eric Tarpinian, as you know, was a 21-year-old senior
01:19from the University of Massachusetts at Amherst.
01:22Amherst. His life was about being an intern and living in Washington.
01:29I spoke to his mother again today.
01:31His birthday was two days ago.
01:34And she thought that it was an angel that came down
01:38and helped the police to make an arrest in this case.
01:41It was a dream until he walked out onto the street at 10.28 at night
01:47and got shot by a group of punks.
01:51It was 10.28.
01:53He got shot four times.
01:56And they were a crew.
02:00They were the Tyler House.
02:02They were masked up and they were gunned up
02:06and they were ready for a fight.
02:08Who knows about what?
02:10They were just ready for a fight.
02:13And when it was over, there were 79 rounds on the ground.
02:19Two rifles, one 9mm.
02:23Eric died alone.
02:25No mother, no father, no sister.
02:27Why?
02:29Because three teenagers, 2.17, 1.18,
02:35all accustomed to getting away with criminal behavior
02:39because they lived in a district,
02:41they didn't take it seriously.
02:44They never believed they would be punished.
02:46So they kept moving.
02:49Arrested, as you know, were Jalen Lucas,
02:5217 years old, a juvenile,
02:53who will now be tried in adult court
02:56with murder while armed
02:58under the D.C. Code 22-2101,
03:01murder in the first degree.
03:03Kelvin Thomas,
03:04also another 17-year-old juvenile,
03:07charged with the same D.C. Code crime,
03:10murder in the first degree.
03:12But the third defendant,
03:14and I can't thank MPD enough,
03:17along with the marshals and the FBI here,
03:20was arrested and he was presented in court today.
03:25His name is Naquan Lucas.
03:27He was a juvenile also, 18 years old.
