00:00It is a privilege to host distinguished experts from across the global as we came together under this year's theme.

00:12Integrated deterrence maintains peace through strength in the Indo-Pacific.

00:19The war in Ukraine and the Middle East reminds us that the conflict, even when seemingly distant,

00:31but carries us and the global consequences of human suffering, economic disruption, and political instability.

00:44This tragedy underscore a hard truth. Peace is never guaranteed.

00:53It must be defended and it requires collective efforts.

00:58The Indo-Pacific is not exception.

01:02Under Xi Jinping's leadership, China has become more repressive at home and aggressive abroad.

01:14China deployed military coercion, economic pressure, cyberattacks, disinformation campaigns,

01:28and other hybrid threats against Taiwan, endangering the stability of Taiwan's streets.

01:39At the same time, China is aligning with other authoritarian powers,

01:48of what we may call an axis of upheaval, to extend its reach and remind peace across the region and the world.

02:02Taiwan stands at the heart of this struggle geographically as the land shipping of the first island,

02:15Tian, technologically as home to the world's most advanced semiconductor ecosystem,

02:27and politically as a beacon of democracy.

02:33A conflict in Taiwan's streets would not be a local big crisis.

02:40It would be a global crisis.

02:44Put simply, a Taiwan contingency is a world contingency.

02:51In the face of these challenges, Taiwan is not only strengthening our defense capabilities,

03:01but also mobilizing our society through the whole of society's resilience committee.

03:12At the same time, we are deepening cooperation with the U.S., Australia, India, Japan, and other partners.

03:26Our purpose is not to provoke conflict, but to deter it.

03:33Unity and integrated deterrents are the surest means to maintain peace, democracy, and stability.

03:46This year's dialogue will address five critical themes.

03:54The international security, landscape, societal resilience, and defense deterrents, asymmetric strategies,

04:08emerging technologies such as AI and U.A.S., and the influence of non-military power.

04:22We are confident that today's keynote addresses and panel discussion will generate valuable insights

04:35on how Taiwan and our partners can advance integrated deterrents,

04:43faster greater exchange, and strengthen cooperation across the Indo-Pacific.
