05:39that doesn't deliver

05:42The worst thing we can do
05:43is to defend the status quo.
05:45It hasn't worked
05:46for working people.
05:47We must be determined
05:48to deliver change
05:49in their interests.
05:52Patriotic renewal
05:53rooted in our own national stories,
05:56restoring pride
05:57where people live and work.
06:00We fight for our values,
06:02decency, tolerance, respect.
06:04And most importantly,
06:07we focus on the countries
06:10we can become
06:11through renewal.
06:14National renewal.
06:17Now, that's not a new argument
06:19for social democrats.
06:21but it is the beating heart
06:23of our politics.
06:25The nation state
06:27harnessing the potential
06:29of the whole country
06:30providing security
06:32and opportunity
06:33for working people.
06:35Together,
06:36squaring up
06:37to the challenges
06:38of a world
06:38that is, frankly,
06:40more dangerous,
06:41less secure,
06:42than many of us have known
06:44in our lifetimes.
06:45We have to respond
06:47to that
06:48not by turning inward
06:50but with even deeper
06:52solidarity.
06:54Alliances
06:55and partnerships
06:56built upon
06:57common values.
06:59The rules-based
07:00order
07:01that has kept
07:02the peace
07:03in our world
07:04since the last century.
07:07The coalition
07:08of the willing.
07:10Strong
07:11not just because
07:12of the depth
07:12of our shared beliefs,
07:14but because
07:15we recognise
07:16that the security
07:17and safety
07:18of the people
07:19that we serve
07:20depends
07:22on our relationships,
07:24our willingness
07:25to stand up together
07:26across our
07:28different political
07:29traditions
07:29and not be cowed
07:31by tyranny.
07:33But to protect
07:35strength abroad,
07:38you do need
07:39security at home,
07:41economic stability,
07:43an approach
07:43to economic growth
07:45that can create
07:46wealth more fairly
07:47in the first place.
07:50Proud working-class
07:51towns and cities,
07:53so often disenchanted
07:54with mainstream politics
07:56because the economy
07:57does not work
07:59for them
08:00and because that's been
08:01true for a very long time.
08:04And they're losing trust
08:06in our ability
08:07to deliver the change
08:09that they want to see.
08:10They don't want
08:12handouts
08:13or help.
08:15They want to stand
08:16on their own feet.
08:18I'll give you an example
08:19from the United Kingdom.
08:22Yesterday,
08:23we announced
08:24£5 billion
08:24to be spent
08:26by local people,
08:28however they see fit,
08:30in their communities.
08:31Restoring a pub,
08:33reviving a community
08:34hall,
08:35reopening a youth club.
08:36But the important thing
08:37is not coming cap-in-hand
08:40to Whitehall
08:41to get the green light
08:43on a project,
08:43but actually allowing
08:44control to be
08:45with the communities
08:46where the funding
08:47is going
08:48so they can choose
08:49what it's spent on
08:50because those with skin
08:51in the game
08:52know what's best
08:52for their communities.
08:54It's about restoring
08:55control and agency,
08:57having the respect
08:58for working people
08:59to choose
09:00what's right for them.
09:01And that is how
09:02they stand proudly
09:03as partners
09:04in a social democratic nation.
09:07So our approach
09:09to the economy,
09:10investment,
09:11yes, of course,
09:13in everything
09:13from defence to energy,
09:16creating good,
09:17well-paid jobs,
09:18industrial policy,
09:20yes, of course,
09:21our proud heritage
09:22of making things,
09:24relighting the fires
09:25and the factories
09:26across the country,
09:28in public services,
09:29absolutely,
09:30for all of us,
09:31from health care
09:32to transport
09:33and financial prudence,
09:35which is non-negotiable.
09:38But it does also mean
09:39stripping out regulation
09:40so we can build more
09:42and build more quickly
09:43and the private sector
09:45can create wealth
09:46in every community.
09:48Now,
09:49some people call
09:50this approach
09:51abundance.
09:53I have a different phrase
09:54for it,
09:55social democracy.
09:58But the way I see it,
10:00this is the defining
10:05political choice
10:06of our times.
10:07A politics
10:08of predatory grievance,
10:10preying on the problems
10:12of working people
10:13and using that infrastructure
10:15of division
10:16against the politics
10:18of patriotic renewal,
10:20rooted in communities,
10:22building a better country,
10:23brick by brick
10:24from the bottom up,
10:26including everyone
10:27in the national story.
10:29Difference
10:30under the same flag.
10:32Because wherever you are
10:35in the world,
10:36we all have our
10:37different national symbols.
10:40And what I'll say is this,
10:41we must fight for them,
10:44stand up to those
10:45who tell us
10:46that there's a tension
10:46between our symbols
10:48of pride
10:49and symbols
10:51of inclusion,
10:52our multi-ethnic
10:53modern nation
10:54and our history
10:56and heritage.
10:57There is not.
10:59They are one
10:59and the same thing.
11:01That's the
11:02social democratic argument.
11:05It is a powerful one.
11:07And we must never
11:08surrender it.
11:11But of course,
11:12you need more than symbols
11:13for nation building.
11:15You also need renewal.
11:18And it's important
11:19to be really clear
11:20on this.
11:22Renewal is not just
11:24fixing problems
11:25in some managerial sense.
11:28That is important.
11:29Of course it is.
11:31People are very disappointed
11:32with the pace
11:33of change in government.
11:35It's so much slower
11:36than almost every other
11:37facet of their lives.
11:39So we do have to speed up.
11:41Poor delivery is a threat
11:42to mainstream politics.
11:45But renewal
11:45is a deeper argument.
11:49It means demonstrating
11:50to working people
11:51that as well as
11:53the economy,
11:54the state
11:55is being run
11:56in their interests.
11:59And that does mean
12:00we've got to look
12:01ourselves
12:03in the mirror
12:04and recognise
12:06where we've allowed
12:07our parties
12:08to shy away
12:09from people's concerns
12:10and let the politics
12:12of purity
12:12patronise people.
12:15Now,
12:15you will all have issues
12:16in your own countries.
12:17but in Britain
12:19it's illegal
12:20migration.
12:22And I suspect
12:23that may be the same
12:23in a number
12:24of other countries.
12:26For too many years
12:27it's been too easy
12:28for people
12:29to come here,
12:30slip into the shadow
12:31economy
12:31and remain here
12:32illegally.
12:34Because,
12:36frankly,
12:37we've been squeamish
12:38about saying things
12:40that are clearly true.
12:42It's not just
12:44that it's not
12:45compassionate
12:45left-wing politics
12:47to rely on labour
12:49that exploits
12:50foreign workers
12:50and undercuts
12:52fair wages,
12:53but the simple fact
12:54that every nation
12:55needs to have
12:56control over
12:57its borders.
12:58We do need to know
13:00who is in
13:00our country.
13:02Our immigration system
13:04does need
13:04to be fair
13:05if we want
13:06to maintain
13:07that binding contract
13:08that our politics
13:09is built on.
13:10otherwise
13:11it undermines
13:12trust,
13:14undermines people's
13:15faith that we're
13:16on their side
13:17and their belief
13:18that the state
13:19can and will
13:20work for them.
13:22And that is why
13:23today I am
13:24announcing
13:25this government
13:26will make
13:27a new free-of-charge
13:28digital ID
13:30mandatory
13:31for the right to work
13:32by the end
13:33of this parliament.
13:35Let me spell
13:36that out.
13:37You will not be able
13:38to work in the
13:38United Kingdom
13:39if you do not
13:41have digital ID.
13:43It's as simple
13:44as that.
13:46Because decent,
13:47pragmatic,
13:48fair-minded people,
13:50they want us
13:51to tackle the issues
13:52that they see
13:53around them.
13:54And of course
13:55the truth is
13:56we won't solve
13:57our problems
13:58if we don't also
14:00take on the root
14:00causes.
14:02Looking upstream
14:03to tackle poverty,
14:06conflict,
14:07climate change,
14:09issues that aren't
14:10just intolerable
14:11for those of us
14:12who care about
14:13inequality and
14:14injustice wherever
14:15it's found in the
14:16world,
14:17but which have clear
14:18consequences for
14:19our own citizens.
14:21Take Russia's
14:22aggression in Ukraine.
14:24We all have a
14:26responsibility
14:26for the future
14:28of our continent
14:29to stand tall
14:31where oppression
14:31and violence
14:32rears its head.
14:34But it is also
14:35about energy security
14:36because Putin
14:38and other tyrants
14:39have used their
14:40control over energy
14:41supplies as a threat.
14:44They've pushed up
14:45energy bills,
14:47threatened to keep
14:47doing so
14:48unless they get
14:49their way.
14:51And that's why
14:52we're investing
14:52in our own energy,
14:54sovereign control
14:55over our own future,
14:57whether that's
14:58nuclear,
14:59wind,
15:00solar power.
15:01Now this will
15:02create good jobs,
15:04but it will also
15:05take the boot
15:05of tyrants like
15:06Putin off
15:07our throat.
15:09So our mission
15:10to become a
15:11clean energy
15:11superpower
15:12is about
15:13future-proofing
15:14energy supply,
15:15bringing energy
15:16bills down
15:17and protecting
15:19the planet
15:19that we all
15:20live on,
15:21doing right
15:21by our values
15:23and by our
15:24countries
15:25and our citizens.
15:27Because in this
15:28era,
15:29we must be
15:30the nation builders,
15:32we must be
15:32the patriots
15:33in our countries,
15:34we must show
15:35working people
15:36that we
15:36and only we
15:37can deliver
15:39the pride
15:39and belonging
15:40they seek,
15:41their communities
15:42strong,
15:43cohesive,
15:44change for the
15:45better,
15:45taking control
15:46of our future,
15:48tackling the
15:49big challenges,
15:50whether that's
15:51climate change
15:52or illegal
15:52migration,
15:53not shying away
15:55from them.
15:56That is how
15:57we win,
15:58that is how
15:59we rebuild,
16:01that's how
16:01renewal
16:02defeats grievance.
