05:25I think the sanctions have been very effective.
05:28You can see all the key indicators in the Russian economy are flashing red.
05:33Whether that's the interest rate, whether that's the inflation rate, whether that's the rate of public expenditure.
05:38They're talking about raising taxes.
05:40They've had to run down the National Welfare Fund.
05:43Gazprom has posted a deficit, is laying people off.
05:47So I think all the indications are that the Russian economy is being put under severe constraints.
05:52But I agree, it's more of a slow puncture than it is a blowout.
05:55And we have to be willing to maintain the pressure for some time to come still
06:00if we're going to finally squeeze the ability of Russia to finance this awful war.
06:05What would you like Donald Trump to do, though, as part of this war?
06:07Obviously, we know that he's trying to create a trialogue with the United States, Zelensky and Putin.
06:12But Putin has refused to meet President Zelensky.
06:15The first piece is the military side,
06:17which is one of the reasons why we're working on the immobilised assets
06:22and the ability to give Ukraine more money with which to purchase weapons.
06:27And we would like to see the United States join in again
06:31in the kind of sanctions that we've been doing in the 17th and the 18th package and the 19th package.
06:36Just, you mentioned the Russian frozen assets,
06:38which most of which are here in Belgium and Euroclear.
06:41The Commission and other countries who are supportive of this are pains to say this is not confiscation.
06:47But it really does look like confiscation because it's not likely that Russia is going to get that money back
06:52because unless, of course, Russia decides to pay for reconstruction,
06:56which is not something that people believe is going to materialise.
06:59So explain how it's not confiscation or what it is.
07:02Well, it's not confiscation because exactly as you say,
07:05Russia will get this back if they pay the reparations.
07:08So, I mean, it's their choice.
07:09If they choose not to pay the money they owe for the destruction they have caused in Ukraine,
07:14then indeed Ukraine has some call on those assets in Europe as compensation.
07:20And that's the model that's being pursued.
07:23Ukraine would get the benefit of a loan, but would have to repay that if Russia pays reparations.
07:29And with that repayment of the loan, Russia would get the money back.
07:32So what we are saying is we're holding them until we see how Russia is going to step up for its responsibilities.
07:39and the undoubted debts that it owes for the reconstruction of Ukraine
07:43with the massive destruction, deliberate destruction of civilian infrastructure that we have seen.
07:48The money will always be there to give back if and when the Russians start to pay.
07:52The president of the European Commission, Ursula von der Leyen, continued her tour of the Western Balkans
08:03with a visit to Belgrade, where she arrived yesterday evening.
08:07She met with the Serbian President Aleksandar Vucic and Prime Minister Juro Matsut.
08:13And the main topics of the meeting were the growth plan for the Western Balkans, energy issue and reform agenda.
08:21According to the growth plan, Belgrade will receive 1,580,000,000 euros of financial aid.
08:30Distribution is conditioned by the regulation of media legislation,
08:35the updating of water lists and progress in the rule of law as the part of mentioned reform agenda.
08:45She emphasized that now is the right moment for Serbia to accelerate reforms in the area of the rule of law and media legislation.
08:54When it comes to the energy situation, let us remind you that the oil industry of Serbia
09:00is under the U.S. sanctions since the beginning of October.
09:05Considering the circumstances, von der Leyen added that Belgrade can count on support from Brussels.
09:13Mr. President, now is the moment for Serbia to get concrete about joining our union.
09:18My first point is that we need to see progress on the rule of law, the electoral framework and media freedom.
09:28I know these reforms are not easy.
09:32They take patience and endurance.
09:36They must include all parts of society and the political spectrum.
09:41But they are worth the effort.
09:44After her visit to Belgrade, Ursula von der Leyen will visit Kosovo and North Macedonia,
09:52ending her tour of Western Balkan countries this year.
09:56Previously, the President of the European Commission visited Albania, Montenegro and Bosnia and Herzegovina.
10:04For Euronews from Belgrade, Nicola Kronić.
11:35Grazie
