00:17and Peace on Wednesday where he made an urgent call for unity against the conflict in the
00:22Caribbean. Colombian President Gustavo Petro informed he will not attend the 10th summit
00:30of the Americas following the exclusion of Cuba, Nicaragua and Venezuela from the event.
00:38And in Ecuador, the number of deaths caused by police repression amid the ongoing anti-government
00:44protest rises to three. Hello and welcome to From the South, I'm Alejandra Garcia from
00:53Telesur Studios in Havana, Cuba. We begin with an ease.
01:09In Venezuela, President Nicolás Maduro led a session of the National Council of Sovereignty
01:14and Peace on Wednesday where he made an urgent call for unity against the conflict in the
01:18Caribbean. From the Teresa Carreño theater in Caracas, the President emphasized the need
01:23to build a large national and international movement divided into sectors whose objective
01:29is to continue strengthening the consensus against the war and in favor of peace in the
01:34region. In this regard, the head of state urged a mobilization without precedent of all the
01:39actors in society to unite under a clear slogan, say no to war in the Caribbean, say no to war
01:45in South America and say yes to peace. Furthermore, the President urged to bring the truth about
01:51Venezuela to the attention of the US public. And on the other hand, President Nicolás Maduro
01:56informed about the progress of the Back to the Homeland Government plan, detailing the arrival of 77th flight
02:02from the United States, while also condemning the xenophobia that links national identity
02:08with criminality. In this context, President Nicolás Maduro described the sanctions imposed
02:17on the country as silent missiles, noting that they not only harmed the country's economic, social
02:24and political well-being, but also affected thousands of Venezuelans.
02:31I think it's a very pertinent message, given that a group of Venezuelans had to leave the country
02:37due to a brutal economic war, silent missiles that aimed to destroy the economic, social and political
02:45body of the country. They found the demon of xenophobic campaigns and xenophobic treatment, especially
02:59in the United States, where they try to lie every day and claim that Venezuelans are something like
03:06a criminal gang that we defeated and exterminated here. The famous trend de Aragua.
03:11The people of Aragua are not the trend de Aragua, nor is Venezuela the trend de Aragua. Venezuela is a
03:27country of decent, honest, hard-working, caring and humane people.
03:32They must stop making discriminatory and xenophobic statements and stop comparing the Venezuelan identity
03:46to criminal groups that have been attacked and exterminated in Venezuela.
03:53In this sense, the Secretary of the National Council for Sovereignty and Peace, Jorge Rodriguez, emphasized that the
03:59meeting aims to bring together all sectors of the country for the comprehensive defense of Venezuela.
04:07Venezuelans, from all political, cultural, economic, social, religious, academic,
04:16working-class, working-class, farming, fishers of this country,
04:25with the intention and purpose of coming together to actively defend the peace of the Bolivarian Republic of Venezuela,
04:35an active defense of our most precious asset,
04:38our independence, sovereignty, respect, and protection of the sacred territory of our republic.
04:53We are staying in Venezuela. On Wednesday, the country began activating the comprehensive defense
04:58management bodies ODI in the cities of Caracas and Miranda as part of Operation Independence 200.
05:05The head of the Caracas government, Hanuk Nahum Fernandez, led the activation of the 299th
05:11communal ODDI in compliance with the 27th territorial action initiated by President Nicolás Maduro Fernández,
05:20stated that in each communal axis of structured and organized militias, the people have taken up to the
05:26call of the homeland. He also provided details on the main objectives of the ODI in the city of Caracas in
05:32defense of national sovereignty.
05:45In this context, the Venezuelan President Nicolás Maduro welcomed the activation of the
05:49integral defense management bodies and their 27 territorial actions.
05:53Each integral defense zone that is activated sets an example and exceeds expectations,
06:06so we exceed expectations day by day in preparing for defense, preparing the active, creative,
06:12and prolonged popular resistance, and remaining on the offensive with the initiative. Venezuela belongs to
06:19the Venezuelan people, and we will continue to win peace by exercising our full sovereignty
06:24and defending the right to life and joy of a people who are building their greatest possible happiness.
06:35The Venezuelan President also described the military and police deployment on the
06:39country's Caribbean coast as an absolute success. An absolute success, the activation and completion of
06:49the 27 comprehensive defense tasks in Sucur, Nueva Esparta, and Delta Macuero, along the entire Caribbean
06:57Atlantic coast of Venezuela, exercising sovereignty, deploying equipment, and activating the entire military,
07:05police, police, and popular forces. Today, also dawned with heavy rain and thunderstorms throughout the
07:11Caracas and Miranda region, but nothing stopped the exercise.
07:19With a march in the city of Caracas, Venezuelans celebrated the activation of the integral defense
07:24bodies in the capital guaranteeing stability and national defense. Attended by local authorities,
07:30the mobilization started from the Mamera neighborhood in support of the measure,
07:34promoted by the national government. At the same time, civil, military, and police
07:38risk exercises have been underway in that area since Wednesday as part of the organization and
07:44protection of the people. With the implementation of the Caracas integral defense body, public order
07:50maintenance operations have now been activated across the capital.

08:21Welcome back to From the South. In a communique, the Bolivarian Republic of Venezuela has rejected
08:27the aggressive and extravagant statements of the President of the United States in which he publicly
08:32admitted to have authorized operations against the peace and stability of Venezuela. The communique reads,
08:38This unprecedented statement constitutes a grave violation of international law and the Charter of
08:44the United Nations obliging the community of countries to denounce these declarations,
08:49which are clearly excessive and inconceivable. We observe with extreme alarm the use of the CIA,
08:55as well as the announced military deployments in the Caribbean, which constitute a policy of aggression,
09:01threat, and harassment against Venezuela. The communique denounces such maneuvers are clearly intended
09:07to legitimize a regime change operation with the ultimate aim of ceasing control of Venezuela's
09:14oil resources. Furthermore, the statements of the U.S. President seek to stigmatize Venezuela and
09:20Latin American migration feeling xenophobic and dangerous discourse. The communique concludes,
09:25Tomorrow, our permanent admission to the United Nations will present this denunciation to the Security
09:32Council and the Secretary General demanding accountability from the government of the United
09:36States and to adopt and the adoption of urgent measures to prevent a military escalation in the
09:42Caribbean, a peace zone declared by the SELEC in 2014. The international community must understand
09:49that impunity for these acts that will have dangerous political consequences that must be stopped
09:55immediately.

10:07Midterm Ministerial Conference in Uganda to be held on October 15th and 16th to express their serious
10:14concern about the ongoing developments in the Caribbean region. Through a communique, the Ministers of
10:19Foreign Affairs of the Non-Aligned Movement recalled the statement issued by the Coordinating Bureau on
10:25September 19th, 2025 and regretted that, since then, the situation on the ground has only escalated,
10:32including as a result of the deployment of additional extra-regional military forces and assets,
10:38coupled with further hostile actions, intimidatory threats and even more aggressive rhetoric.
10:44It continues. The Ministers of Foreign Affairs took note of the discussions recently held on this
10:50subject in the Security Council of the United Nations on October 10th, 2025, in which a common
10:57understanding emerged and the need to strictly adhere to the purposes and principles enshrined in the

11:42the political independence of any state, while also expressing their solidarity with the people
11:47and government of the Bolivarian Republic of Venezuela.
11:50The Chinese government denounced the tensions caused by U.S. military actions near Venezuela
12:01and the risk that this deployment poses to the maintenance of Latin America and the Caribbean
12:05as a zone of peace. At a press conference in Beijing, the spokesperson of the Ministry of Foreign
12:10Affairs, Lin Jian, reaffirmed that China opposes external forces interfering in Venezuela's internal
12:17affairs under any pretext. This declaration came after the United States announced on Tuesday that
12:24it had attacked a vessel in waters near the coast of Venezuela, killing six people. In this scenario of
12:31growing hostility from the United States in the Caribbean, China rejected any action of interference
12:37and called for compliance with bilateral and multilateral legal frameworks.
12:41China opposes the use or threat of using force in international relations and rejects any
12:55interference in Venezuela's internal affairs by external forces under any pretext. China supports

13:05of Latin America and the Caribbean on establishing a nuclear weapons-free zone and opposes any actions that
13:11undermine the peace and stability of Latin America and the Caribbean. China consistently supports
13:16enhanced international cooperation to combat transnational crime and opposes the U.S. unilateral
13:21so-called law enforcement actions against vessels of other countries that exceed reasonable and
13:25necessary limits. China urges the U.S. to engage in normal law enforcement and judicial cooperation

13:49speech delivered by the Commander Hugo Chavez on October 20th, 2012 during the Council of Ministers at the Miraflores Palace.
13:56The central theme was the seven transformations based on the organization of popular power as government in the territory.
14:02territory. Also, the advances in the organization of popular power were highlighted and strategic
14:09lines were drawn to strengthen the transition from communal circuits to communes and to
14:15promote self-government rooms and banks. On the other hand, Vice President Delce Rodriguez
14:20pointed out that October 20th will mark the 13th anniversary of the Golpe de DimĂłn with
14:26an event that will bring together all the communal circuits that have been strengthened
14:31and have become tools of sovereignty and resilience.
14:43We are already reviewing from the system of the Popular Government Room that coordinates
14:49the Executive Vice Presidency with the entire Vice Presidential Council.
14:54As you know, we have been working with the common circuits, the communes, and the communal
15:05councils articulating around the plan of the seven transformations, which means governing
15:11in the territory.
15:17Delce Rodriguez also stated that the Venezuelan people have found their own way to overcome
15:22the criminal blockade imposed by the U.S. government.
15:28And most importantly, guaranteeing food in the territory is a strategic objective of the
15:34first transformation that also allows us, and we are seeing this in the economic circuits,
15:41to overcome the criminal blockade against Venezuela. Venezuela has found its own path, and we are in
15:48the process of consolidating the role of community organizations in the national economic circuit.
15:55And in other information, the 8th Russian Energy Week International Forum moves forward in Moscow with the
16:03participation of more than 80 countries from around the world. Under the slogan creating the
16:08energy of the future together, the forum seeks to achieve a balance and define directions for
16:14global energy development. During the event, an exhibition of technological equipment will be held to promote
16:19trade, innovation, and agreements between participating countries. With more than 5,000 people in
16:26attendance, the event will take place until Friday, October 17, 2025. The space will serve to host the
16:34debates regarding the challenges facing the Russian and global energy and fuel sector as well, and the
16:39exchange of views on its trends and cooperation prospects.
16:43And the Venezuelan vice president also confirmed that 26% of global oil production is under illegal sanctions.
16:5426% of world oil production is under sanctions, and 43% of world reserves are under illegal sanctions.
17:06Unilateral coercive measures. This calls on us to reflect on what the impact will be on future
17:16investments in these countries that are legally sanctioned. How are we going to guarantee the future
17:23to be able to meet that demand that is already projected to grow?

17:57Welcome back to From the South. Colombian president Gustavo Petro announced that he will not attend the 10th
18:04summit of the Americas, which will take place on December 2025 in the Dominican Republic. The declaration
18:10happens after the Dominican Ministry of Foreign Affairs informed that the government of Luis Abinader
18:15decided not to invite Cuba, Nicaragua, and Venezuela to the event to which Petro responded that dialogue
18:22does not begin with exclusions. Let's recall that Mexican president Claudia Sheinbaum also expressed her
18:28non-attendance to the event due to her disagreement with the Dominican government's decision. The
18:34exclusion comes in a context of escalating hostilities by the United States in Latin America and the Caribbean.
18:45Moreover, in his announcement, Colombian president Gustavo Petro also unveiled what he had proposed
18:52a select U.S. meeting to Washington to study the economic integration of a greater America, adding
18:58that there was no response and what we have is aggression in the Caribbean, which had been established
19:04as a zone of peace. In his closing remarks, the Colombian head of state added, I believe that Latin
19:10America's path is the most open and profound relations with the world. Latin America does not
19:16need to take sides in the ever-changing trade competitions of powerful nations.
19:25And in other informations, we go to Ecuador. The number of deaths caused by police repression rises
19:30to three, while the national strike is still ongoing after 24 days. On Wednesday, the Kishwa Saraguro
19:38people confirmed the murder of Rosalena Paqui due to cardiorespiratory arrest caused by the inhalation
19:44of tear gas used indiscriminately by the police. The indigenous movement also confirmed the death of
19:50Jose Huaman, who was fighting for his life after being injured in Otavalo, adding that a third victim
19:58to the repression. Indigenous groups condemned the attacks on demonstrators protesting against Daniel
20:03La Voa's neoliberal policies. And in this context, they reported aggressions perpetrated by
20:08hundreds of police and military personnel and denounced the presence of law enforcement officers
20:13dressed in civilian clothing. Ecuador encouraged the government to end the repression, respect human
20:19rights and bring justice for those who have been killed in defense of the people.
20:30And in other topics, Panama's National Assembly debates granting a 60-day strike period for teaching
20:36staff without the risk of being fired. The Democratic Revolutionary Party proposes to regulate the law on the
20:43right to strike as it is not governed by the labor code despite being guaranteed in the country's constitution.
20:50The Panamanian Foreign Ministry, through the International Labor Organization, opposed the
20:55inclusion of the right to strike in the labor agreements. In this regard, lawmakers propose granting a
21:0260-day strike period in response to demands condemning the limit on protests.
21:06And the Republic of Ghana received a group of 14 West African citizens deported from the United States
21:16under an agreement between the two countries. According to a representative of the migrants,
21:21the group arrived on Monday, bringing the total number of deportees accepted by the Ghanaian government to
21:2742. In this regard, social organizations claim that the agreement with Washington is unconstitutional,
21:34because the Ghanaian parliament didn't approve it. Dozens of deportees have been sent to Africa since
21:41July 2025, after Donald Trump's government agreed with at least five African countries to receive
21:48migrants under a third country deportation program.
21:53In Palestine, despite the ceasefire between Israel and Hamas, the number of people killed by the Zionist regime rose
22:21again in the Gaza Strip. According to health authorities, in the last 24 hours, at least the 25 bodies were transferred to hospitals,
22:30including 16 recovered from under the rubble. In this regard, they warned that the death toll is incomplete,
22:36as several victims remained trapped throughout the ruins of the coastal enclave. Since October 7, 2023,
22:44more than 68,000 people have been killed, while another 170,169 have been injured.
