01:32Taiwan is one of the very few countries that hosts international Holocaust Remembrance Day events each year

01:47in recent years commemorations have been attended by the present

01:56in addition to reminding us of the great historic significance behind the phrase

02:04The events also pay tribute to all acts of courage against totalitarianism

02:16Today's global landscape is in a state of constant flux

02:22Taiwan, the United States and Israel may be geographically distant

02:31but we are all firmly committed to freedom, human rights and the rule of law

02:38We stand on the front line against authoritarianism

02:42defending our way of life and our fundamental values

02:46My friends, appeasement has never been the way to stop authoritarian regime

02:57Only the concept of peace through strength can overcome all changes and challenges

03:04This is a maxim that the society of Taiwan, the United States and Israel have stood by for years

03:14Israel's determination and capacity to defend its territory

03:20provides a valuable model for Taiwan

03:24I have always believed that Taiwan needs to channel the spirit of David against Goliath

03:34in standing up to authoritarian coercion

03:36Over the past few years, Taiwan has further bolster its self-defense capabilities

03:47Next year's defense budget, as defined by NATO, will exceed 3.32% of GDP

03:57We aim to reach 5% by 2030

04:01Meanwhile, inspired by Israel's Iron Dome and the U.S. Golden Dome

04:09Taiwan will build its own T-Dome

04:13multi-layer air defense system

04:16Looking ahead, Taiwan will continue to increase military investment

04:22This includes building capacity in the indigenous defense industry

04:30and procuring necessary weapons and technology from other countries

04:35to bolster overall combat capacity

04:39We hope that IPEC will lend Taiwan even greater support and assistance in this matter
