00:00我今天想要提供四个问题
00:03首先,
00:05The future of Taiwan matters
00:09Preserving the status quo in Taiwan
00:11Is not a matter of convenience
00:13For countries like Australia,
00:15The United States,Japan or others
00:18It is not one that can be dismissed
00:20By a narrow read of our interests
00:23It is essential to our own security,
00:25Prosperity and Sovereignty
00:27It is about more than semiconductors
00:29Or even the preservation of a vibrant and young democracy
00:34If Taiwan were to be forcibly placed
00:37Under the authoritarian rule of the CCP
00:40There would not be a corner of the globe
00:43That would be unaffected
00:46Secondly,Conflict over and for Taiwan
00:49Will come at a terrible cost
00:52Not just for Taiwan
00:54But for China specifically
00:56And more broadly globally
00:58Once it starts
01:00You can't go back
01:01And the world will never be the same
01:04The world will be worse off
01:06And so will China
01:08Even if they are successful
01:10This is a cost that must be understood
01:13Especially by the CCP
01:15And properly factored into the CCP's strategic calculus
01:19Thirdly,for now
01:22The major powers have their own share of challenges
01:26Without taking on a potential conflict over Taiwan
01:30China is beset by serious economic challenges
01:34As they make a difficult economic transition
01:36And the United States is contending with omnicrises abroad and at home
01:41Thankfully the presence of President Trump of itself
01:46I believe is likely to deter any hasty action by President Xi
01:50In the short term
01:51While both countries deal with more pressing priorities on their agendas
01:56And fourthly and finally
01:57That Taiwan together with the United States and allies such as Australia and Japan
02:02And other like-minded countries must take the opportunity
02:06To urgently boost resilience and deterrence
02:10This does not just mean military deterrence
02:13Through much greater defence spending
02:15But countering threats
02:17In the space domain
02:19Dealing with energy and infrastructure security
02:22And winning the global political and PR debate
02:25On the Taiwan narrative
02:27To build the global case
02:29Against tacit endorsement
02:31Of appeasement of CCP actions
02:35Taiwan is today's equivalent of West Berlin during the Cold War
02:39The extraordinary response by the US and its allies
02:42To engage in the airlift to counterman the Soviet blockade
02:45And to ultimately tear down that wall
02:47Was enabled by the resilience and defiance of the people of West Berlin
02:52But also the collective sense of appreciation by allies of what was at stake
02:56This cannot be assumed or taken for granted
03:00The best thing Taiwan can do to attract the necessary support
03:03From those it will need
03:06Particularly in the US
03:07As well as in regional allies
03:09With regional allies
03:10In Japan, Australia, the Philippines and South Korea
03:13Is to do all within its power right now
03:16To prepare itself
03:17And for its people to demonstrate their resolve
03:20This must be communicated with sophisticated information operations
03:24That harness the goodwill and support
03:26That is present amongst like-minded supporters
03:29Taiwan matters
03:31And it has a just story to tell
03:34It is a society and democracy that speaks of hope and progress
03:39I look forward to continuing to support Taiwan
03:44And its freedom efforts to tell that story
03:46And engage the support needed to prevail
03:48And suff bewild
03:53And why the support needed to prevail
03:58So many words of hope and束
