Jammu and Kashmir Chief Minister Omar Abdullah appeared on a special edition of UnPolitics and opened up about the restoration of statehood to the Union Territory, saying that expecting the same government (BJP), who took it away to restore it would be to fool people.

00:00:18and our next guest has just finished one year as chief minister a rather tumultuous year he's not
00:00:29very happy because he had hoped that Jammu in Kashmir would have been given the status of a state
00:00:36restored to the status of a state by now you guessed it right our next guest on on politics is mr. Omar
00:00:59some would say that this tenure the last one year has been passive unassertive disappointing in terms
00:01:09of the promises that you had made where your manifesto comes into question would you agree
00:01:14I would I would humbly beg to disagree the restoration of statehood was concerned do you
00:01:20think it would have been restored by now we had hoped there was not only had we hoped I think
00:01:26it would be fair to say that we had expected but it's been a tough year we've had pehel gum we've
00:01:29had floods so you think it should have still been restored I mean in what way was the elected
00:01:36government responsible for pehel gum all the more reason pehel gum should have been the reason why
00:01:40statehood should have been restored there is still an India Alliance we are a part of the India Alliance
00:01:45as far as I know the Congress heads the India Alliance look at what is playing out in Bihar
00:01:50and the reluctance on the part the reluctance on the part of the India block to even name
00:01:56Tejasvi as the chief ministerial candidate I'm sorry but who else is there other than him how was the
00:02:03relationship with the governor it's a working relationship it's a working relationship better
00:02:08worse than the center
00:02:09Mr. Abdullah thank you for accepting our invitation and joining us on politics it's given us an
00:02:23opportunity to escape the dreadful Delhi air even for a few hours but thank you we're very glad to
00:02:30be here in Srinagar and you know I just I want to welcome you to our podcast on politics and of what
00:02:37is the nature of the show I'm sure you're used to very rich introductions but would you you know
00:02:44for the benefit of our viewers and listeners introduce yourself to sure my name is Omar Abdullah I am the
00:02:52chief minister of Jammu and Kashmir this is my second term in office I have been a member of the
00:02:59legislative assembly of Jammu and Kashmir this is my third term and three terms in the Lok Sabha including
00:03:06one stint in the government of India under Prime Minister Vajpayee to begin with Mr. Abdullah to choose
00:03:18politics from the background that you come from I believe your father was reluctant were you reluctant
00:03:24or did something that was what you wanted to do I think sort of we politics and I chose each other
00:03:31I mean there's no denying that born into a political family it makes entry that much easier
00:03:48but it also brings with it a greater degree of scrutiny and additional pressure but I've always said that
00:03:58if you can't take the good you have no business complaining about the bad I know I've heard this
00:04:05said often that my father was reluctant but at the end of the day he was the party president
00:04:11continues to remain the party president he signed off on my mandate to contest parliament elections
00:04:17if he was that reluctant he wouldn't have put his signature to the paper that allowed me to contest
00:04:24on this party ticket so I think we should take a little bit of his reluctance with a tiny pinch of salt
00:04:31you know what is the stereotypes where you come down to where you know familial legacies are concerned
00:04:36because you were the son was it understood that you take forward that legacy or your sisters were interested
00:04:43not necessarily I mean I started early but if I'd started later and one of my sisters had expressed an interest and dived in
00:04:52I don't think anyone in the family least of all my father would have said no no I have to keep this seat warm for the son
00:04:59and the daughter has no place I belong to a family where my grandmother marched shoulder to shoulder with my grandfather
00:05:09she was equally accomplished in the political arena if people called my grandfather Shere Kashmir
00:05:15they called my grandmother Madhri Mehrban the benevolent mother because of her role in the politics of Jammu and Kashmir
00:05:24so your sisters had no interest
00:05:26no yeah my sisters had no interest but no gender bias
00:05:30but no gender bias
00:05:31well that's heartening to note because that usually is not seen in many political families
00:05:36it's always usually the son that takes forward the legacy
00:05:39but at 28 walking into Lok Sabha
00:05:43most of that had to do with privilege and being an advocate
00:05:47well all of it had to do with belonging to a family
00:05:48I'm glad you admit it
00:05:49so you do admit that you're an advocate
00:05:50absolutely I mean how many people get a mandate to contest the parliament election at the age of 28
00:05:56true
00:05:56so I'll be the first person to admit that belonging to a political family opens doors for you
00:06:03but after that it's what you do with those open doors
00:06:06there are any number of people belonging to political families who have stumbled after the first election
00:06:11I've stumbled, I've gotten up again, stumbled again and gotten up again
00:06:16I think after the first election or two elections really it's your own track record
00:06:21it's very little to do with the family that you belong to
00:06:25you don't deliver, you don't come back
00:06:2728 being a Lok Sabha MP
00:06:31and at 31 being the External Affairs Minister of this country
00:06:34under Mr. Wajpai at that point of time
00:06:37and a part of the NBA
00:06:37well slight difference, Minister of State
00:06:39Minister of M.O.S.
00:06:40a little lower in the pecking order
00:06:43would you think that would be a possibility today
00:06:46to be M.O.S.
00:06:48external affairs
00:06:49well I'd like to believe I've outgrown
00:06:50the post of M.O.S.
00:06:52not you but somebody who's Muslim in this current context
00:06:56in this current government no
00:06:57you don't see that ever happening
00:06:58this government has no Muslim ministers
00:07:00we haven't had a Muslim minister for a number of years
00:07:04if I'm not mistaken
00:07:05this current government has no Muslim representation
00:07:08in the Lok Sabha or the Rajya Sabha
00:07:11at least the BJP
00:07:12I'm not sure
00:07:13I think the allies might have
00:07:14no the allies do have
00:07:15but the BJP has no Muslim Lok Sabha or Rajya Sabha members
00:07:19so it's highly unlikely
00:07:23that you will see a Muslim minister
00:07:27much less a Minister of State for External Affairs
00:07:30doesn't fit the narrative
00:07:31stepping down then
00:07:35and focusing on state politics
00:07:36and taking over the mandate of managing the party
00:07:39then coming in as Chief Minister in 2009
00:07:42how would you see that
00:07:43encapsulate that journey
00:07:45let's not forget that in between
00:07:46there was quite a blip
00:07:48I lost an election
00:07:51I lost an assembly election
00:07:53from a seat that was considered a safe family seat
00:07:57we then went from a two thirds majority
00:08:00in the assembly
00:08:01to being an opposition party
00:08:04with the Congress PDP coalition
00:08:06coming into existence
00:08:08and that lasted us for more than five years
00:08:10but then as I said
00:08:12you sort of dust yourself off
00:08:14you go back to the people
00:08:15and you come back with a mandate
00:08:18and that's what we did
00:08:20so yes
00:08:21we had a mandate from the people in 2009
00:08:24and I was Chief Minister
00:08:26until January of 2015
00:08:28Mr. Uddal
00:08:29I'm going to come back to the fact that
00:08:32on your first term as Chief Minister
00:08:34and do you have any regrets
00:08:35in what many had to say
00:08:37of your leadership at that point of time
00:08:39but let's come back to
00:08:40you know
00:08:41the latest
00:08:42you had Rajya Sabha elections yesterday
00:08:44and there were four seats
00:08:46and you managed to win just three
00:08:48one was expecting you'd win all four
00:08:51I don't think just three
00:08:51is quite the right use of the word just
00:08:54we won three out of four
00:08:56but shouldn't you have won all four
00:08:57where the numbers were concerned
00:08:58and the support that you had
00:08:59look the fourth was always going to be touch and go
00:09:01it was literally down to the wire
00:09:04because you needed 29 to win
00:09:06and the BJP already had 28
00:09:08one legislator
00:09:12well not an independent
00:09:15but belonging to a small party
00:09:16had already to the benefit of the BJP
00:09:19said that he would abstain from voting
00:09:21so we started the fourth seat election
00:09:24at a disadvantage
00:09:25that said
00:09:28I'll be the first person to admit
00:09:29and I said as much yesterday
00:09:30that I am disappointed
00:09:32that people who on the face of it
00:09:34promised their support to us
00:09:36obviously went into the polling booth
00:09:38and had already done
00:09:39some sort of deal with the BJP
00:09:41what sort of deal that was
00:09:43that's between them and their conscience
00:09:45but Mr. Abdullah
00:09:46the BJP did defy electoral arthematics
00:09:48they have 28
00:09:49they got 32 votes
00:09:51yes
00:09:51right
00:09:51and this is no secret ballot
00:09:53it's not that
00:09:54people don't know
00:09:55so you do know
00:09:55no it is
00:09:56it is a secret ballot
00:09:57see the only thing I do know
00:09:59you would know by now
00:10:01where the four votes came from
00:10:03every single national conference voter
00:10:05MLA
00:10:06voted for the party candidates
00:10:09so not a single national conference vote
00:10:11went to the BJP
00:10:13now I can't say the same
00:10:15for any of the others
00:10:16because they didn't show their votes
00:10:18to the national conference agent
00:10:20nor are they allowed to
00:10:21the congress showed their votes
00:10:23to their own chief agent
00:10:25the PDP didn't have a chief agent
00:10:27and the independents
00:10:28don't show their votes to anybody
00:10:29so who's to say
00:10:31that four of those independents
00:10:33but you said you were let down
00:10:34do you know who let you down
00:10:35well
00:10:36I think most of the people
00:10:37of Jammu
00:10:38at least most of the people
00:10:39in Kashmir
00:10:39seem to know
00:10:40who the people were
00:10:41who let us down
00:10:42who are those
00:10:44people know
00:10:45we'll leave it at that
00:10:46you got a letter of support
00:10:48from the congress
00:10:49which said that
00:10:49we are putting our differences aside
00:10:51but we are with you
00:10:52did you believe that
00:10:54I
00:10:56they have no reason
00:10:57not to take the congress
00:10:58at face value
00:10:59or the PDP
00:11:01because the three that they had
00:11:02they said they pled support to you
00:11:03yes
00:11:04and I'd like to believe
00:11:05that their support
00:11:06translated into votes
00:11:08but again as I said
00:11:09it's between
00:11:11them and their conscience
00:11:13I do
00:11:13appreciate
00:11:14that they
00:11:15openly announced
00:11:17that they would vote
00:11:17in our favour
00:11:18and we're grateful for that
00:11:20clearly somebody hasn't
00:11:21and it's from the
00:11:21well
00:11:22look
00:11:22the BJP
00:11:24has claimed
00:11:25the winning BJP
00:11:26candidate has claimed
00:11:27that he got
00:11:28four independents
00:11:29that said
00:11:30the speculation
00:11:31on the ground
00:11:32goes a bit beyond that
00:11:34but again
00:11:35what's done
00:11:38is done
00:11:38there is no doubt
00:11:39that over the next few days
00:11:41we will get to know
00:11:42who the people were
00:11:43who didn't vote for us
00:11:45and the people of
00:11:45Jamun Kashmir
00:11:46will know
00:11:46who the people are
00:11:47who
00:11:48on the face of it
00:11:49say they're opposed
00:11:51to the BJP
00:11:51but are quite happy
00:11:53to strike a deal
00:11:53with them
00:11:54and the BJP
00:11:55is well known
00:11:56for being able
00:11:58to manage
00:11:59these sort of things
00:12:00whether
00:12:01by instilling
00:12:03fear in people
00:12:03or by
00:12:05convincing them
00:12:08to shift
00:12:10their support
00:12:11Mr. Abdullah
00:12:12with what
00:12:13how the Rajya Sabha
00:12:14elections have
00:12:15panned out
00:12:15because yes
00:12:16you've won three
00:12:17congratulations on that
00:12:18but you should have
00:12:19won four
00:12:19and
00:12:20well
00:12:21yes
00:12:22winning the fourth
00:12:23was a numerical possibility
00:12:24but I'll again
00:12:25make the point
00:12:26it was always
00:12:27a difficult election
00:12:28to start with
00:12:29it would have been
00:12:30easier for us
00:12:31to win this seat
00:12:32had the Congress
00:12:32agreed to fight it
00:12:33but the Congress
00:12:34said this was an unsafe seat
00:12:35because there are people
00:12:36who are ideologically
00:12:37opposed to the
00:12:38National Conference
00:12:39who perhaps
00:12:40would have found it
00:12:41easier to vote
00:12:41for the Congress
00:12:42but the Congress
00:12:44wanted one of the first
00:12:45two safe seats
00:12:45why
00:12:46that's what they told you
00:12:48well
00:12:48they may have done
00:12:49I made it very clear
00:12:50to the General Secretary
00:12:51in charge of the Congress
00:12:52that that's not a possibility
00:12:54with six MLAs
00:12:56in the House
00:12:56you're not going to be able
00:12:58to tell us
00:12:59to give you a safe seat
00:13:00we are
00:13:01we are the sort of party
00:13:02that
00:13:02when convinced
00:13:05of the argument
00:13:05are happy to make
00:13:06the sacrifice
00:13:07in the Rajya Sabha
00:13:09elections
00:13:09in 2015
00:13:10that seat should have
00:13:12gone to the National Conference
00:13:13my father should have
00:13:15gone to the Rajya Sabha
00:13:16but at that time
00:13:17the Congress
00:13:18appealed to us
00:13:19saying that they want
00:13:20to send
00:13:20Gulam Navi Azad
00:13:21so that he can continue
00:13:22as leader of the opposition
00:13:24and we withdrew our claim
00:13:25on a seat
00:13:26that should have been ours
00:13:27the Congress's demand
00:13:31for a safe seat
00:13:32and how the Rajya Sabha
00:13:34elections played out
00:13:35where at least
00:13:36you know
00:13:37your alliance is concerned
00:13:38because
00:13:38A. Is there an alliance?
00:13:40Of course there's an alliance
00:13:40there is still an India alliance?
00:13:42We are a part of the India alliance
00:13:43and as far as I know
00:13:45the Congress heads
00:13:46the India alliance
00:13:47but you question that
00:13:48many a time
00:13:48saying is there an alliance
00:13:49or not?
00:13:50No, no
00:13:50there is a
00:13:51look
00:13:52I have questioned
00:13:53the modalities
00:13:54of the India bloc
00:13:55from time to time
00:13:56I have talked about
00:13:58the absence
00:13:58of regular meetings
00:14:00and
00:14:00sort of consultation
00:14:02I think
00:14:03there are times
00:14:05when we are
00:14:06our own worst enemies
00:14:06look at what is
00:14:08playing out in Bihar
00:14:09and the reluctance
00:14:10on the part
00:14:11the reluctance
00:14:12on the part
00:14:12of the India bloc
00:14:13to even name
00:14:14Tejasvi
00:14:16as the chief
00:14:17ministerial candidate
00:14:18I'm sorry
00:14:18but who else is there
00:14:19other than him
00:14:20and when
00:14:22this sort of reluctance
00:14:23plays out
00:14:24in the public domain
00:14:25or you have
00:14:26friendly contests
00:14:28we've been victim
00:14:29of these sort of
00:14:30friendly contests
00:14:31in our assembly election
00:14:33a little more
00:14:34than a year ago
00:14:35there is nothing
00:14:37like a friendly contest
00:14:38either you're fighting
00:14:39or you're not fighting
00:14:39and we had seats
00:14:42where a so-called
00:14:43friendly contest
00:14:44the congress guy
00:14:45was abusing us
00:14:46more than the BJP fellow
00:14:47was
00:14:47so
00:14:48these are the things
00:14:51that I've
00:14:52asked questions about
00:14:54but
00:14:55as of now
00:14:56the India bloc
00:14:56exists
00:14:57and we are a part of it
00:14:58how do you think
00:15:01the India bloc
00:15:02has managed
00:15:04things
00:15:04in
00:15:05Bihar
00:15:06especially
00:15:07especially
00:15:07because
00:15:08we still don't know
00:15:09what the seat sharing
00:15:10formula is
00:15:11they've gone into
00:15:12an election
00:15:12well there is no
00:15:13seat
00:15:13I mean
00:15:14the seat sharing
00:15:16formula has left
00:15:17a number of seats
00:15:18unshared
00:15:19surprisingly
00:15:21it was the NDA
00:15:22that had a smoother
00:15:23seat sharing
00:15:25arrangement
00:15:26where everybody
00:15:27expected that
00:15:28they would be
00:15:28the ones
00:15:28that would have
00:15:29the trouble
00:15:30and also
00:15:32look
00:15:32I mean
00:15:33in the case
00:15:34of Jammu and Kashmir
00:15:34the election
00:15:36came at us
00:15:36sort of as a surprise
00:15:38it wasn't
00:15:39as per schedule
00:15:40it was after
00:15:41the intervention
00:15:41of the Supreme Court
00:15:42whereas for Bihar
00:15:43everybody knew
00:15:44that this election
00:15:45was going to happen
00:15:46so why
00:15:48these sort of things
00:15:49are left to the
00:15:49very last minute
00:15:50and then in a number
00:15:51of cases
00:15:51left undone
00:15:52is something
00:15:54that we can only
00:15:55speculate about
00:15:55because we are not
00:15:56on the ground there
00:15:57but you are a part
00:15:58of the alliance
00:15:58yes but
00:15:59this is an alliance
00:16:01that is
00:16:01I mean this is
00:16:02Bihar
00:16:03it is not for
00:16:05the national conference
00:16:06or any other
00:16:07constituent of the
00:16:08India bloc
00:16:09but the systematic
00:16:09issues remain the same
00:16:11which were with you
00:16:11about a year ago
00:16:12well they are
00:16:13it is true
00:16:13the same issues
00:16:14remain in Bihar
00:16:15what we saw
00:16:16in JNK
00:16:17has also played out
00:16:18in Bihar
00:16:19you have
00:16:20you have a situation
00:16:21where one of your
00:16:22other allies
00:16:24in Jarkhand
00:16:25is now
00:16:26sort of
00:16:27I think
00:16:27if I am not mistaken
00:16:28fighting
00:16:30the entire election
00:16:31on their own
00:16:33because they
00:16:33weren't accommodated
00:16:34so
00:16:35I mean
00:16:36there are
00:16:37real issues
00:16:39that crop up
00:16:40from time to time
00:16:41and I think
00:16:41again I make the point
00:16:43part of the reason
00:16:43is because
00:16:44perhaps we don't talk
00:16:45as frequently
00:16:46as we should
00:16:48who do you think
00:16:49is responsible
00:16:50for these issues
00:16:51is it the Congress
00:16:52because it seems
00:16:52to be the Congress
00:16:53well I think
00:16:54it is the collective
00:16:55responsibility
00:16:56of the larger
00:16:56constituents
00:16:57of the India Bloc
00:16:58I don't want
00:16:59to put the blame
00:17:00purely at the door
00:17:01of the Congress
00:17:02it takes two hands
00:17:03to clap
00:17:03in any seat sharing
00:17:05arrangement
00:17:05it has to be agreed
00:17:07by two parties
00:17:07in the case of
00:17:08Jammu and Kashmir
00:17:09it would be unfair
00:17:10on my part
00:17:11to say Congress
00:17:11was solely to blame
00:17:12we also were stubborn
00:17:14on some seats
00:17:14we also felt
00:17:16that it was
00:17:17impossible for us
00:17:20to surrender
00:17:21some of those seats
00:17:22so for me to suggest
00:17:24that Bihar
00:17:25is purely
00:17:25the result
00:17:27of stubbornness
00:17:28or obstinacy
00:17:29on the part
00:17:29of the Congress
00:17:30would be wrong
00:17:30but in a state
00:17:32Mr. Abdullah
00:17:33where the last time
00:17:34the winning margin
00:17:35overall was less
00:17:36than about 13,000 votes
00:17:37to have friendly fights
00:17:38which from 13
00:17:39have now come down
00:17:40to 10
00:17:40is it even plausible
00:17:43to think
00:17:43that this could work
00:17:44look as I said
00:17:46from my own experience
00:17:48friendly fights
00:17:49seldom remain friendly
00:17:50but that's the nature
00:17:54of pre-poll
00:17:55seat sharing arrangements
00:17:56we don't always
00:17:58get it right
00:17:58so you think two things
00:17:59you think
00:18:00A. the Congress
00:18:00should have maybe
00:18:01announced the chief
00:18:02ministerial candidate
00:18:03as Tejasvi
00:18:04well I think
00:18:04we didn't need
00:18:07to be as reluctant
00:18:08as we seem to have been
00:18:09to endorse Tejasvi
00:18:10as the chief
00:18:11ministerial candidate
00:18:12because to my mind
00:18:13I don't think
00:18:14there is anybody else
00:18:15but I will add
00:18:17the caveat that
00:18:18I mean here I am
00:18:19sitting in Srinagar
00:18:20I am not in Patna
00:18:21and then who am I
00:18:24to sort of
00:18:25comment
00:18:26You know you're a big part
00:18:27of the alliance
00:18:27you have agreed
00:18:28Maybe but I mean
00:18:29I think I would
00:18:31I would
00:18:31I would take
00:18:33with a pinch of salt
00:18:34advice that came to me
00:18:36from Bihar
00:18:37as to how to deal
00:18:38with an alliance
00:18:38in Jammu and Kashmir
00:18:39and I'm sure
00:18:40they'll do the same
00:18:41with my advice
00:18:41and fair enough
00:18:42No fair enough
00:18:43but there is
00:18:45a clear and present
00:18:47issue where
00:18:48regional partners
00:18:49of the Congress
00:18:50come into question
00:18:51it's the same story
00:18:52which plays out
00:18:52in West Bengal
00:18:53which is now
00:18:54playing out in Bihar
00:18:55which played out
00:18:55in your state
00:18:56about a year ago
00:18:57so there is an issue
00:18:58Well clearly there is
00:19:00There is an issue
00:19:01which remains
00:19:01unaddressed
00:19:02seat sharing
00:19:03seat sharing
00:19:03with the Congress
00:19:05clearly poses
00:19:07more problems
00:19:08for allies
00:19:09than seat sharing
00:19:10with the BJP
00:19:11and I'm
00:19:12I'm going
00:19:12simply by
00:19:14the experience
00:19:15of let's say
00:19:15Maharashtra
00:19:16and Bihar
00:19:17it seems
00:19:20that one alliance
00:19:21is able
00:19:23to seal
00:19:24their
00:19:24sort of
00:19:25seat sharing
00:19:26a little bit
00:19:26more smoothly
00:19:27than the other
00:19:28is
00:19:28and that is
00:19:32problematic
00:19:32for an alliance
00:19:33you yourself
00:19:36have
00:19:36you know
00:19:37let me put it
00:19:38this way
00:19:39you yourself
00:19:39have said
00:19:40that the Congress
00:19:41needs to earn
00:19:41its space
00:19:42has it earned
00:19:43its space
00:19:43in what context
00:19:46to be the
00:19:47fulcrum of your
00:19:47alliance
00:19:48is there any
00:19:50other party
00:19:50that has a
00:19:51pan India presence
00:19:51is there any
00:19:53other leader
00:19:53that has
00:19:54pan India
00:19:54acceptability
00:19:55we are all
00:19:56confined to our
00:19:57own little
00:19:57areas
00:19:58little or big
00:19:59but we don't
00:20:00go beyond them
00:20:01Tejasvi doesn't
00:20:03go beyond
00:20:04Bihar
00:20:04Akilesh
00:20:07steps out
00:20:09of UP
00:20:09but really
00:20:11his base
00:20:11is there
00:20:12Sharad Pawar
00:20:13doesn't go
00:20:14beyond Maharashtra
00:20:15Mamta Didi
00:20:17doesn't go
00:20:18beyond West
00:20:18Bengal
00:20:18and so on
00:20:20and so forth
00:20:20so has the
00:20:20Congress earned
00:20:21its space
00:20:21because I'm
00:20:22only quoting
00:20:23what you said
00:20:23unless you
00:20:26can show me
00:20:26an alternative
00:20:27national party
00:20:29that can
00:20:30lay claim
00:20:31to a leadership
00:20:32role in an
00:20:34opposition alliance
00:20:35yes the
00:20:35Congress is
00:20:36the fulcrum
00:20:37around which
00:20:38opposition efforts
00:20:40will have to be
00:20:40and the Gandhis
00:20:41need to be
00:20:41the spearhead
00:20:42of that
00:20:42fulcrum
00:20:43well the
00:20:43Gandhis are
00:20:44the fulcrum
00:20:44of the
00:20:44Congress
00:20:45the Congress
00:20:46is the
00:20:46fulcrum
00:20:46of any
00:20:47opposition
00:20:48alliance
00:20:48so as
00:20:49dysfunctional
00:20:49it is
00:20:49it needs
00:20:50to persist
00:20:51as of now
00:20:52I am not
00:20:52going to
00:20:52comment on
00:20:53the internal
00:20:54workings
00:20:54of the
00:20:55Congress
00:20:55party
00:20:55no
00:20:56dysfunctional
