00:00Venezuela continues to ensure national security within the framework of Plan
00:15Independencia 200. In the U.S. district judge temporarily suspend the
00:24deployment of troops in Chicago for 14 days. And in Palestine about 200,000 displaced people
00:34returned to the northern Gaza on Friday following the entry into force of the ceasefire agreement.
00:45Hello and welcome to From the South, the Mar Marrero from the Telesur headquarters in Caracas,
00:49Venezuela. Will you be with the news? Stay with us.
00:54The Minister of Interior, Justice and Peace of Venezuela, Diosdado Cabello,
01:09lead an operation to improve the 199 peace quarters in the state of Monagas. Within the framework of
01:16Planning Independencia 200, the Venezuelan ministered a company regional authorities
01:21in reviewing the peace quarters on Saturday. Every defense instructor under the direction of
01:30President Nicolás Maduro was examined. Furthermore, Diosdado Cabello declared that at least 199
01:38Peace Corps members will be sent prepared to protect the citizens of Venezuela from any foreign threats.
01:44Venezuela denounced the threat of military attack by the United States before the United Nations
01:56Security Council. The permanent representative of Venezuela to the U.N., Samuel Moncada, warned about
02:02a deployment of more than 10,000 troops on a nuclear submarine in the Caribbean Sea, accusing Washington of
02:10creating a false narrative of creating a false narrative to justify its aggression. The denunciation is
02:15for Washington's ongoing campaign of harassment against the Venezuelan people. During his speech,
02:21the Venezuelan diplomat made an urgent appeal to the international community and the Security Council for the
02:27White House to immediately cease actions, seeking to justify military intervention, respect international law and the
02:35sovereignty of Venezuela and the sovereignty of Venezuela and activate the mechanisms of diplomatic
02:39dialogue to prevent an armed conflict with unpredictable consequences.
02:50President, what right does the United States have to militarize the Caribbean region? None.
02:57What right does the United States have to execute civilians that are entitled to the presumption of
03:03innocence and the due process? None. What right does the United States have to terrorize and deprive
03:12humble fishers from their livelihoods around the Caribbean region? None. The United States believes that
03:19the Caribbean belongs to it because for more than 100 years it has been applying the voracious Monroe
03:27doctrine, which is no more than a relic of colonialism. Our region has had first-hand experience of U.S.
03:35invasions. Throughout its 250-year history, the United States has only had four years of peace, and today it stands
03:44ready to set the Caribbean ablaze to uphold its ideology of endless war that its own people is rejecting.
03:51And Spanish journalist Ignacio Ramonero stated that the Nobel Prize fell into decline after awarding the
04:01Peace Prize to Venezuelan far-right opposition leader Maria Corina Machado, who continues to pursue
04:07cube actions and seeks to destabilize the country. Through his Facebook account, Ramonero affirmed the
04:14crisis of a noble granting the Peace Prize to someone who has not stopped calling for military innovation,
04:22coup d'etat, violent practices, unaware is yet another operation of the current international disorder.
04:29It is the world turned upside down. It is making our world's dystopia in 1984,
04:39a reality where truth is lies and pieces where Assad wrote a novel.
04:52Now let's take a look of the violent trajectory of Maria Corina Machado.
04:56In 2002, she signed the Carmona Decree, a document that supported the coup d'etat against Uchaves.
05:05This trajectory of destabilization continues in 2014 when she promoted the La Salida plan
05:13that unleashes the trees when invased. These acts of violence, which she defended in order to overthrow
05:19the government of President Nicolás Maduro, resulted in tragic deaths of more than forestry people.
05:26Throughout 2017, Machado actively worked to impose sanctions and blockades against Venezuela.
05:33In 2019, she supported the illegal government of Juan GuaidĂł and called for a foreign intervention.
05:39In 2020, she signed an agreement with the Israeli League Party, which supported the genocide in the
05:46Gaza Strip. And after the 2024 presidential election, series groups known as Comanditos' Little Commands,
05:54led by Machado, killed 28 people and left nearly 200 injured. In 2025, she has criticized opposition
06:01leaders for their abstinence agenda. She maintains links with drug trafficking networks and Colombian
06:10private military groups to activate plans to create violence in Venezuela.

06:51Welcome back to From the South. The destitution of Dina Boluartas, President of Peru,
07:08has highlighted the decline of national political systems and revealed the deep crisis of representativity
07:15and polarization in the country. The country's congressmen point out the short responsibility
07:20of Congress in the Dina Boluartas crisis. The congressional minority aligned with the
07:27un-conflicted, complicit in the government that Boluartas empowered all this time, despite the death,
07:36the lies and the overwhelming criminality. Boluartas administration was full of mistakes.
07:42However, it was the rise in crime and criminal violence that dealt the final blow. Also,
07:49the reactions reflect not only the rejection of the Boluartas administration, but also deep
07:54questioning of the legitimacy of the political class and the very model of Peruvian democracy,
08:01aims at turbulent social climate and in anticipation of new institutional definition.
08:12The panamanian comptroller general's office has been armed with all critical superpowers. The authority to
08:21freeze salaries, seize assets and confiscate businesses from any citizen without the need for a court order.
08:30Our colleague, the right card, Shanda Germani, tells us more about this in this story.
08:35The comptroller general's office, under the leadership of Anel Flores, can now seize assets,
08:47freeze businesses and withhold salaries without a court order. It justifies the measure as necessary
08:52in light of legal proceedings that can take up to 20 years. However, various sectors criticize it and
08:57label it an arbitrary superpower. Article 280 delineates the functions of the Comptroller General of the
09:07Republic, stating that the Comptroller General is responsible for the auditing, monitoring,
09:12and control of public assets and funds. At no time, and in no way does the Constitution grant it the
09:19power to interfere in criminal investigations. You don't like the Attorney General's anti-corruption bill,
09:29but you do like Resolution 3126, where, unfortunately, the Comptroller becomes both judge and party.
09:37This type of power is not good for anyone. Resolution 3126, published on September 30,
09:48allows the Comptroller's office to suspend salaries and seize assets such as properties and businesses
09:53from those under investigation. The measure can be applied without a preliminary hearing,
09:57through a restricted access file. Despite criticism, the agency and the court of accounts,
10:02assure that these will not be arbitrary processes. The message is that decent citizens have nothing
10:11to worry about. This is not an arbitrary law that allows me to decide to seize whatever I want.
10:21Legally, this measure is strictly controlled. Not only does it have the legality control that we
10:26will exercise in the court of accounts, guaranteeing that the measure is sufficiently serious, that there
10:31is an appearance of illegality on the part of the state, and that there is a need for precautionary
10:36measures, but in addition to that, it may previously be subject to the control of the third chamber.
10:48It is estimated that corruption diverted about $600 million from the Treasury each year,
10:52in addition to tax evasion exceeding $7 billion. Currently, anti-corruption prosecutors have 4,725
10:59cases open, with embezzlement being the most investigated crime.
11:06Many people are concerned that it is too much power, but the power has always been there. The
11:10problem is that some previous auditors have not used it for reasons we can imagine, such as favoritism,
11:16or other issues. But we are going to use it this time around because panamanians are tired of asking
11:21where the $30 billion in debt from the last five years went. The comptroller's office has already sent
11:30letters of caution to the public registry and the banking system to freeze the assets under
11:35investigation in order to prevent their transfer, and ensure that, if there is a conviction, they are
11:39available. However, one question remains unanswered, who is responsible for the economic damage if the
11:45accused is found innocent? The Supreme Court would have the final say if, in effect, the measure is
11:50challenged in court, as lawyers from various sectors have already announced.
12:00In Guatemala, statistical data showed a lack of systematic policies against pregnancy in girls and
12:06teenagers, mainly in rural areas and departments with high poverty rates. There are more than 37,000
12:13cases in the country. Let's see. An alarming number of pregnancies among minors is reflected each year
12:22in Guatemala, according to a recent report by the Observatory on Sexual and Reproductive Health.
12:301439 girls between the ages of 10 and 14 have registered a birth in Guatemala from January to August 31st of
12:37this year, meaning that as a country we have not been able to reduce pregnancy and motherhood among girls.
12:48There are also 36,126 mothers between the ages of 15 and 19, whose children, in many cases,
12:55alone or with the support of their fathers and mothers, assume maternal responsibilities.
12:59It is something that concerns us as staff because they are practically children,
13:07and already have the responsibility of having a baby on the way.
13:15Something that concerns us because it is a risk for them, and also for the baby,
13:18and they need to have monthly check-ups.
13:20Many are victims of sexual abuse. Others are forced into common law marriages with the consent
13:30of their families.
13:34There are still cases where girls are given away in exchange for a pre-sale,
13:42as an agreement established by the families, but this is closely linked to the issue of poverty.
13:46And the patriarchal practice of believing that women go from being daughters to being wives.
13:58In rural areas, there are no systematic prevention measures, only the efforts of health workers who
14:03occasionally provide sexual guidance to adolescents, says this social advocate.
14:11We want zero teenage pregnancies, and we are working hard to achieve this.
14:16We coordinate with psychologists, social workers, and the nurse at the health center.
14:29Women's organizations condemn the fact that most cases of sexual abuse against girls have gone
14:34unpunished, exacerbating violence against them.

14:59A final short break. Don't go away.
15:01Welcome back.
15:28We'll start on cultural material.
15:30Cuba celebrates the presentation of the book El Che desde el rĂo Parana a la Sierra Maestra
15:38by historian Alice Kupul as part of the commemoration of the 58th anniversary of the death in Cambada of Latin American leader.
15:48The presentation was held at the former presidential palace, now at the Mission of Revolution, where Che Guevara was recognized as a Cuban citizen by birth.
16:00The word includes the history and political situation of the country's visit by political leader El Che and the people he met on his journey around the world.
16:12It also presents elements that show the transformation of the revolution, participation in the world of liberation, and his journey through social struggle.
16:22And then we move to the United States.
16:30A district judge temporarily suspended the deployment of troops in Chicago for 14 days.
16:35Judge April Perry's decision responds to her concern about a possible escalation of confrontations in the city, given the presence of hundreds of National Guard troops.
16:47In her ruling, Perry said she had doubts about the probability of the Trump administration and rejects the government's arguments about not questioning the president.
17:02For the report, Democrats' officials point out that the police and law enforcement agencies are perfectly sufficient, arguing that the head of state is deliberately provoking the protesters.
17:17We move on in Palestine, about 200,000 displaced people returned to Northern Gaza on Friday,
17:44following the entry into force of the ceasefire agreement.
17:48Mahmoud Basol, the spokesman for the Civil Defense Agency, said that displaced Palestinians began moving north after Israeli forces pulled back from several areas.
18:03Thousands were sent walking or driving north along the coastal Rashid Rose,
18:10which reopened to traffic following the withdrawal of Israeli military vehicles.
18:22According to medical sources in the Gaza Strip,
18:25the remains of at least 155 Palestinian kills in Israeli attacks were transferred to hospitals in the last 24 hours.
18:34Despite the ceasefire, around 19 Palestinians died as a result of continuing Israeli attacks on the Strip,
18:41and around 16 died in a bombing of a house in the south of the enclave.
18:46The agreement approved between the Hamas resistance movements and the Israeli government
18:52represents an end to the genocide initiated on October 7, 2023,
18:58by Israel and the global recognition of the Strip as a sovereign policy and territory.
19:04Indonesia, hundreds of people protested on Friday in Gabes to demand the dismantling of local
19:29post-supporting the preceding plan after a report of respiratory distress among residents.
19:37Demonstrators called for artists modeling of the chemical crypts,
19:41chanting slogans such as,
19:43We want to live any days affecting pollution and injustice.
19:47The local campaign group Stop Pollution organized the protests
19:51after videos circulating on social media
19:53showing local school children struggling to breathe in classrooms.
19:58What happened today on city of Salaam Beach is yet another disaster.
20:09We were waiting for presidential and political decisions to immediately stop
20:13all sources of pollution in Gabes.
20:15September 27th was a disaster when 50 children were taken to Gabes Regional Hospital suffering from asphyxia.
20:21Three days earlier in Mij, there were three cases of asphyxiation.
20:26Today, we were especially waiting for presidential decisions concerning pollution in Gabes,
20:31but instead we are witnessing more cases of asphyxiation,
20:34with eight more cases being transported to the regional hospital in Gabes.
20:38And we have come to the end of this news brief.
