00:00A fresh motion of no confidence has been tabled against Newcastle City Council leader Karen Kilgower,
00:06just 11 months after she became the first woman to lead the authority.
00:10The motion, which will be debated sooner this month, has been submitted by Independent Councillor Mark Donnelly
00:16and backed by a group of Independent and Newcastle Independent Councillors.
00:21Among the signatories is former leader Nick Kemp, whose dramatic resignation from the Labour Party last year,
00:28alongside five others, plunged the council into a state of no overall control.
00:33The motion criticises the current administration for failing to secure support for a renewed council plan,
00:39as well as its handling of recent controversies, including a waste incinerator contract
00:44and the fallout from offensive remarks made about members of the public.
00:48Councillor Kilgower previously survived a no confidence vote in December,
00:52when a similar motion from the Liberal Democrats was narrowly defeated.
00:56This time, however, the Liberal Democrats have not signed the motion,
01:00although group leader Colin Ferguson said he would listen to arguments on both sides before deciding how to vote.
01:07Labour currently holds 37 seats, two short of a majority,
01:11with the Lib Dems holding 22 and the remaining seats split between independents and smaller groups.
01:16Alongside the political drama, scrutiny continues over the £79,000 investigation
01:21into bullying allegations made against Nick Kemp during his tenure.
01:26Although the investigation cleared Kemp of breaching the council's code of conduct,
01:30some councillors have expressed frustration at not being allowed to see the full report.
01:34The upcoming leadership debate could determine not just the future of council Kilgower,
01:39but the direction of where the council is heading in the next local election.
